MARCH 6, 2006
The Planning and Zoning Commission met Monday, March 6,2006, 5:30,
City of Paris, City Hall, Council Chambers, 107 E. Kaufman, Paris, Texas
with the following members present:
1. Reeves Hayter
2. Barbara Forrest
3. Benny Plata
4. Brad Archer
5. Bobby Myers
6. Richard Hunt
Lisa Wright, Director of Community Development, was also present.
1. The meeting was called to order by Reeves Hayter.
2. Approval of minutes from previous meetings. (February 6, 2006
regular meeting). Motion was made to approve the minutes by Brad
Archer, seconded by Bobby Myers. Motion to approve minutes
carried by a vote of 6 ayes and 0 nays.
3. Consideration of and action on the Replat for Lot 1, Block 3 of the
Kinzie A Pickiard Addition, being number 1020 7 ~ Street N.E.
Motion was made to recuse Reeves Hayter from consideration of this
item. Motion made by Richard Hunt, seconded by Benny Plata.
Motion carried by a vote of 5 ayes and 0 nays.
Benny Plata is acting chairman.
Motion was made to approve the Replat by Bobby Myers, seconded
by Richard Hunt, subject to the City Engineer's Memo dated March
1, 2006. Motion carried by a vote of 5 ayes and 0 nays.

Motion for Reeves Hayter to return to the meeting was made by
Richard Hunt, seconded by Brad Archer. Motion carried by a vote
of 5 ayes and 0 nays.
4. Consideration of and action on the Final Plat for Lot 1, Block 1 of the
CVS Addition, being number 507 Clarksville Street.
Michael Doggett was available for questions.
Motion was made to approve the Replat by Bobby Myers, seconded
by Benny Plata, subject to the City Engineer's Memo dated March 1,
2006. Motion carried by a vote of 5 ayes and 0 nays.
5. Consideration of and action on appointing a subcommittee or
subcommittees to review and recommend regulations relating to
mobile homes and manufactured housing subdivisions, metal
buildings, and RV parks.
The subcommittee appointed to review and recommend regulations
relating to RV parks, mobile homes, and manufactured housing
consists of Benny Plata, Chairman, Bobby Myers, Barbara Forrest,
and Richard Hunt. The subcommittee appointed to review and
recommend regulations relating to metal buildings consists of Brad
Archer, Chairman, Reeves Hayter, Marshall Kent, and Russell
McCain.

The following zoning change requests will be presented at the April 3, 2006, meeting of the
Planning and Zoning Commission and the April 10, 2006, meeting of the City Council of the City
of Paris for consideration:
1. Jim Coplin is requesting that the property located on Lot 4, City Block 259, being number
2565 E. Cherry, be rezoned from a One-Family Dwelling District No.2 (SF-2) to a Multiple-
Family Dwelling District No.1 (MF-1). The Comprehensive Plan recommends that this
property be zoned Moderate Density Residential, and there are currently several duplexes in
the vicinity.

I have reviewed the final plat of the above referenced addition. It appears that the final plat
complies with the City of Paris subdivision regulations with the following exceptions:
1. Show the lot as Block A, Lot 1, remove the line separating the lots.
2. Change the spelling on the survey abstract from Reddin to Reding (two locations).
3. Label the "Surveyors Certification".
4. Label the "Field Notes".
5. In the field notes, second paragraph, fust sentence remove "a Found".
6. Add a space after the date in the surveyors certification.
7. Add a five-foot utility easement along the frontage of West Oak Ave.
8. Remove "W' SIR @ Point of Beginning", "SURVEY #05-261" and "SHEET 1 OF 3
SHEETS" from the drawing.
I recommend approval of the final plat upon completion of the above items.

I have reviewed the replat of the above referenced addition. It appears that the replat complies
with the City of Paris subdivision regulations with the following exceptions.
1. Provide a contact person for the property owner.
2. Label the Dedication Statement and Surveyors Certification.
3. Change the spelling of the survey abstract name from Reddin to Reding (two locations).
4. Add "Block A" to the Title area.
5. Show the existing finished floor elevations for the existing building and lots.
6. Show the drainage easement on Northwest side of lot 1. ,
7. Crosshatch the ingress & egress easement on lots 1,2 and 3A.
8. Change the utility easement width on lot 3A to 15-feet.
I recommend approval of the replat upon completion of the above items.
