Kaufman, Paris, Texas. The following members were present: Reeves Hayter Marshall Kent Brad Archer Bobby Myers Richard Hunt Fran Neeley The following members were absent: Barbara Forrest Benny Plata John Mark Spencer Lisa Wright, Director of Community Development was also present. 1. The meeting was called to order by Reeves Hayter, Chairman. 2. The minutes from the July 10, 2006, Regular Meeting were approved as amended by Bobby Myers, seconded by Richard Hunt. Motion carried 6 ayes and 0 nays. 3. Consideration of and action on the Preliminary Plat, on Lot 1, Block A, Lamar Plaza, being numbers 1418 and 1432 Lamar. Motion was made to approve the Preliminary Plat by Brad Archer, seconded by Bobby Myers, subject to the City Engineer's recommendation. Motion carried by a vote of 6 ayes and 0 nays. Motion to recuse Fran Neeley from consideration of the next item was made by Richard Hunt, seconded by Bobby Myers. Motion carried 5 ayes and 0 nays. 4. Consideration of and action on the Final Plat, on Lots 1 and 2, Block A, The Admiral Richardson Corner, being number 505 3rd Street NW. Motion was made to approve the Final Plat by Richard Hunt, seconded by Bobby Myers, subject to the City Engineer's recommendation. Motion carried 5 ayes and 0 nays. . Motion was made for Fran Neeley to return to the meeting by Richard Hunt, seconded by Brad Archer. Motion carried 5 ayes and 0 nays. Motion was made to recuse Brad Archer by Richard Hunt, seconded by Marshall Kent Motion carried 5 ayes and 0 nays. 5. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Archer Place, being numbers 537 and 601 6th Street SE. Motion was made to approve the Preliminary Plat by Richard Hunt, seconded by Bobby Myers, subject to the City Engineer's recommendation. Motion carried 5 ayes and 0 nays. John Mark Spencer is requesting that the property located on Lot 11, City Block 70-B, being number 1639 Pine Bluff be rezoned from a Two-Family Dwelling District (2F) to a Neighborhood Service District (NS). The Comprehensive Plan recommends that this property be zoned Moderate Density Residential. Mr. Spencer proposes to construct a new building and operate a check-cashing business on the subject property. The meeting was called to order by Reeves Hayter, Chairman. 2. The minutes from the August 7, 2006, Regular Meeting were approved by motion of Bobby Myers, seconded by Marshall Kent. Public Hearing to consider the petition of John Mark Spencer for a change in zoning from a Two-Family Dwelling District (2F) to a Neighborhood Service District (NS) on Lot 11, City Block 70-B, being number 1639 Pine Bluff. The public hearing was declared open. John Mark Spencer, 3060 Aikin Drive, spoke in favor of the zoning change stating that the vacant lot is on the northwest corner of 17th NE and Pine Bluff. The house that was on the property burned. Also, the house on the property next to this property burned, and Mr. Spencer has future plans to try to buy this property also. On each corner the lots are already zoned Neighborhood Service. Mr. Spencer is proposing a future development for a check cashing business like he has in West Paris. Linda Reynolds, 359 17th Street NE, spoke in opposition the petition. Ms. Reynolds stated that she moved into the neighborhood in 1976 and at that time, the neighborhood was nice. They were appalled when the laundromat went up. Ms. Reynolds said that their lives have changed since it went in because it creates an incredible amount of trash, noise, traffic, and other problems. It has hurt the neighborhood. When they heard that they were going to have a check cashing in the neighborhood, they were upset. She said they already have to deal with the laundromat and the second hand store. There are also some very pretty trees that she would hate to see cut down. Lynn Eggers, 348 17th Street NE, spoke in opposition stating that the traffic has increased and trash is a problem since the laundromat opened. There is a check cashing business just a block away, so why is there a need for another business at this location? Ms. Eggers spoke on behalf of Carolyn King, who could not be present due to an illness in her family. Ms. Eggers stated that Ms. King is concerned about trash in her yard daily. People are already walking across Ms. King's yard to get to the laundromat. Ms. King is concerned about the traffic on the alley. Betty Freelen, 1619 Pine Bluff, is greatly in opposition to the change stating that she is the first house west of the two lots. She has dealt with trash and traffic and people crossing her yard since 1994. Bee Garmon, 424 17th Street NE, opposed the change stating that she lives in the same place that her father was born. She grew up in the neighborhood, and the neighborhood has changed a lot. It is already difficult to get across Pine Bluff from 17th Street. If a business goes in at this location, it could increase the traffic flow. There was no further opposition, the public hearing was declared closed. 4. Consideration of and action on the petition of John Mark Spencer for a change in zoning from a Two-Family Dwelling District (2F) to a Neighborhood Service District (NS) on Lot 11, City Block 70-B, being number 1639 Pine Bluff. Consideration of and action on the Final Plat of Lot 1, Block A, Signature Senior Living, being number 750 N. Collegiate. Consideration of and action on the Final Plat of Lots 1, 2, and 3, Block A, Santa Fe Crossing, being located in the 1000 Block of North Main. Consideration of and possible action on amendments to the Future Land Use Map, which is a part of the Comprehensive Plan, as it relates to the southeast quadrant of Paris. The Commission decided to review the proposed changes shown on the map and make a formal recommendation at the next meeting.
