1997-010-RES WHEREAS, OFFICE OF THE GOVERNOR OF THE STATE OF TEXAS, CRIMINAL DIVISION
RESOLUTION NO. 97-010
WHEREAS, the Office of the Governor of the State of Texas, Criminal Justice
Division, through the Ark-Tex Council of Governments is offering grant assistance under the
Federal Safe and Drug Free School Act and it would be appropriate to seek continued funding
for a full time police officer as a coordinator for the Police Athletic League for the period
beginning September 1, 1997 through August 31, 1998; and,
WHEREAS, the Police Athletic League is a juvenile crime prevention program aimed
at reducing juvenile crime, illegal drug use and criminal gang activity; and,
WHEREAS, the City Council of the City of Paris deems it to be in the best interest of
the citizens of Paris to seek such continued assistance for said project; and,
WHEREAS the City Council of the City of Paris is desirous of processing a grant
application for the Police Athletic League juvenile crime prevention program, at a total cost of
$59,073.00 with $35,566.00 to be provided by grant and $23,507.00 to be provided by the
City of Paris in the form of local matching funds; and
WHEREAS, the application has heretofore been submitted to the Ark-Tex Council of
Governments, to be hereafter submitted to the Office of the Governor, Criminal Justice
Division, in the form of Exhibit A attached hereto; NOW, THERE.'ORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 0.' PARIS:
1. That an application be made to the Office of the Governor of the State of Texas,
Criminal Justice Division through the Ark-Tex Council of Governments for grant funding of a
full time police officer as coordinator for the Police Athletic League for the period beginning
September 1, 1997 through August 31, 1998, in the amount of $35,566.00, being
approximately 60.21 % of the estimated cost of the juvenile crime prevention program, with
the City of Paris providing $23,507.00 in the form of local matching funds.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is
hereby appointed as the Authorized Official of said project and is authorized and directed to
execute on behalf of the City of Paris the application for the grant in the form attached hereto
as Exhibit A.
3. That Karl Louis, be, and he is hereby. appointed as Project Director and is
hereby authorized to execute and deliver on behalf of the City of Paris all reports,
communications, assurances and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized
and directed to serve as the Financial Officer for said project and to receive and distribute
funds for purposes of funding a full time police officer as a coordinator for the Police Athletic
League.

The Police Athletic League is designed to build a better relationship between
the youth of Paris and law enforcement by providing recreation, athletic, and
amusement activities. PAL also assist the school districts with an alternative
education program for kids who have already been expelled from the school district
and this is their last chance for an education. PAL always works with all other
law enforcement agenices on information they receive,so the best ends of justice
can be served.

FOCUS AND ACTIVITIES OF THE PROPOSED PROJECT
The focus of this grant request is to fund one full time police officer to act as a
coordinator/operator of the Police Athletic League of Paris, Texas. Since the City
of Paris has no community center or recreation center, the Police Athletic League
is one of the places juveniles can go which is safe for recreation and amusement.
Prior to beginning the Police Athletic League, the City of Paris was experiencing
a surge of gang violence. When the children involved were questioned as to why
they were becoming involved with gangs they advised that there was nothing for
them to do and nowhere for them to go to have fun. A Police Athletic League was
formed, but did not really take off until this funding for an officer became
available. Initially, the PAL only had about 45 kids. Today the active memberships
stand at 400 plus.
The Police Athletic Officer spends his full time working at the Police Athletic
League providing recreational and amusement opportunities for children between
the ages of 8 and 18. Our target group however is the at-risk youth between 14 to
18 years of age. We also house the alternate education program at the Police
Athletic League for juveniles who have been dismissed from their regular school
campus and have as a last resort the alternative school. There are usually 35 to
50 students in this class. The PAL Officer helps to supervise with these students.

This request for grant funding is being made on behalf of the City of Paris and its
Police Department to fund a full time police officer as a coordinator for the Paris
Police Athletic League. This position allows the Police Athletic League to address
the problem of insufficient alternatives to children/juveniles in becoming involved
in a criminal or gang lifestyle. The Police Athletic League is a juvenile crime
prevention program aimed at reducing juvenile crime, illegal drug use and criminal
gang activity. The league does this by offering recreational and athletic programs
to children and youth between the ages of eight (8) and eighteen (18). The league
also houses and assists with an alternate education program in coordination with
Paris Independent School District in order to give tho'se children who have already
been in trouble in their regularly attended school a last chance at education. This
year we will have assisted at least fifty (50) juveniles at the junior and senior high
level in staying in school and off the streets. In almost every case these particul~r
children would have otherwise been suspended from school permanently or would
have sought a life of crime or very low paying job as these are the highest at-risk
children in the county. The P.A.L. officer assists the educators in the program by
assisting in the instruction of their physical education, health education (including
drug use prevention), and counseling one on one with the problem students and
instructing them in the healthy alternatives av.ailable to them at P.A.L. and through
other resources.

Currently there are approximately 400 juveniles/children involved on a full or part.
time basis at the P .A.L. as many of the programs offered are seasonal, however
there are some types of programs on-going on a year round basis. This membership
is up from approximately 260 juveniles/children last year. The current P .A.L.
coordinator has been able to organize and expand the programs and activities of
P .A.L. to include a greatly increased number of Lamar County youth involved in a
rapidly growing program. The coordinator also oversees a Juvenile First Offenders
Program so that the youth that are already in trouble can have an opportunity to
receive probation on condition of mandatory attendance at the Police Athletic
League. The P .A.L. officer also works closely with the juvenile probation/parole
office and oversees a community service work program as an alternative to juvenile
detention.
Without the funding that this grant provides it is almost a certainty that none of the
aforementioned programs could exist or survive. The P.A.L. is the only youth center
in the area for juveniles between the ages of 14 to 18, and since there are
approximately 8,000 children in Lamar County between the ages of 8 and 18 we feel
that this is significant. One of the main goals of the P .A.L. is to provide a variety of
after school and summer programs, some athletic and educational, that will teach
and encourage drug.free and violence.free lifestyles. The programs will also attempt

The City of Paris has had a recurring problem with youth involvement in violence
and illegal drugs for some time. The city has addressed the problem by increased
police patrols and narcotics enforcement but a prevention program was needed
because the city had very little activities or recreational alternatives to occupy
young people, especially those in the 14 to 18 age group which are the most
susceptible to gang involvement and criminal activity. The P.A.L. has been
generously supported by the citizens and the City of Paris and major renovations
have been undertaken in the two story downtown building which was donated to the
P .A.L. by the daily newspaper, The Paris News after they moved into their new
building.
The activities proposed are to continue to organize and develop existing and new
youth activities to more effectively reach all children (with an emphasis on at-risk
children) and continue to increase the membership and attendance and continually
search for more ways to serve the children/juveniles in a manner which promotes
a healthy, safe and crime free lifestyle. We hope to add an additional 1 00 children
again this year. We have in operation a new game room with video games, billiards,
ping-pong, pin-ball machines and a snack bar. We are attempting to develop new
and innovative ways to cooperate with other business, educational and social
agencies in order to make the most efficient use of our grant funds.

One of our most important goals is to continue to foster and promote ethnic
harmony and cooperation of racial and cultural differences in an attempt to deflate
bias in the City of Paris and to continue to work with alternative classroom students
and county wide school personnel in order to maintain the at-risk students basic
educational goals. We will continue to work with every available resource to
accomplish the goals and objectives of keeping kids off the streets in a safe and
crime free environment and in establishing a better relationship with law
enforcement and all of the citizens in this community. In 1996 the Paris Police
Department arrested 2,402 persons and of those 439 were juveniles. That is
approximately one (1) out of every six (6) arrests was for a juvenile. Additionally,
there were 143 juvenile curfew violations (both day and night) cited, up from 36 last
year. The P.A.L. officer also works with the School Resource Officers, the Drug
Abuse Resistance Education Officer, Community Oriented Policing Officer, Crime
Prevention Officer, Boy Scouts and local juvenile authorities and school districts in
an effort to bring about a holistic community approach involving parents, teachers,
law enforcement and citizens from all walks of life to assist with this program. We
feel that we are making great progress and we appreciate this funding. We thank
you for your consideration of this most important project.

1. Must be fully licensed Peace Officer of the State of Texas.
2. Organize existing activities of an estimated 400 juveniles.
3. Expand P.A.L. membership by an additional 100 juveniles.
4. Expand the offenders program to supervised evening activities for an
estimated additional 25 juveniles referred by the Lamar County Juvenile
Probation Department.
5. Serve as a role model to young people participating in the program, by
demonstrating qualities as physical fitness, leadership, and cultural
awareness.
6. Recruit and supervise community volunteers to teach martial arts, boxing
weight lifting, and other athletic recreational activities.
7. Meet with Civic groups, churches, and other community groups to explain the
program and to encourage community involvement.
8. Supervise maintenance and renovation of the building.
9. Ensure participation of young people from all parts of the community.
10. Provide one on one counseling and physical fitness training to students of the
Lamar County alternative education classroom.

All Coverage Parts included in this policy are subject to the following conditions.
A. CANCELLATION
1. The first Named Insured shown in the
Declarations may cancel this policy by
mailing or delivering to us advance wrinen
notice of cancellation.
2. We may cancel this policy by mailing or
delivering to the first Named Insured

a. 10 days before the effective date of
cancellation if we cancel for nonpay-

b. 30 days before the effective date of

DRUG-FREE WORKPLACE REQUIREMENTS CERTIFICATION
By signing this application or grant agreement, the grantee is providing the certification set out below.
This certification is a material representation of fact upon which reliance was placed with the agency determined
to award the grant. If it is later determined that the grantee knowingly rendered an erroneous certification, the
agency, in addition to any other remedies available to the federal government, may take available action.
I. The grantee certifies that it will provide a drug-free workplace by:
A. Publishing a sta1ement notifying employees that the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the
actions that will be taken against employees for violation of such prohibition.
B. Establishing a drug-free awareness program to inform employees about:
1. the dangers of drug abuse in the workplace;
2. the grantee's policy of maintaining a drug-free workplace;
3. any available drug counseling, rehabilitation, and employee assistance programs; and
4. the penalties that may be imposed upon employees for drug abuse violations.
C. Making it a requirement that each employee to be engaged in the performance of the grant be given a
copy of the statement required by paragraph (A).
D. Notifying the employee in the sta1ement required by paragraph (A) that, as a condition of employment
under the grant, the employee will:
1. abide by the terms of the sta1ement, and
2. notify the employer of any criminal drug statute com~ction for a violation occurring in the workplace
not later than five days after such conviction.
E. Notifying the agency within ten days after receiving notice under subparagraph (D)(2) from an employee
or otherwise receiving actual notice of such conviction.
F. Taking one of the following actions with respect to any employee who is so convicted:
1. taking appropriate personnel action against such an employee, up to and including termination; or
2. requiring such employee to participate satisfactorily in a drug abuse assistance or rehabilitation
program approved for such purposes by a federal, state, or local health, law enforcement, or other
appropriate agency.
G. Making a good faith effort to continue to maintain a drug-free workplace through the implementation 'of
paragraphs (A), (B), (C), (D), (E), and (F).

LEVEL OF FUNDING CERTIFICATION
POLICY
The following funds are based on a decreasing funding ratio over five years:
. State Criminal Justice Planning (421) Fund
· Juvenile Justice and Delinquency Prevention Act Fund
. Safe and Drug-Free Schools and Communities Act Fund
Under this policy, the grantee is responsible for continuing a level of service that is, at a minimum, what
it provides in the first year of funding. This is not a cash match requirement, however, and the grantee
is not responsible for accounting for any funds other than those directly granted by em or earned as
program mcome.
The decreasing funding ratio provides for em funding 100% of costs in the first year. The first-year
grant award, regardless of funding source, sets a benchmark for all other funding decisions.
. In the second year, the grantee is eligible for 80% of the benchmark amount;
. In the third year, the grantee is eligible for 60% of the benchmark amount;
. In the fourth year, the grantee is eligible for 40% of the benchmark amount;
