04-B Hist Pres Com Min 03-14-06 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL. COUNCIL CHAMBERS 107 E. KAUFMAN PARIS. TEXAS TUESDAY. MARCH 14.2006 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting today is a continuation of the meeting posted for Monday, March 13, 2006, and was called to order by Chairman Arvin Starrett at 12:00 P.M. The following members were present: Arvin Starrett, Chairman Paul Denney Sue Lancaster Jerry Raper The following members were absent: Ann Rogers, Secretary Claudia Hunt Barbara Wilson, Vice Chairman Alternates: Becki Norment Brian Wear Also present was Lisa Wright, Historic Preservation Officer, Bethany Golden, Main Street Coordinator/Asst. HPO, Suzy Harper, Rodney Flippen, and Bobby Smallwood. 2. Consideration of and action on the following Certificate of Appropriateness: A. 361 Grand Avenue. Salvation Army. Rodney Flippen, Advisory Board Member ofthe Salvation Army, spoke regarding the project to build the new Thrift Store. On behalf of the Army, Mr. Flippen apologized for not being present at the meeting yesterday-it was due to miscommunication. This project started several years ago with almost everything being donated. One of the 8 subcontractors, Bobby Smallwood, was introduced. Arvin Starrett referenced the schedule of events over the past couple of years leading to the need for this meeting. Chairman Starrett stated that in the packets were excerpts from the minutes of those three previous meetings. The application process started in October, 2003. .' .. - r At the September 27, 2004 meeting the COA for the construction of the building was issued. The certificates expire in a year. The Army was ready to start to work and a new application was received in January, 2006. A renewal certificate was issued on January 18, 2006, for the building work to proceed. The concern of the Commission was that some of the building plans have changed from what was originally approved. The original rendition was basically just a rendition showing the Commission what the front was to look like. Rodney Flippen stated that they were initially going to brick only the front of the building. The Commission was concerned about the sides of the building. While he was out on surgery leave, he came back to find that split block had been approved, but apparently it was not presented to the Commission. The other change was the appearance of the front to keep it from looking like a "cracker box." Harrison, Walker and Harper helped with the design early on, a couple of years ago. KBI became the general contractor with no profit for doing the project-it was done at cost for benefit of the community project. The storefront was an additional $10,000, but they are happy with it and hope that it will enhance the appearance of the building. Mr. Flippen was concerned about how the facade would be affected when they went from the brick to split block. Arvin Starrett said that it was originally approved with only the south wall not being masonry. Chairman Starrett stated that with regard to some of the details on the facade, if this was designed to be a brick building, and he wondered how these details would come out using the new materials. Bobby Smallwood said that it is his understanding that all four of the walls would be block, and said that the building can still look like the picture using block. He thinks they are using 4" thick to do the recess. Paul Denney said that on the CVS building, the wall is a load bearing wall. There is no question that it is cheaper to build this type of wall than a concrete block backed up with brick veneer if it's load bearing. Mr. Denney asked why they decided to use 8" block rather than block panel and then brick veneer. Since the Salvation Army project doesn't have a load bearing wall situation like CVS, he said he was kind of surprised that the other method wasn't more economical. Rodney Flippen said that Bryan Bethea with KBI was to be present at the meeting to answer questions, but he is on vacation, so he couldn't answer that question. Paul Denney said that most of the time, that block will perform well, but sometimes the block will bleach moisture through and can cause problems on the inside. Rodney Flippen said that they are texturing the inside and will have insulation in the block. Arvin Starrett said with regard to the material and its use in the CVS building, the material it is not an approved material for use in the historic district. The great preponderance of the CVS building at the time that they applied for their COA, the bulk of the building did not sit in the historic district. Their building was approved and after it was approved, they came back to the City and asked that the remainder of their block be placed in the district. It was at that time. There were variances made for the construction of that building that would typically not have been made because of the site of the building itself. However, because of it being the Salvation Army, the Commission wants to go out of their way to accommodate the request because funds are limited for this community project. Bobby Smallwood said the look of the building will be very similar to what was presented. Paul Denney said that 4" high block will be needed for detailing and asked if they could get 4" high for accent band that is recessed for the detailing. Bobby Smallwood said, yes, they can do that just for the recessed details to cast a shadow line. Arvin Starrett asked if the signage is the same. Rodney Flippen said that the signage is the same. He added that the rendering showed the parking in the front, but parking will be on the west side now. Arvin Starrett stated that he is satisfied that they are proceeding in the spirit of the original application for the certificate. Motion was made to approve the revised COA for the Salvation Army building by Sue Lancaster, seconded by Paul Denney. Motion carried 4-0. 3. The meeting adjourned at 12:20 p.m. APPROVED THIS 12TH DAY OF APRIL, 2006. Arvin Starrett, Chairman
