Kaufman, Paris, Texas with the following members present: 1. Reeves Hayter 2. Barbara Forrest 3. Benny Plata 4. Brad Archer 5. Richard Hunt 6. Marshall Kent Lisa Wright, Director of Community Development, was also present. 1. The meeting was called to order by Reeves Hayter. 2. Approval of minutes from previous meetings. (March 6,2006 regular meeting). Motion was made to approve the minutes by Brad Archer, seconded by Benny Plata. Motion to approve minutes carried by a vote of 6 ayes and 0 nays. 3. Public Hearing to consider the petition of Jim Coplin for a change in zoning from a One-Family Dwelling District No.2 (SF-2) to a Multiple-Family Dwelling District No.1 (MF-1) on a Lot4, City Block 259, being number 2565 E. Cherry. The public hearing was declared open. The petitioner was not present to speak in favor of the petition. Jeanette Nash, 2601 E. Cherry, asked if Jim Coplin was leaving the house or building duplexes at this location. She is in agreement because it will be an improvement over what is there. There was no one else present to speak regarding the petition, the public hearing was declared closed. Planning and Zoning Minutes April 3, 2006 Page 2 4. Consideration of and action on the petition of Jim Coplin for a change in zoning from a One-Family Dwelling District No.2 (SF-2) to a Multiple-Family Dwelling District No.1 (MF-1) on a Lot 4, City Block 259, being number 2565 E. Cherry. Motion was made to table until the May 1 st meeting by Brad Archer, seconded by Marshall Kent. Motion carried by a vote of 6 ayes and o nays. 5. Consideration of and action on the Final Plat for C & C Storage, on Lots 9 and 9A, City Block251, being number 1657 North Main Street. Motion was made to approve the Final Plat by Benny Plata, seconded by Brad Archer, subject to the City Engineer's memo dated March 29, 2006. Motion carried by a vote of 6 ayes and 0 nays. Because the petitioner arrived late, motion was made to bring Items #3 and #4 from table by Brad Archer, seconded by Marshall Kent. Motion carried by a vote of 6 ayes and 0 nays. Item # 3 - Public Hearing to consider the petition of Jim Coplin for a change in zoning from a One-Family Dwelling District No.2 (SF-2) to a Multiple-Family Dwelling District No.1 (MF-1) on a Lot 4, City Block 259, being number 2565 E. Cherry. The public hearing was reopened. Jim Coplin, 645 26th Street NE, said he would like to build I"ental property at this location. He is planning one. new duplex and then rehabilitating the house already there. He is wanting to replat the property and build 2 duplexes. The Commission questioned why Mr. Coplin was asking for MF zoning to build duplexes, citing a concern that apartments could be built on this location in the future. Lisa Wright explained to the Planning and Zoning Minutes April 3, 2006 Page 3 Commission that Mr. Coplin initially wanted to replat the lot into two lots; however, she stated that the lot is too small to replat because it would not meet the legal lot size under the Zoning Ordinance. Therefore, in order to meet Mr. Coplin's needs, the staff recommendation to Mr. Coplin was that he request rezoning to MF, which would allow him to build another structure; otherwise, the lot would have been completely unusable for what he was hoping to do. She advised the Commission that there were several lots in the vicinity zoned MF, but which contained more than one duplex. Shawn Napier added that the lot would have to be much larger in order to ever build apartments there because a certain amount of square footage was required per unit, and this lot would not accommodate that. Ms. Nash stated again that she is okay with what he plans to do. The public hearing was declared closed. Item # 4 - Consideration of and action on the petition of Jim Coplin for a change in zoning from a One-Family Dwelling District No.2 (SF-2) to a Multiple-Family Dwelling District No.1 (MF-l) on a Lot 4, City Block 259, being number 2565 E. Cherry. Motion was made to approve by Benny Plata, seconded by Barbara Forrest. Motion carried by a vote of 5 ayes and 1 nay (Richard Hunt). 6. Consideration of and action on the Replat for B.D. T. Subdivision, on Lots 1 and 2, Block A, City Block 313, being located in the 3800 Block of Lamar Avenue. Motion was made by Richa.'d Hunt, seconded by Brad Archer to recuse Reeves Hayter from consideration of Items # 6 and 7. Motion carried by a vote of 5 ayes and 0 nays. Consideration of and action on the Replat for Morrell Place, on Lots 1,2,3, and 3A, City Block 322, being number 1625 Loop 286 NE. Motion was made to approve the Replat by Richard Hunt, seconded by Benny Plata, subject to the City Engineer's memo dated March 30, 2006. Motion carried by a vote of 5 ayes and 0 nays. Motion was made by Richard Hunt, seconded by Benny Plata for Reeves Hayter to return to the meeting. Motion carried by a vote of 5 ayes and 0 nays. 8. Discussion of and possible recommendation to the City Council on revising the fees for plats. Shawn Napier presented the Commission with a list of proposed fees. The Commission was of the opinion that the fees were in line with those of other cities' and made a motion and second to recommend that the proposed fees be adopted by the City Council. Gerald T. Martin is requesting that the property located on Lot 3, City Block 340, being number 2980 Church Street, be rezoned from an Agriculutral District (A) to a Light Industrial District (Ll). The applicant is proposing to install a trailer sales business. The Comprehensive Plan recommends that this property be zoned Retail/Commercial. 2. Use City of Paris details for the water meter setup and the fire sprinkler system double detector check assembly. 2. Use a normal sewer tap for the building instead of tapping into the manhole. 3. An off-site drainage easement is required to drain the storm sewer onto the property to the West. The existing channel easement is reserved for the Texas Department of Transportation. Planning and Zoning Minutes May 1, 2006 Page 2 The designer of the project spoke in favor of the petition stating that he has studied the location for the hotel and it is a good location for the moderately priced hotel. It is one of the higher qualities in the real estate market. Rashoni Patel, President of Victorian Inn, 415 32"d Street NE, spoke in opposition to the request. Mr. Patel stated that he has been doing business here for the last 15 years. His business has been good, with high quality and repeat customers. The Paris Hotel-Motel Association has held several meetings to discuss their concerns. They met with Gary Vest with the Chamber of Commerce and also the City Manager. He thinks that Paris will not benefit from a new hotel. Since 9/11, the state of affairs of the hotels here has not been good. Since June of 2005, Paris has trailed Texas by a huge margin. The occupancy here is lower compared to other hotels in the state by as much as 15%. Room revenue has been as low as $13 to $23. A new hotel would generate a downward spiral in occupancy. In Paris, hotels collectively pay over $200,000 in property taxes and employ close to 150 people. Luby's and Casa Ole were two prime examples of state of the art restaurants, but where they were not needed so they were shut down. He does not want that to happen to the hotels in Paris. There was no further opposition, and the public hearing was declared closed. Benny Plata arrived at the meeting at 5:45. 6. Consideration of and possible action on amendments to the Future Land Use Map, which is a part of the Comprehensive Plan, as it relates to the southeast quadrant of Paris. Reeves Hayter advised the Commission to get their marked up maps to Lisa Wright over the next month so that a map could be developed for them to review. 14. Consideration of and action on making a recommendation to the City Council to appoint a replacement for Carl Lucas as a member of the Planning and Zoning Commission. Lisa Wright advised the Commission that John Mark Spencer has expressed interest in being appointed. The Commission recommended him to replace Carl Lucas as a member of the Planning and Zoning Commission. Reeves Hayter advised the Commission to contact Lisa Wright by Wednesday if any other names come to mind. The meeting was to adjourn; however, Mr. Martin approached the Commission regarding his zoning change. Reeves Hayter advised him that he needed to speak during his item.
