05-A Historic Pres Comm Min 5-22-06 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL - COUNCIL CHAMBERS 107 E. KAUFMAN PARIS. TEXAS MONDAY. MAY 22.2006 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Paul Denney Sue Lancaster Claudia Hunt Pike Burkhart Alternate: Brian Wear The following members were absent: Ann Rogers, Secretary Jerry Raper Alternate: Becki Norment B. Also present were Lisa Wright, Historic Preservation Officer; and Bethany Golden, Main Street Coordinator. 2. Electing a Vice-Chairman. Sue Lancaster nominated Paul Denney to serve as Vice-Chairman, seconded by Claudia Hunt. Motion carried 6-0. 3. Approval of minutes from previous meetings. (Apri/12, 2006; Apri/17, 2006; Apri/24, 2006; May 1,2006) Motion to approve the minutes as presented was made by Paul Denney, seconded by Sue Lancaster. Motion carried 6-0. 4. Public hearing on the application for a demolition permit by Doug Hines for the structure located at 111 E. Washington Street. The public hearing was declared open. Mr. Hines spoke in favor, stating that the house has termites and he is interested in cleaning up the neighborhood. Brad Hutchison, who owns property across the street, spoke in support of the demolition project stating that the property does not have any historic value. There was no opposition, the public hearing was declared closed. 5. Consideration of and action on the application for a demolition permit by Doug Hines for the structure located at 111 E. Washington Street. In r" agreement with the property owner, motion was made by Brian Wear, seconded by Sue Lancaster that the property is~a non-contributing structure to the district and the infestation of termites 'precludes any financial investment to the property that would be worthwhile. Also, the 501 Standards do not dictate this structure being significantly appropriate or significant to the neighborhood. Motion carried 6-0. Motion was made to approve the demolition application by Sue Lancaster, seconded by Brian Wear. Motion carried by a vote of 6-0. 6. Consideration of and action on awarding a facade grant to Patricia J. Shelton for property located at 543 Church Street. Lisa Wright advised the Commission that she had administratively approved Mrs. Shelton's COA for exterior painting of wood features and replacement of a deteriorating fence. Motion was to approve the facade grant by Sue Lancaster, seconded by Brian Wear. Motion carried 6-0. 7. Consideration of and action on recommending approval of a request for tax exemption from J & B Paris Partners for property located at 825, 827, 829, and 853 S. Main Street. Motion was made to approve the request for tax exemption by Paul Denney, seconded by Brian Wear. Motion carried 6-0. 8. Nominating The Grand Theater as a Historic Endangered Landmark. Motion to nominate the Grand Theater as a Historic Endangered Landmark was made by Paul Denney, seconded by Sue Lancaster. Motion carried 6-0. 9. Consideration of and action on a Certificate of Appropriateness for the property located at 425 Church Street - Starrett-Rose Funeral Home. Motion for Arvin Starrett to be recused was made by Sue Lancaster, seconded by Brian Wear. Motion carried 5-0. Paul Denney assumed the chair. Lisa Wright advised the Commission that she had previously administratively approved a portion of this application related to window. Arvin Starrett stated that they are proposing an addition of a 12' wide circle drive running north and south of the property. This leaves a 22' lawn area. This allows clients and families easier access to the front entrance. There will be very little visibility from the street. The north lawn has a 4' rise that will be cut in and curbed. The concrete will match the sidewalk. The front door will finally become the main entrance to the building rather than the north door. Motion was made to approve the COA by Claudia Hunt, seconded by Sue Lancaster. Motion carried 5-0. Motion was made for Arvin to return to the meeting by Brian Wear, seconded by Claudia Hunt. Motion carried 5-0. 10. Request items for future agendas. None. r'. 11. Receipt of report from the Historic Preservation Officer. Lisa Wright provided the Commission with a list of COAs she had adrhinistratively approved since the last report. Chairman Starrett thanked Ms. Wright and stated that this list evidenced, one, that more people were making application, and that two, the HPO has worked closely with property owners to approve their applications. 12.
