04-C Traffic Com Min 5-2-06 Minutes Traffic Commission City of Paris The Traffic Commission met in regular session, Tuesday, May 2,2006, at 5:15 P.M. in the city council chambers with the following members present: 1. Ed Ellis 2. Ed Seidle 3. George Kimbrough 4. George Fisher 5. David Mizell 6. Tom Calabria The city staff was represented by Assistant Chief of Police Bob Hundley. The meeting was called to order at 5: 16 by Chairman Ed Ellis. David Mizell was welcomed as a new member of the commission. Minutes of the last meeting were approved as submitted with no corrections or comments. Mr. Ellis then moved to item #3 a request to establish a no parking zone on the south side of East Price Street from the east curb of NE 17th Street to the west curb line of NE 20th Street. Comment from City Staff was asked for by Chairman Ellis. AC Hundley explained that this area has a traffic congestion problem due to individuals dropping off and picking up children at the ABC Learning Center, 1905 NE 20th Street. Representatives of Center had been contacted regarding the item being on the traffic commission agenda. Engineering had provided photographs of the line of cars parked on the north side of the street leaving only one lane of traffic. The requested no parking area would be on the south side to insure a lane of traffic to remain open during the time that people were picking their children up. The learning center does have a half-circular drive to allow drive through access but is not sufficient to handle the amount of vehicles coming through. Mr. Seidle made a motion to approve the no parking area. This was seconded by Mr. Kimbrough and the matter passed unanimously. Mr. Ellis moved to item #4 and asked AC Hundley to provide the staff report information. AC Hundley reported to the commission that the Texas Department of Highways and Public Transportation had contacted the city to inform them of a change of speed limit on Lamar Ave from Loop 286 to the city limits east. The speed limit change would drop from the current 50 MPH to 45 MPH. The commission was advised that TxDOT had completed a traffic study and that the lowering was needed. An ordinance will be presented to the city council for review and passage. The commission was also briefed on the procedures used to ask for traffic control devices on state maintained highways and roadways that are inside the city limits. The commission was also briefed on the traffic study request for the intersection of Loop 286 and Still house road. Commissioner Seidle was briefed on his last request for study of some parking problems in the downtown area around Bonham Street and SW 3 S1. AC Hundley reported that we already had ordinances in place and that enforcement took care of the problems he presented. Item #4 was then called by Chairman Ellis for any future agenda items. Mr. Seidle asked that we check the 600 - 800 block of East Price traffic congestion due to parking and speed problems. Mr. Mizell asked that we investigate the possibility of a traffic signal at the intersection of FM 137 and Loop 286 that would flash yellow except during shift change hours at the Kimberly Clark Plant.. Chairman Ellis then asked for a motion to end the meeting which was brought forth by Mr. Kimbrough, seconded, and passed unanimously by members of the Commission. Bob Hundley Assistant Chief of Police
