1998-107-RES WHEREAS, CITY COUNCIL DID HERETOFORE ON THE 13TH DAY OF JULY
RESOLUTION NO. 98-107
WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of July,
1998, in Resolution No. 98-100, approve the advertisement for bids for furnishing plant, labor,
materials, and equipment, and for performing all work required for the fencing around the "PLUM
STREET 1900 BLOCK SURF ACE WATER RUNOFF POLLUTION AND FLOOD
MITIGATION PROJECT," TXOOT Project No. CSJ 0901-29-905, which bids were received
until 3:00 o'clock p.m., on the 4th day of August, 1998; and,
WHEREAS, the best bid for such construction was made by Emerson Fence Company,
of Paris, Texas, and it should be awarded the bid for the same; and,
WHEREAS, the form of the agreement for such construction project, attached hereto as
Exhibit A, should, in all things, be approved, and the Mayor, Charles H. Neeley, should be
authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 0.' PARIS, that the bid
of Emerson Fence Company for the fencing around the 'PLUM STREET 1900 BLOCK
SURFACE WATER RUNOF}' POLLUTION AND FLOOD MITIGATION PROJECT,"
TXOOT Project No. CSJ 0901-29-905 in the amount of $9,649.50, be, and the same is hereby,
accepted and let conditioned upon said contractor meeting all of the terms and specifications
included in the bid documents; and,
BE IT }-'URTHER RESOLVED, that the Mayor, Charles H. Neeley, be, and he is
hereby, authorized and directed to execute, on behalf of the City of Paris, the Agreement with
Emerson Fence Company, upon the terms and conditions and in the form shown in Exhibit A,
attached hereto.

THAT, the CITY OF PARIS, PARIS, TEXAS, a municipal corporation, acting by and
through its Mayor, Charles H Neeley, duly authorized, hereinafter called CITY, and Marion Day
Emerson, III d/b/a Emerson Fence Company, hereinafter called EMERSON, do hereby contract
and agree as follows:
1. That EMERSON shall construct fencing around the Plum Street 1900 Block Surface
Water Runoff Pollution and Flood Mitigation Project in accordance with the specifications on
Exhibit A, attached hereto and made a part hereof.
2. The CITY AGREES to pay EMERSON for said fence construction in accordance
with the terms specified on Exhibit A, attached hereto.

SPECIFICATIONS
CHAIN LINK FENCE
Chain link fence shall be as specified in ITEM 550
CHAIN LINK FENCE, Texas Department of Transportation,
Standard Specifications for Construction an~aintenance of
Rigbways. streets. and Bri~, 1995 Edition, except as
modified herein. ~

Description.
The chain link fence shall be 6 feet
tall. Vehicular gates shall be comprised
of (2) 8 feet wide, 6 feet tall gates which
shall make a total opening of 16 feet wide.

Materials.
( 1.) WIRE FABRIC
(a) Wire fabric shall be 11 gage,
(0.120)Class I galvanized.
(2.) POSTS
(a) Line posts shall be 1 7/8"
diameter, (0.085" wall thickness) CQ

(b) Terminal posts shall be 2 7/8"
diameter, schedule 40.
(c) Gate and corner posts shall be
same as terminal posts.
(3.) POST CAPS
All fittings shall be press steel,
galvanized and conform to specifications
as written.
(4.) GATES
Gate frames shall be 1 5/8" diameter,
CQ20 with fabric as specified
above. "COX" hinges providing full
swing in either direction.
( 5 .) TOP RAIL
Top rail shall be 1 5/8" diameter (0.085
wall thickness) CQ20 galvanized.
(6.) TENSION WIRE
Tension wire shall be 9 gage smooth
galvanized.

Construction Methods
It is intended to fence the entire
perimeter of the project site. Included,
herein, is a copy of the ~ite boundaries
prior to construction of the drainage
basin. It is included to show the contractor
the site location and general scope of work.
The contractor shall remove the existing
barbed wire fence along the western property
line and clear the fence line of brush in
preparation for installing the new chain link
fence.
The old fence posts and wire fence shall
be salvaged and relocated to a site within
the city limits of Paris as directed.
No trees will be required to be removed
by this contractor.
POSTHOLES
(b) postholes shall be a mlnlmum 9"
diameter and shall be backfilled with
3000 psi (5 sack mix) concrete.
Terminal post spacing shall be a maximum
300 feet spacing.
Terminal posts shall have embedment
depth of 3 feet.
Line posts shall have embedment depth of
2 feet.
Electrical .grounding of fence is not
required.
