A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE CITY MANAGER TO CAST THE VOTE FOR THE CITY OF PARIS FOR THE TEXAS MUNICIPAL LEAGUE INTERGOVERNMENTAL RISK POOL (WORKERS' COMPENSATION, PROPERTY AND LIABILITY) BOARD OF TRUSTEES ELECTION FOR PLACES 11, 12, 13 AND 14; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris is a member of the TML Intergovernmental Risk Pool through which it provides health benefits coverage to the City's officers and employees and to their dependents; WHEREAS, the City desires to cast a vote in the 2006 election for regional representation on the Board of Trustees of the TML Intergovernmental Risk Pool; and WHEREAS, the City Council of the City of Paris has been informed by the Texas Municipal League Intergovernmental Risk Pool that nominees for an election for places 11, 12, 13, and 14, of members of the Board of Trustees of the Risk Pool for a term of office from October 1, 2006 through September 30, 2012 are to be mailed to the Board Secretary no later than 5:00 p.m. (CST) on September 30,2006, and WHEREAS, the City of Paris believes that is the nominee most qualified to serve for Place 11, that is the nominee most qualified to service for Place 12, that is the nominee most qualified to serve for Place 13, and that is the nominee most qualified to serve for Place 14, as regional representatives on the Board of Trustees of the Texas Municipal Intergovernmental Risk Pool; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City of Paris hereby decides to vote for , , and as its regional representatives on the Board of Trustees of the Texas Municipal League Intergovernmental Risk Pool. Section 3. That the City Council of the City of Paris, hereby authorizes Tony Williams, City Manager, to cast its vote for the Texas Municipal League Intergovernmental Risk Pool Board of Trustees. Section 4. That the City Clerk, be, and she is hereby, directed to timely deliver a copy of this Resolution to the Board Secretary of the Texas Municipal League Intergovernmental Risk Pool Board of Trustees. Section 5. It is hereby officially found and determined that the meeting at which this Resolution was considered was open to the public as required and that public notice ofthe time, place, and purpose of said meeting was given as required by the Open Meetings Act, Chapter 551 of the Texas Government Code. City Manager, City of Plainview (Region 3). Mr. Ingham has been a Board member of the TML Intergovernmental Risk Pool since 1989, served as Chair and Vice-Chair of the Board and, for 10 years, as Chair of the Board's Finance Committee. He has served as City Manager in Plainview since January 1, 2004 and was previously City Manager in Levelland for 22 years. Mr. Ingham has served in local government since 1975 and is active in numerous statewide and regional organizations. He has an MP A and is a Certified Public Manager. D Michael Wolfe. Mayor for the City of Hempstead (Region 14). Mr. Wolfe is a member of Hempstead Ministerial Alliance and the Texas Conference of Black Mayors. He is a graduate of Prairie View A&M University where he received a Bachelor of Arts degree in Political Science and a Master of Arts degree in Educational Counseling. WRITE IN CANDIDATE: PLACE 12 D Harold Dominguez (Incumbent). City Manager, City of San Angelo (Region 6) since January of 2005. Previously he served as an Assistant City Manager for San Angelo and Assistant to the City Manager in Lubbock. Mr. Dominguez is a member of the Texas City Management Association and served as President of the Urban Management Assistants of West Texas in 1999. Mr. Dominguez has been a Board Member of the TML Intergovernmental Risk Pool since September of2005. D Frank Estrada. Council Member, City of Lockhart (Region 10), since 1982, and Mayor Pro-Tern since 1998. He has served as Chair of the TML Small City's Advisory Council, an officer of the Caldwell Hispanic Chamber of Commerce, and a member of the Texas Municipal League Board of Directors, representing Region 10. He is currently President of the Association of Hispanic Municipal Officials and a member of the National Association of Latino Elected and Appointed Officials. WRITE IN CANDIDATE: 2 / / PLACE 13 o Byron Black (Incumbent). Chairman of the Board of Directors, Central Appraisal District of Johnson County (Region 8) and a member of the Board of Directors ofthe Area Metro Ambulance Authority. He served as Mayor of Burleson from 1998 to 2004, previously serving as Mayor Pro- Tern and as a City Council member, and was a member of the Burleson Independent School District Board for 12 years, nine as president. Mr. Black has served as a Board member of the TML Intergovernmental Risk Pool since 2000, presently serving as chair of the Finance Committee. D Lamar Gillian, Jr. Council Member, City of Balcones Heights (Region 7), since 2005. He previously served on the Balcones Heights Board of Adjustment. Mr. Gillian retired in 2001 from the United States Air Force after serving since 1980. His last position was Deputy Director of Budget, Air Education and Training Command. He has a Masters of Business Administration degree and is a certified public accountant. D John Mitchiner. Board of Directors, Galveston County W.C.J.D. #1 (Region 14), since 2004. Mr. Mitchiner served as Mayor for Dickinson from 1994 to 1999 and as President for the Galveston County Mayors and Councilmen Association, a Director for the North Galveston County Chamber of Commerce, President of the Mainland Association of Life Underwriters, and a Board Member ofthe Bay Area Harbour Playhouse. \VRITE IN CANDIDATE: 3 PLACE 14 D Pat Norriss (Incumbent). Nortex Regional Planning Commission (Region 5). Ms. Norriss served on the Burkburnett City Council for 22 years, including 16 years as Mayor. She serves as a Board Member of the National Association of Regional Councils and has served as President of the Texas Association of Regional Council of Governments. She is also a Board Member of Nortex 911 Communication District. Ms. Norriss has served as a Board Member of the TML Intergovernmental Risk Pool since 1995, and is its current chair. D Peter Vargas. City Manager, City of Allen (Region 13), since 1999. Mr. Vargas served as the Executive Director of the City of Dallas Trinity River Corridor Project from 1996 to 1998 and as the City Manager of Laredo from 1989 to 1996. Previously, he served as an assistant to the City Manager in Arvada, Colorado, and Assistant City Manager in Englewood, Colorado. He is a member of the International Hispanic Network Board of Directors and the TML Legislative Policy Committee on General Government.
