1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A. The following members were present:

Jerry Raper
Alternate: Brian Wear
The following members were absent:
Ann Rogers, Secretary
Pike Burkhart
Alternate: Becki Norment
B. Also present were Lisa Wright, Historic Preservation Officer; and
Bethany Golden, Main Street Coordinator.
2. Approval of minutes from previous meetings. (May 22, 2006) The minutes
were approved as presented by Brian Wear, seconded by Jerry Raper. Motion
carried 6.0.
3. Consideration of and action on the following Certificates of Appropriateness:
A. 36 w: Plaza. Don Moffett. Don Moffett, 3130 Stacy Lane, stated that on
the south side of the building there are 8 windows. Because the
building was a movie theater, there is no second story, and the
windows have brick behind them where pigeons are roosting. Mr.
Moffett wants to put in wood and paint the building and wood. The
windows are not functional. Also, the front awning that was ripped off
in a wind storm is being replaced. The awning will be replaced with the
same style but will be black canvass. Arvin Starrett stated that the
design guidelines for the downtown commercial district do have a
section that deals with the blanking out of windows. The guidelines
allow for a windows on a secondary facade to be blanked out for 3
years. The commission can grant the request for 3 years and then the
petitioner would have to come back to the body annually and reapply
for the blanker panels to remain in place. In the event, the petitioner or
some future owner might wish to restore the windows, then the blanker
panels would be removed. The masonry is already painted. The colors
that the petitioner has chosen does fall within the pallette approved for
the downtown commercial district. Motion was made to approve the
COA by Jerry Raper, seconded by Paul Denney. Motion carried 6-0.
B. 17 2nd Street S.W. - Robert A. Burns. Mr. Burns was not present, so
Lisa Wright explained that Mr. Burns desires to construct new doors for
the front entrance that resemble the one historic door still remaining.
Motion to approve the doors with the condition that the windows on the
far right look the same as the doors. Also, none of the wood is to be
stained, but painted only. Motion was made to approve the COA by
Brian Wear, seconded by Claudia Hunt. Motion carried 6-0.
C. 120 E. Kaufman Street - City of Paris. Gene Anderson, Director of
Finance, wants to paint the building. The sides are already painted, and
Mr. Anderson would like to repaint them to match the red brick on the
back of the building. He is also proposing a drop box at the rear by
King's Daughters and redoing the signage. Motion was made to
approve signage for the primary facade, painting, and the entry door
rework by Paul Denney, seconded by Jerry Raper, and thatthe drop box
and secondary facade signage is to be brought back before the
commission. Motion carried 6-0.
4. Consideration of and action on awarding the following facade grants:
A. 17 2nd Street S. W. - Robert A. Burns. Motion was to approve the facade
grant by Brian Wear, seconded by Sue Lancaster. Motion carried 6-0.
5. Consideration of and action on renewing the Certificate of Appropriateness
for 1125 Bonham Street (Lamar County Chamber of Commerce). Motion was
made to renew the COA by Jerry Raper, seconded by Paul Denney. Motion
carried 6-0.
6. Receipt of report from the Historic Preservation Officer. Lisa Wright
presented the attached report.
7. Request items for future agendas. None.
8. The meeting adjourned at 12:25 p.m.

Replace existing sidewalk in front of building
at street level; add 6" retaining wall from
south side of front arounds to the north side
Met on-site with the project manager from
KSA to discuss the detailing at the top of the
building. The wall is to the height where the
detailing is to begin. Project going
according to COA.
I inspected the project upon completion.
The historic lighting along the streets is not
correct. I've been in contact with the project
manager, and he has assured that the
lighting will be replaced ASAP. All other
aspects done according to the COA. Very
nice addition to the District.
