1994-015-RES WHEREAS, CITY COUNCIL IS AWARE THAT RESOLUTION NO. 94-015 WHEREAS, the City Council of the City of Paris is aware that redistricting has not occurred in the City of Paris since the inception of the single member district form of government established in 1976; and, WHEREAS, it is appropriate to investigate and determine if redistricting is indicated; and, WHEREAS, the firm of Allison & Associates has been engaged to perform redistricting services; and, WHEREAS, it is appropriate that a Notice to Proceed in the form of Exhibit A attached hereto be executed by the City of Paris in order that said firm may be clothed with the credentials necessary to represent the City of Paris in this matter of redistricting; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the Mayor of the City of Paris, George Fisher, be, and he is hereby authorized and directed to execute on behalf of the City of Paris the "Notice To Proceed With Reapportionment" for redistricting services from Allison & Associates in the form shown in Exhibit A attached hereto. ATTEST: ~t\J:\\\ .~.. ~~ Mattie Cunningham, City lerk APPROVED AS TO FORM: NOTICE TO PROCEED WITH REAPPORTIONMENT BE IT REMEMBERED that the firm of Allison & Associates was retained by this City Council on October 31, 1993 to conduct an Initial Assessment of the population demographics of the City of Paris, and upon issuance of a formal Notice to Proceed with Reapportionment, to assist the City in the preparation of a submission to the Department of Justice in conformity with the Voting Rights Act of 1973, as amended. The Initial Assessment was completed by Allison & Associates and delivered to the City of Paris on November 11, 1993. Based upon the facts and findings contained within the Initial Assessment, the City of Parisfmds that a Total Maximum Deviation of 159.67% percent exists between the currently existing City Wards II and VII. This total maximum deviation, being in excess of 10%, mandates reapportionment of city wards of the City of Paris. BE IT THEREFORE RESOLVED that the City Council of the City of Paris, formally issue this Notice to Proceed with Reapportionment to the firm of Allison & Associates, and to formally empower Allison & Associates to continue with its representation ofthe City of Paris relative to the reapportionment process. I, EXHIBIT A BE IT FURTHER RESOLVED that this duly executed Notice to Proceed with Reapportionment be forwarded to Allison & Associates as evidence of authority to complete the tasks necessary to obtain pre-clearance of a plan for the reapportionment of the city council for the City of Paris political boundaries. day of , 1993.
