07-G Extending Trail De Paris RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, CERTIFYING SUPPORT FOR THE STATEWIDE TRANSPORT A TION ENHANCEMENT PROGRAM NOMINATION FORM 2006 WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE APPLICATION TO RECEIVE FUNDING TO EXTEND THE TRAIL DE PARIS; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Texas Department of Transportation provides funding for Statewide Transportation Enhancement Program grants, and the Cities of Paris and Reno wish to undertake projects to improve the safety and efficiency of movement of pedestrians and bicyclers; and, WHEREAS, the recently completed Trail de Paris, which is a pedestrian and bike trail, is a viable and important asset to the City of Paris, local schools, and local businesses, and the extension of the Trail for approximately three (3) miles from Loop Highway 286 S.E. in the city of Paris and continuing through the city of Reno near to its southeastern city limit line will accomplish the intentions of both Cities; and, WHEREAS, the City Council of the City of Paris is desirous of processing a joint application with the City of Reno for the Statewide Transportation Enhancement Program grant for the extension of the Trail de Paris, in the amount of approximately $800,000.00, being 80% of the estimated cost of the transportation enhancement project, with approximately $200,000.00 to be provided in the form of locally raised donations of funds, services, or materials; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City of Paris, as fiscal agent, agrees to co-sponsor, with the City of Reno, an application to the Texas Department of Transportation for a Statewide Transportation Enhancement Program grant for extension of the Trail de Paris approximately three (3) miles from Loop Highway 286 S.E. in the city of Paris and continuing through the city of Reno near to its southeastern city limit line. Section 3. That the filing of said joint application to the Texas Department of Transportation for a Statewide Transportation Enhancement Program grant for the "Trail de Paris Project - Phase II," be, and the same is hereby, approved, in the amount of approximately $800,000.00, being 80% of the estimated cost of the transportation enhancement project, with approximately $200,000.00 to be provided in the fonn oflocally raised donations of funds, services, or materials, and including one hundred percent (100%) of the total of all cost overruns not funded under the grant. Section 4. That the City of Paris does hereby commit to assist as necessary with the completion of the project's development, implementation, and construction, and with the maintenance and management of the project upon completion thereof, with all required matches for construction of the project to be provided in the form oflocally raised donations of funds, services, or materials. Section 5. That the City Manager be, and he is hereby, appointed as the Authorized Official of said proj ect and is authorized and directed to execute, on behalf of the City of Paris, an application for said grant. Section 6. That the Director of Community Development be, and she is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf ofthe City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 7. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for extending the Trail de Paris bike and pedestrian trail. Section 8. That the Mayor, City Manager, Director of Community Development, and the Finance Director be authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary for acceptance and implementation of said grant upon notice of award thereof by the Texas Department of Transportation, under the terms and conditions and in the forms approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the purposes stated herein and in accordance with the grant conditions. Section 9. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 13th day of March, 2006.
