1996-007-RES WHEREAS, SPECIAL ELECTION WAS HELD BY QUALIFIED VOTERS OF PARIS ON THE 20TH DAY OF JANUARY
RESOLUTION NO. 96-007
WHEREAS, a special election was held by the qualified voters of the City of Paris,
Paris, Texas, on the 20th day of January, 1996, for the purpose of voting on proposed
amendments to the Charter of the City of Paris; and,
WHEREAS, as required by Order of the District Court of the United States for the
Eastern District of Texas, Paris Division, in Civil Action No. P-75-3-CA, and as provided in
the Charter of the City of Paris and the laws of the State of Texas, wherein they do not conflict
with said Order, such election was conducted and held at seven (7) specified and designated
polling places, that is, one polling place each in Districts 1, 2, 3, 4, 5, 6 and 7 of the City of
Paris, Paris, Texas; and,
WHEREAS, sealed returns of said election, made by the duly appointed and designated
election officials of and for the seven (7) respective voting boxes, have been made to the Mayor
and City Council of the City of Paris as required by law, which returns, after due and deliberate
review and canvass thereof, show the following results of said election, to-wit:
A. PROPOSITION NO. 1 - Shall Sections 4, 8, 16 and 20 of the Charter of the City of
Paris be amended to reflect the currently established seven single-member voting districts
in which each councilman must be a bona fide resident of the district for which he seeks
election and can be voted for only by the residents of that district?

PROPOSITION NO.1 passed, receiving 706 "YES" votes and 190 "NO" votes, PROPOSITION
NO.2 passed, receiving 701 "YES" votes and 194 "NO" votes, PROPOSITION NO.3 passed,
receiving 473 "YES" votes and 425 "NO" votes, PROPOSITION NO.4 passed, receiving 650
"YES" votes and 237 "NO" votes, PROPOSITION NO.5 failed, receiving 411 "YES" votes
and 484 "NO" votes, PROPOSITION NO.6 passed, receiving 692 "YES" votes and 201 "NO"
votes, PROPOSITION NO. 7 failed, receiving 363 "YES" votes and 534 "NO" votes,
PROPOSITION NO.8 failed, receiving 356 "YES" votes and 540 "NO" votes, PROPOSITION
NO.9 failed, receiving 360 "YES" votes and 533 "NO" votes, PROPOSITION NO. 10 failed,
receiving 329 "YES" votes and 564 "NO" votes, PROPOSITION NO. 11 passed, receiving 682
