2006-095-RES-UARCO BUILDING TO NEW POLICE COURT RESOLUTION NO. 2006-095 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND AUTHORIZING THE CERTIFICATE OF SUBSTANTIAL COMPLETION, FINAL PAYMENT, AND CLOSE OUT OF THE CONSTRUCTION CONTRACT FOR THE CONSTRUCTION AND RECONSTRUCTION AND CONVERSION OF THAT STRUCTURE FORMERLY REFERRED TO AS THE UARCO BUILDING TO A NEW POLICE, COURT, AND JAIL FACILITY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas, did heretofore on the 13th day of May, 2002, in Resolution No. 2002-075, authorize the preparation of plans and specifications for a project of reconstruction and conversion of that structure formerly known as the DARCO building to a new police, court, and jail facility; and, WHEREAS, the City Council did heretofore, on the 24th day of August, 2004, in Resolution No. 2004-146 approve the plans and specifications for the aforesaid project; and, WHEREAS, the City Council did heretofore, on the 8th day of November, 2004, in Resolution No. 2004-199 authorize the City's architect and staff to utilize as an alternative procurement procedure the selection of a contract for construction services through the use of competitive sealed proposals in conformance with Section 271.116 of the Local Government Code; and, WHEREAS, by adoption of the aforesaid Resolution No. 2004-199, the City Council likewise authorized the City Manager and his staff to create selection criteria and the weighting of selection criteria for said competitive sealed proposal process; and, WHEREAS, the City Council did heretofore in Resolution No. 2005-043 on the 14th day of March, 2005, award the bid for said construction and reconstruction and conversion of that structure formerly referred to as the uarco building to a new police, court, and jail facility to Harrison Walker and Harper; and, WHEREAS, said construction project has been completed and the Certificate of Substantial Completion, attached hereto as Exhibit A, should in all things be approved, final payment should be made, and said construction contract with Harrison Walker and Harper should be closed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the Certificate of Substantial Completion for the project of construction, reconstruction and conversion of that structure formerly referred to as the U ARca building to a new police, courts, and jail facility is hereby approved, and the Mayor of the City of Paris is hereby authorized to execute the same in the form attached hereto as Exhibit A. Section 3. That the final payment for said construction project is hereby authorized and the construction contract between the City of Paris and Harrison, Walker, & Harper is hereby closed. I apologize for the delay in this as I assumed after we talked on the 23rd the ball was rolling on this. No problem. HWH believes that effective 3-23-06 we are substantially complete with the Paris Police project. At this time all doors and locks are installed and security features are functioning properly. All flooring, ceilings and equipment is installed and operational. We are currently working with the City on the final programming of the security systems, Le.. installing employee names. The building is currently operating through the card reader system. Following is a list of items we are currently working on: 1). Final paint touch-up through-aut-to be completed by 3-31-06 2). Replacement of 5 doors damaged during installation--to arrive 3-29-06 3). Installation of access gate at Generatorrrransformer area---scheduled for 3-31-06 4). Installation of Card Reader at Gate Controller-scheduled for 3-30-06 5). Adjusting doors and hdwe, installation of signage 6). Cleaning of site/removal of construction debris 7). Installing Steel cables at Court Entrance-scheduled for 3-31-06 8). Removal of construction materials from "WHSE" area. 9). Placing all building keys in the key box-will transmit to City 3-31-06 10). Punch list Furthermore we have scheduled one more final clean to take place on 4-7-06 prior to the ribbon cutting ceremony. We have allowed the city to start moving in their supplies, files, boxes etc..based on the 3-23-06 date. Please let me know if you need further info.
