04 City Council Spec Budget Mtg 8-28-06 SPECIAL WORK SESSION MEETING OF THE CITY COUNCIL, CITY OF PARIS August 28, 2006 The City Council of the City of Paris met for a special work session at 6:00 P. M. Monday, August 28,2006, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Richard Manning Council Members: Tim Ray; Curtis Fendley; Mary Ann Fisher, Mayor Pro Tern; Kevin Gray; Jesse James Freelen; and Don Wilson City Staff: Tony N. Williams, City Manager; John Lestock, Assistant City Attorney; and Janice Ellis, City Clerk 1. Open City Council Special Work Session. Following the regular meeting, Mayor Manning called the special work session to order at 7:40 p.m. 2. Budget Workshop - Discuss City Manager's 2006-2007 Budget. Tony informed the City Council that the cost to the City to increase none civil service employees' longevity pay from $3.00 to $4.00 per month will annually be $25,011.00. 3. Consideration of amendments to the City Manager's proposed budget. Council reviewed budgets for the following departments: City Manager, City Clerk, City Attorney, Municipal Court Clerk, City Clerk, Finance, Police Department, and Community Development. Council Member Ray asked for information with regard to the possibility of exemptions for homesteads, seniors, and the disabled. He also requested information regarding travel reimbursement charges in comparison to the State guidelines. Mayor Manning requested information as to how many cell phones the city has and the incurred costs. Council Member Gray asked for information reflecting employee raises for this year. 1""" Special Work Session August 28, 2006 Page 2 The following amendments were made: Council Member Freelen made a Motion to amend the budget to include $5,000.00 for Lamar County Human Resources Council and Council Member Wilson seconded the Motion. Motion carried, 7 ayes - 0 nays. Council Member Ray made a Motion to amend the budget to increase the longevity from $3.00 to $4.00 for non-civil service employees and Council Member Freelen seconded the Motion. Motion carried, 7 ayes - 0 nays. Council Member Gray made a Motion to amend the budget to increase the 3% raise to a 4% raise across the board and Council Member Fisher seconded the Motion. Motion carried, 5 ayes - 2 nays, with Council Member Fendley and Council Member Wilson casting the dissenting votes. Council Member Ray made a Motion to amend the budget by eliminating a car allowance of$5,400.00 from the City Attorney and Council Member Free1en seconded the Motion. Motion carried, 7 - ayes, 0 - nays. Council Member Ray made a Motion to amend the budget by eliminating the car allowance of $3,600.00 from Community Development and Council Member Fisher seconded the Motion. Motion carried, 6 - ayes, 1 - nay, with Council Member Fendley casting the dissenting vote. Council Member Fendley made a Motion to amend the budget by transferring $500.00 from the Police Department's miscellaneous line item to the 0512 account, which is for tire repair. Council Member Gray seconded the Motion. Motion carried, 7 - ayes, 0 - nays. 4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF P ARlS, TEXAS, SETTING A PUBLIC HEARING ON PROPOSED AMENDMENTS TO THE CITY MANAGER'S PROPOSED BUDGET FOR FISCAL YEAR 2006-2007; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Fisher. Tony suggested that Council might want to wait until the next meeting to set the public hearing, since they had not finished discussion ofthe budget.
