04-B Historic Pres Com Min 4-17-06 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL - COUNCIL CHAMBERS 107 E. KAUFMAN PARIS. TEXAS MONDAY. APRIL 17. 2006 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. The following members were present: Paul Denney Sue Lancaster Claudia Hunt Alternate: Becki Norment The following members were absent: Jerry Raper Ann Rogers, Secretary Alternate: Brian Wear Also present was Lisa Wright, Historic Preservation Officer, and Bethany Golden, Main Street Coordinator/Asst. HPO. 2. Consideration of and action on the following Certificates of Appropriateness: Paul Denney was recused from consideration of the next item by Sue Lancaster, seconded by Becki Norment. Motion carried 4-0. A. 124 N. Main Street. Paul K. Denney. Paul Denney, 2435 Clark Lane, asked for a revision of his previous COA. During demolition, a center mullion was found. Mr. Denney feels that it is original and would like to preserve it. The COA is exactly like the one that was presented before except for the proposed facade change. He asked for approval on 2 different door styles - the 5 panel solid door and the glass door. The 5 panel door is probably safer considering that the neighborhood is not very inhabited. Both designs are very much appropriate to that era of building. The subcontractor is concerned about the big panes, their window load, and deflections. Mr. Denney is also concerned about vandalism. A smaller pane is a lot less expensive to replace. He is still planning on using green paint. This style of dividing is on Hunter Moore's cornerstone building. Motion was made by Sue Lancaster to approve the amended application based on physical evidence uncovered during demolition, seconded by Becki Norment. Motion carried 4-0. Motion for Paul Denney to return to the meeting was made by Claudia Hunt, seconded by Becki Norment. Motion carried 4-0. Motion was made to recuse Becki Norment by Claudia Hunt, seconded by Paul Denney. Motion carried 4-0. B. 115 S. Main Street - Becki Norment. Becki Norment state that, like Paul Denney said, you don't know what you are dealing with until you get it torn out. She would like to keep the same design that was approved, but wants to recess the front facade about 4', and the primary entrance will recess a bit further. The proposal is similar to Dr. Hayden's museum. She cited issues with concrete levels at the entrance, and Lisa Wright advised the Commission that she had been on site and observed the levels, and they are considerable. Motion to approve the COA was made by Paul Denney, seconded by Sue Lancaster. Motion carried 4-0. Motion was made for Becki Norment to return to the meeting by Claudia Hunt, seconded by Sue Lancaster. Motion carried 4-0. ----- CONSENT AGENDA ----- 3. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article 11/ of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled IISubstandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 4800 block of Lamar Avenue B. 4800 block of Lamar Avenue C. 578 15th Street S.E. D. 1274 15th Street S.E. Motion was made by Sue Lancaster, seconded by Claudia Hunt, for all of the structures to be referred to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value.
