RESOLUTION NO. 97-011
WHEREAS, the Office of the Governor, Criminal Justice Division, provides funding for
Criminal Justice Planning Fund (421 Fund) grants, through the Ark-Tex Council of
Governments, which provide funds for the continuation of a juvenile officer\juvenile gang
officer; and,
WHEREAS the City Council of the City of Paris is desirous of processing a grant
application for the Criminal Justice Planning Fund (421 Fund) grant, for continuing a juvenile
officer/juvenile gang officer for the funding period from September I, 1997, to August 31,
1998, ata total cost of$41,169.00, with $25,473.00 to be provided by a grant and $15,696.00
to be provided by the City of Paris in the form in of local matching funds; and,
WHEREAS, the application has heretofore been submitted to the Ark-Tex Council of
Governments, to be hereafter submitted to the Office of The Governor, Criminal Justice
Division, in the form of Exhibit A attached hereto; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an application be made to the Office of the Governor, Criminal Justice
Division, for a Criminal Justice Planning Fund (421 Fund) grant, for continuing a juvenile
officer/juvenile gang officer for the funding period from September I, 1997, to August 31,
1998, in the approximate amount of $25,473.00, being 61.28 % of the estimated cost of this
crime prevention program, with the City of Paris providing $15,696.00 in the form of matching
funds.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby,
appointed as the Authorized Official of said project and is authorized and directed to execute on
behalf of the City of Paris the application for grant in the form attached hereto as Exhibit A.
3. That Karl Louis, be, and he is hereby, appointed as Project Director and is hereby
authorized to execute and deliver on behalf of the City of Paris all reports, communications,
assurances and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for
purposes of the Criminal Justice Planning (421) Program.

FOCUS AND ACTIVITIES OF THE PROPOSED PROJECT
This proposed grant project consists of the funding for one fufl time pofice officer
whose sole responsibilities will be devoted to fighting the existence of criminal
gangs. The officer wilf use every available person and agency to assist in his
objectives. The juvenile officer will work with other youth agency officers such as
the DARE officer, School Resource officers, Police Athletic League officer, etc. to
assist him in his work. He will also work closely with the public schools, juvenile
probation and other groups to accomplish this.
Our juvenile arrests are up by over 100 in 1996 from last year. As recently as last
week we had seventeen buildings sprayed with challenging graffiti in one of our
housing projects. We also have had recent problems in our schools relating to
gangs. The funding we receive from this grant is used exclusively to assist the
Paris Police Department in slowing gang growth and enlistment, reducing gang
crimes and to educate the youth of the City of Paris about the dangers and
pitfafls of becoming involved with gangs. We have made much progress in the
last two years, however there is much work yet to be done. The City of Paris has
in the past had explosive incidents involving gang activities. The juvenile officer
is really an asset in this area because he is utilized to speak directly with the
youth and their parents, school teachers, ministers, youth groups, etc. to de.
escalate these types of problems.

PROJECT NARRATIVE
JUVENILE GANG OFFICER
Criminal juvenile gangs continue to be a very real problem for citizens and law
enforcement of Paris, Texas. The inception of this grant two years ago has
enabled us to make significant headway in the analysis of at-risk youth,
developing criteria for determining gang members, and assigning an officer to
deal specifically with juvenile crime and gang activities. The continuation of this
grant is vital to the further development of our juvenile program and our ability to
deter gang activity. During the past two years we have developed programs that
offer alternatives to the gang lifestyle, one on one counseling with at risk
children, and the enforcement of juvenile laws as they pertain to gang activity.
Of the two thousand four hundred two (2,402) arrests made during 1996 by the
Paris Police Department, four hundred thirty-nine (439) were of juvenile
offenders. Seventy-two (72) of the four hundred thirty-nine (439) arrests in 1996
were for felony offenses. These offenses included, but are not limited to,
robbery, burglary, aggravated assault, sexual assault, and narcotics violations.
According to the Lamar County Juvenile Probation Office, the City of Paris has a
population of twenty-five thousand four hundred ninety-six (25,496) people. The
population of all school-age children in Paris is four thousand two hundred
twenty-five (4,225). The population of children ages 10 to 16 is two thousand four
hundred seventy-five (2,475).
The Juvenile/Gang Officer provided for by this grant is the main resource used by
this department to address the problem of juvenile crime as it pertains to gang
activity in the City of Paris. This officer works with other members of the Police
Department, school teachers, school administrators, and other community
groups to combat the problem of gang activity in our city. Some examples of the
groups that the Juvenile/Gang officer works with are listed below:
Police Athletic League of Paris, Inc. School Resource Officers
Drug Abuse Resistance Education Officer
Community Oriented Police Officers
Crime Prevention Officer
Boys Club
Boy Scouts
Lamar County Drug and Alcohol Abuse Program
Paris Independent School District

This department is depending on the funding provided from this grant to continue
the work we have begun. Prior to receiving this grant, the City of Paris had no
juvenile officer to work specifically on juvenile crime and gang activity. Recently,
our Juvenile/Gang officer has begun working with the Lamar County District
Attorney, County Judge, Sheriff, Chief of Police, and Juvenile Probation
Department to secure a juvenile detention facility for the City of Paris and Lamar
County. Currently, there is no such facility within an hour's drive of the City of
Paris. Funding for the Juvenile Gang Officer's position is imperative so that such
work may continue. Our Juvenile /Gang Officer correlates information pertaining
to all criminal juvenile activity within the City of Paris and Lamar County.
In 1996, the Juvenile/Gang Officer was sent to receive training in the G.R.E.A.T.
(Gang Resistance Education and Training) curriculum. Our local schools have
embraced the thought of our Juvenile/Gang Officer teaching the G.R.E.A.T.
Program to the student population of Paris, Texas. It is felt that this program will
have a significant impact in deterring at-risk children from becoming involved in
criminal juvenile gang activities.
Since the development of gang identification criteria, we feel that we have a more
realistic analysis of local criminal juvenile gang activities. We have been able to
concentrate on juveniles who are actually engaged in criminal gang activity. We
feel that we have a more accurate view of total gang membership as it correlates
to reported criminal activities and juvenile arrests. This information, along with
public feed-back, will help us to determine the effectiveness of this program.
We believe the effectiveness of this program is evident in the statistical data
previousty mentioned in this application. Last year's four hundred thirty-nine
(439) juvenile arrests is significantly up from 1995's three hundredthirty-eight
(338) juvenile arrests. This leads us to believe that the availability of a
Juvenile/Gang Officer to specifically work in this area has led to more thorough
investigations and a better service to our community. Additionalty there were
one hundred twenty-eight (128) combined day and night curfew violations cited
against juveniles in 1996. This statistic is down somewhat from the one hundred
forty-three (143) violations cited in 1995.
The development of gang criteria, also previously mentioned, has led to the
identification of approximafely 85 hard-core gang members and approximately
two hundred (200) fringe members/associates. This is consistent with 1995's
eighty-five (85) reported hard-core gang members. Gang criteria was
disseminated to all officers within the department. This is allowing us to develop
a more accurate and realistic intelligence file on gangs and their memberships.

The Juvenile/Gang Officer has also been involved in programs concerning the
prevention aspect of gang deterrence. These programs include counseling with
children, parents, teachers, and others concerning gang-type lifestyles. The
officer recommends alternatives to this lifestyle and has assisted them by
offering sporting or recreational events and programs, enlisting them in Boys
Clubs, Boy Scouts, Job Programs, Police Athletic League, and Alcohol and Drug
Abuse Programs. The Juvenile/Gang Officer has also worked with juvenile
probation and school counselors to assist juveniles in any other problem areas
they may have.
Recently, the Juvenile/Gang Officer has initiated a graffiti removal project as the
City of Paris has purchased a system for same. As recently as last week,
seventeen (I 7) homes were sprayed with gang graffiti in our public housing units.
Our goals are to continue to work with every available resource officer in an
effort to decrease both the hard-core gang member and those associated with
gangs and their lifestyle. We hope to decrease both of these levels by at least ten
percent (10%) during this grant period. We also hope to see a decline in curfew
violations and juvenile arrests of ten percent (10%) due to our all out efforts in
prevention and cooperation with other resources after an initial contact has been
made. We feel that by educating children in school with the G.R.E.A.T. Program
that we will see some of the same results that we have seen from our D.A.R.E.
programs. It is almost a certainty that, without the funding of this grant, all of the
positives that we have seen will be reversed and the gang problem will once
again begin to start spiraling out of control. We will do our best to use this
funding to help fight juvenile crime and decrease gang activity and its associated
crime.

JUVENILE OFFICER/JUVENILE GANG OFFICER JOB DESCRIPTION
The duties and responsibilities of the Juvenile Officer/Juvenile Gang Officer are
shown below:
1 Investigate or assist in investigating all crimes with Juvenile suspects.
2. Do follow up investigations on juvenile crimes as requested by the
prosecutor's office.
3. Question and take statements from juvenile suspects.
4. Refer juveniles arrested into the Juvenile Justice System when appropriate.
5. Notify and meet with parents of juvenile suspects to inform them of our
contacts with their children and explam what we plan to do and what they
need to do.
6. Arrest and/or counsel with juveniles who violate our daytime or nighttime
curfew.
7. Maintain a file on juvenile gang members and their crimes.
8. Counsel with juvenile gang members or potential juvenile gang members.
9. Attempt to get juveniles to participate in activities designed to build good-
character and self-esteem, such as, Boys Club, Police Athletic League, Little
League Baseball, Boys Scouts, Girl Scouts, School Athletics and motivate
them to stay in school.
10. Cooperate with the DARE Program.
11. Prepare and deliver programs to citizen groups, civic organizations, schools
and anyone else interested concerning juvenile crimes, problems, concerns
and offer and receive suggestions for solutions to these problems.
12. Conduct himself in a manner to always be a good example and/or role model
for the children to admire and follow.

Regulatory Services, are notified.

the county.

POLICY
The following funds are based on a decreasing funding ratio over five years:
. State Criminal Justice Planning (421) Fund
. Juvenile Justice and Delinquency Prevention Act Fund
. Safe and Drug-Free Schools and Communities Act Fund
Under this policy, the grantee is responsible for continuing a level of service that is, at a minimum, what
it provides in the first year of funding. This is not a cash match requirement, however, and the grantee
is not responsible for accounting for any funds other than those directly granted by cm or earned as
program mcome.
The decreasing funding ratio provides for cm funding 100% of costs in the first year. The first-year
grant award, regardless of funding source, sets a benchmark for all other funding decisions.

NONRESIDENTIAL SERVICES AGREEMENT

G. The Grantee is responsible for monitoring the service provider and the exercise of reasonable care to enforce all
terms and condition of the grant.
