1998-060-RES WHEREAS, CITY COUNCIL DID HERETOFORE ON THE 26TH DAY
RESOLUTION NO. 98-060
WHEREAS, the City Council of the City of Paris did heretofore, on the 26th day of
September, 1997, in Ordinance No. 97-047, authorize the purchase of a Low Power AM Radio
Station for the use in the Police Department, and thereafter did advertise for bids for furnishing
said radio station, which bids were received until 3:00 p.m., Tuesday, May 5, 1998; and,
WHEREAS, the best bid for the purchase and installation of such radio station was made
by Information Station Specialists, Inc., of Zeeland, Michigan, and it should be awarded the bid
for the same; and,
WHEREAS, the form of Agreement with Information Station Specialists, Inc., attached
hereto as Exhibit A, should in all things, be approved, and the City Manager, Michael E. Malone,
should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that the bid
of Information Station Specialists, Inc. for the purchase and installation of a Low Power AM
Radio Station be, and the same is hereby, accepted and let; and,
BE IT FURTHER RESOLVED, that the form of the Agreement with Information Station
Specialists, Inc., attached hereto as Exhibit A, be, and the same is hereby, approved; and,
BE IT FURTHER RESOLVED, that the City Manager, Michael E. Malone, be, and he
is hereby, authorized and directed to execute, on behalf of the City of Paris, the Agreement with
Information Station Specialists, Inc., upon the terms and conditions and in the form shown in
Exhibit A, attached hereto.

If the City of Paris accepts the bid amount of $13,549 for.a Low Power AM
Radio Station, submitted by 188, Inc. on 4 May 1998, 188, Inc. will perform
and provide the following (per the bid specifications):
Site planning, equipment, installation and FCC licensing of a LOW
POWER AM RADIO STATION.
The eQuipment shall Include the transmitter, batt9ry back-up, digital
message programmer, NOAA weather receiver, outdoor enclosure,
antenna and all hardware, coaxial cable, connectors, lightning
protections devices for power, telephone and antenna lines.

155 will perform a study of the mediumwave AM broadcast band to
determine the best frequency available for use by the City of Paris,
Texas. and will perform alllicans9 pr~paration services to enable the
City of Paris to license that frequency from the FCC.
155 will, per the specification, "provide technical assistance in
selectIon of site for the low power AM radio station. [155] will
provide for the Installation of the radio station on the site secured by
the City of Paris, in accordance with any FCC rules or regulations
and in a manner that allows the station to technically operate within
any FCC rules or regulations, and to the optimum performance of the
equipment"
