1998-146-RES WHEREAS, COP IS DESIROUS OF ENGAGING RISK MANAGEMENT SERVICES TO REVIEW RESOLUTION NO. 98-146 WHEREAS, tl1e City of Paris is desirous of engaging risk management services to review its coverages, including worker's compensation, liability, auto physical damage, property coverage, medical, and life, and to design bid specifications for the same; and, WHEREAS, proposals for such services were received on the 29th day of September, 1998, and the best proposal for the same was made by Velez Insurance Services Company of Houston, Texas; and, WHEREAS, is deemed to be in the best interests of the City of Paris that said proposal be accepted and that the City Manager, Michael E. Malone, be authorized to execute necessary documents for said risk management services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the proposal of Velez Insurance Services Company, attached hereto as Exhibit A, for risk management services be, and the same is hereby, accepted; and, BE IT FURTHER RESOLVED, that the City Manager, Michael E. Malone, be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the necessary documents for said risk management services. Box 9037 Paris, Texas 75461-9037 Dear Mr. Malone: I represent Velez Insurance Services Company (VISCO), a firm that provides insurance and risk management -related services for all lines of property and casualty insurance as well as employee benefits coverages for the public sector. I am in receipt of your RFP for an insurance consultant to manage the City's insurance bidding project concerning its Workers' Compensation, liability, auto physical damage, property coverages, medical and life insurance, and am pleased to submit this proposal. By way of introduction, VISCO was established in May, 1992. However, I have worked in the insurance industry since 1980, and have specialized in the insurance and risk management needs of the public sector since 1984. I hold an undergraduate degree in Insurance/Risk Management, an MBA in Finance, and the CPCU (Chartered Property Casualty Underwriter) and ARM (Associate in Risk Management) designations. I also hold a Local Recording Agent's License as well as a State Risk Manager's License. I have served as Assistant Risk Manager for the City of Corpus Christi and the City of San Antonio, and as Executive Director of the TML Group Benefits Pool. My last position prior to forming VISCO was with Johnson & Higgins, a major insurance broker, providing assistance to the branch offices nationwide in serving public sector clients. While my firm does engage in the selling of insurance products, there will be no conflict of interest with regard to the outcome of this engagement as I will serve as consultant only and will not bid the insurance coverages. TEXAS I agree to provide the following services: On-site consultation with city management and staff sufficient to detennine the adequacy and cost efficiencies of current coverages; Development of complete bidders' list to whom requests for proposals should be sent; Development of separate Requests for Bids for each type of insurance coverage; Fielding of all proposal questions from potential bidders; Joint analysis with the City to determine optimum proposals; and Attendance at one City council meeting to assist staff as needed to communicate to the elected governing body the basis for selecting the best bid. I have performed these and similar services for school districts and other Texas cities. I will personally handle this assignment, Mr. Malone. My resume (including references) is enclosed for your consideration, as is a list of clients. My fee for the services to be provided in the Property/Casualty area is $7500 plus travel expenses. My fee for the services to be provided in the Employee Benefits area is $3750 plus travel expenses. Upon mutual consent, half of the fee will be payable upon issuance of the RFPs, with the remainder payable upon selection of the successful bidder(s). Travel expenses will be invoiced as incurred.
