1998-057-RES WHEREAS, TEXAS AUTOMOBILE THEFT PREVENTION AUTHORITY PROVIDES FUNDING
RESOLUTION NO. 98-057
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing a grant
application for the Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft
Task Force" project beginning September 1, 1998, and ending August 31, 1999, in the amount
of $102,826.00, with $19,197.00 to be provided by the City of Paris in the form of cash and
$5,280.00 in the form of in-kind services; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF' THE CITY OF~ PARIS:
1. That an application be made to the Texas Automobile Theft Prevention Authority
for an Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task
Force" project beginning September 1, 1998, and ending August 31, 1999, in the amount of
$102,826.00, being approximately 81 % of tl1e estimated cost of the Automobile Theft Prevention
Program, with $19,197.00 to be provided by the City of Paris in the form of cash and $5,280.00
in the form of in-kind services.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby,
appointed as the Auiliorized Official of said project and is authorized and directed to execute, on
behalf of the City of Paris, the application for grant in the form attached hereto as Exhibit A.
3. That Karl Louis, Chief, Paris Police Department, be, and he is hereby, appointed
as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the
City of Paris, all reports, communications, assurances, and documents necessary for the
completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for
the City of Paris Police Department's continuing participation in the Automobile Theft Prevention
Program.

The Amo Theft Task Force of Paris and Lamar County consist of onei.1) Detective
Sergeam and one (1) InrestigatOi whose duties consist of preveming auto thef~ as a visible
deterrent, educating the public in ways and means of preventing auto theft, and, fir~jJy: assisting
in the prosecution of those charged with auto theft and returning stolen autos to their rightful
o\\Tlers. The officers are continuing: and \\ill continue, to spend one hundred percent (100%) of
their time to ac(omplish these tasks.

DETECTIVE SERGEANT
The Detective Sergeant "ill be in charge of the day-to-day operations of the AU10 Theft
Task Force and shall be subject to the supelYision of the Chief of Police. Paris, Texas, and be
subject to such orders as the Chief of Police may prescribe, nOl inconsistem 'l,ith the laws of the
State of Texas or the mandates of the .A. uta Theft Prevention .A. uthoriry Grant.
He shall devote his full time to his official duties unless granted leave by the Chief of
Police. His responsibilities shall be:
1.) Supervise the Task force in all if s operations.
2.) Keep the proper records and be responsible for the maintenance of all repons 10 the
State of Texas and 10 the Chief of Police.
3.) Work \\ith eve~' responsible, legitimate group or agency in a cooperative effon to
prevent auto then by educating the public.
4.) Work diligently and relentlessly in the investigation of and pursuit of all crimes and
suspects involving the theft of autos.

pads, letterhead, business cards and computer paper, etc. The City of Paris
will pay for this expense.
(E) Pager lease of $55.00 per month for two (2) pagers or $660.00 annually will be
paid as follows; $266.00 by ATPA funds and $394.00 by the City of Paris.
(F) Mobile phone charges average $125.00 per month or $1,500.00 annually. This
is budgeted to be paid by ATPA funds.
(G) Postage annual expense of $25.00 will be paid for by the City of Paris.
(H) Film developing of two (2) rolls per week or $5.40 per roll or $562.00 annually
will be paid by the City of Paris.
(I) Confidential Funds will be used for either the purchase of services, purchase
of evidences, or purchase of specific information. The City of Paris will
absorb these costs.
(J) Telephone expenses (in-house) at the Police Department will be absorbed as
in-kind services by the City of Paris.
(K) Office expense and. utilities will be $300.00 per month or $3,600.00 annually
and absorbed as in-kind services by the City of Paris.

We first applied for the auto theft grant in ] 994. Arrhat time, the City of Paris and Lamar
COunTY had a high auto theft rate per capita. There was one theft per everyone-hundred eighty
(] 80) persons.
The theft rate dropped by over thiny percent the first year. We dropped the then rate by
another ten percent the second year. In our third year we agreed 10 cover the surrounding
counties. The rale in Lamar County and the CiTY of Paris dropped another five percent. The over
all rate in the seven counties dropped by Twenty-three percent. The A TPA board stated ihis rate
durin2 the rram hearinQ lct.q vear. Our ~am was cut last rear. as almost evervone else's was.

As you know we received fifty thousand dollars. The City of Paris absorbed the remainder.
Using the current UCR statistics, our then rate in the counties we cover \\;]] remain the same or
be reduced bv a fraction.
\Ve will make more time in the coming year for public awareness. The H.E.A.T. progr?m is
not as successful as we \\;sh it would be. We have PSX s on the local radio stations. These (.ie
not aired dailv. There are new PSA~s at the stations now for the Public Awareness Week. We

have H.E.AT. registrations and V.I.N. etchings scheduled for thai week. Our unit is scheduled 10
assist in the Auto Theft School in Smith County neA1 month. A lot of the public is made aware of
the auto theft prevention by our close working relationship with the local Tax Assessor's offic.es.
~7e are pieparing to teach an auto theft school through one of our agencies, \~;lh the assistance of
Smith County ATTF and the Texas Department of Public Safety Motor Vehic.1e Theft Sej\'ice.
AJl the agencies that we assist are small deparnnents. Their manpower and experience in
auto theft investigation is limited. They do not have the resources that the larger depanments
have. There are no full time auto theft units in either of the deparnnents.
\Ve do not duplicate any existing agencies. If we assist any other task force, it is ShO\\11 as
an assist. The closest taSk forces are Dallas and Smith County.

time to enforce all auto theft laws, maintain records: and educate the public.
Last year's theft rate dropped by approximately twenty-three percent. There are
approximately 200:000 vehicles registered in the seven counties we cover. The General
Motors pickup is still the most stolen vehicle in our area. The owner of this type vehicle in
our area is the most difficult to re~ister in the H.E.A.T. Pro~ram. \Ve will continue to

.All statistics are received from monthly UCR repons. Our quanerly repons are used to
compile the year end. There has been a reduction of the auto theft rate since the inception
of this program by over twenty-three percent in the seven counties: and over thiny percent
in the Citv of Paris.
(h.) Weare still tbe only auto theft unit in Nonheast Texas. Our officers have never refused to
10 assist any agency. Not one of the agencies in our area has auto theft officers. We
coordinate our investigations witb what personnel is available from the agency. The Texas
Depanmem of Public Safety Motor Vebicle Theft SeI';ce is valuable to our task force. We
work ~ith three officers assigned to our area. It would not be possible for the area to be
covered \\ithout the combined effons of all 2gencies involved.
(i.) As I stated earlier, our unit along ~ith the three D.P.S. investigators, are the only ones with
expenise in auto theft in Nonheasl Texas Area. The agencies do not have the manpower to
maintain full-time auto theft units. Therefore we will continue to train officers in the
detection and prevention of auto tbeft.

(Instructions)
I. To be considered for funding, a proposed grant project:
1. Must address a problem that is clearly identified, is (at least partially) measurable and
is supported by relevant statistical evidence;
2. Must minimize duplication or overlapping of existing programs;
3. Must have a design wherein the activities and goals are realistic and attainable;
4. Preferably should, but is not required to, be innovative in its concepti
design/operation; (a project is considered innovative if it provides a new and different
strategy or approach that prevents, deters, intervenes, or stops a criminal act from
occurring);
5. Must have a cost structure which is realistic when compared to its goals;
6. Must cooperate and coordinate its activities with other appropriate agencies/projects;
7. Must include measures to assure that it demonstrates cross-cultural awareness in all
project activities and in its staffing and training; and
8. Must include a proposed evaluation design that provides relevant data to measure the
effectiveness of the project, and a plan for performing such evaluation.
II. Accordingly, the Program Narrative must present the information by which the eligibility
and merit of the project can be assessed. Applications will be scored and, ranked
numerically, for funding consideration, according to the congruence of the project with
the criteria stated above. At a minimum, the four sections of the Program Narrative must
include the following information:

As of January 1997, Joel Chipman and Haskell Maroney of the
Northeast Texas Auto Theft Task Force in Paris, Texas has assisted
the Hopkins County Sheriff's Office in solving a number of cases
related with auto thefts. Many of the cases that were solved by Joel
and Haskell were trailer thefts. Four cases to be exact. Thev
..
also assisted in finding stolen tractors, a Bobcat skid loader, and
seeking out chop shops in Hopkins County. Joel and ~askell also
assisted in setting up a reversal sting on a stolen t:actor to a
bondsman and a known cocaine dealer here in Sulphur Springs. They
also helped recover vehicles in two chop shops in our area. They
have also found registered owners of vehicles where v:ns have been
removed, in which our officers have no knowledge of this process and
their assistance is always needed in these particular areas. This
department does not have a full time auto theft Unit due to shortage
of man power. The Northeast Texas Auto Theft Task Force is crucial
to this department. If it weren't for them, we would probably still
have unsolved cases of stolen tractors and trailers. The Hopkins
County Sheriff's Office has a working agreement with the Auto Task
Force and we would like it to stay that way. The Task Force provides
the manpower for necessary surveillances and follow-up on cases we
would not normally have time to work on. Their expertise in auto
theft is very beneficial to our department.
This department needs the North East Texas Auto Theft Task Force
because the closest person that could possibly help usin assisting in
our area is Rex Wileman, a DPS officer in Mt. Pleasant. The
problem with using Rex is that he is constantly tied ~p with other
cases in the Dallas/Ft. Worth area. In our county alone, there were
32,000 registered vehicles in the 1997 year. Out of these we had 67
:eported vet le thefts. We need theirpertise in the auto theft
field to help recover these stolen vehicles. They are truly an asset
to this county.
