ANNUAL MEETING
CIVIL SERVICE MEETING .
JANUARY 17,2006
The meeting was called to order by Chairman Philip Cecil. Commissioners present were: Philip
Cecil, Zenetta Fulbright and Sims Norment. Also present were Police Chief, Karl Louis, Fire
Chief, Ronnie Grooms and Assistant City Attorney, John Lestock.
Chairman Cecil followed the agenda. Chief Louis presented information on his proposal to
adopt a new performance evaluation system. The new system is a points system; however it
covers more dimensions than the old performance evaluation system. Each dimension specifies
how many points you need for each specific rating and the different possible ratings have been
identified. Also a specific number of points have been identified for each specific overall rating.
After questions and discussion of the proposed evaluation system, Sims Norment made a motion
that the proposed evaluation system be approved and it was second by Zenetta Fulbright and the
motion was approved unanimously.
By a consensus, the Commission adopted the following dates for the Civil Service quarterly
meetings:

The Civil Service Commission made a decision to
consider the answers given by each Fire Driver as
correct answers. Grades were changed; however
rankings remained the same.

Fire Department.
