SEPTEMBER 25. 2006 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Arvin Starrett, Chairman Sharon Nabors Paul Denney, Vice-Chairman Pike Burkhart Nancy Partridge Susan Scholz, Secretary Alternate: Brian Wear The following members were absent: Ann Rogers Alternate: Vanessa Preston B. Also present was Lisa Wright, Historic Preservation Officer; Beth Golden, Main Street Coordinator. 2. Approval of minutes from previous meetings. Motion to approve the minutes for September 6, 2006, was made by Brian Wear, seconded by Susan Scholz. Motion carried 7-0. 3. Consideration of and action on the following Certificates of Appropriateness: A. Southwest corner ofW. Kaufman and 2nd Street S. W. (Old Liberty Bank Drive- Through) - Richard Hunt, 405 W. Kaufman, is proposing to install carriage-style doors over the openings in the old drive-thru. There will not be much metal left showing, 10' in 3 places. He stated that he plans to eventually stucco or plaster over the metal. The materials will be smooth western cedar, and the current plans are an opaque stain. He stated he preferred natural gray, which looks like an old livery stable. He will come back later with color. Motion was made to approve the COA by Paul Denney, seconded by Susan Scholz. Motion carried 7-0. r" B. 265 1st Street S.E. - Richard Hunt - Richard Hunt, 405 W. Kaufman, is proposing to replace rotted materials and install a canopy. Paul Denney stated that suspended style seems more sympathetic to downtown. Mr. Hunt stated that he prefers a suspended flat roof, also. Motion was made to approve the COA by Brian Wear, seconded by Susan Scholz. Motion carried 7-0. C. 3 South Plaza - Matthew Coyle - C - Matt Coyle, 114 S. Main, stated that they are proposing to uncover the wood windows on the S. Main side. The trim will be painted to match the metal frames on the existing windows and storefront. Motion was made to approve the COA by Brian Wear, seconded by Susan Scholz. Motion carried 7-0. D. 131 Lamar Avenue - Bob Bowden - Bob Bowden, 2240 Culbertson, would like to install a 2-sided sign, 2" thick metal frame, hollow in the middle. It will be 3' above the canopy. Motion was made to approve the COA by Pike Burkhart, seconded by Susan Scholz. Motion carried 7-0. E. 523 Church Street - Matt and Amelia Frierson - Richard Hunt, contractor on this project, stated that he proposes to add a kitchen to the southeast corner and north side. Motion was made to approve the COA by Pike Burkhart, seconded by Susan Scholz. Motion carried 7-0. F. 333 Grand A venue - The Salvation Army - Major T ex Ellis stated that the proposed canvass is identical to the one over Peoples. It is solid brown with a straight edge. Motion was to approve the COA by Brian Wear, seconded by Nancy Partridge. Motion carried 7-0. G. 115 S. Main Street - Becki Norment - Motion was made to approve the COA by Nancy Partridge, seconded by Susan Scholz. Motion carried 7-0. H. 574 Church Street - Steven Asay, Agent for Owner - Steven Asay presented an old photo to show what he intends to put back. Arvin Starrett advised the Commission that he has looked at the property, and the proposed changes are appropriate. The carport is not original, so SOl standards would not preclude adding to it. Mr. Asay is proposing to add decking over the front porch coming forward approximately 5'. Motion was made to approve the COA by Paul Denney, seconded by Nancy Partridge. Motion carried 7-0. I. 322 Church Street - Episcopal Day School, by Suzy Harper - Motion was made to approve the COA by Brian Wear, seconded by Susan Scholz. Motion carried 7-0. r- . J. 255 1st Street S.W. - WB Millwork, by Suzy Harper - Suzy Harper, 545 Johns Woods Drive, advised the Commission that she planned to repaint the building a color similar to the red brick on the building next to it. She stated that she wanted to remove this building as a precedent for allowing masonry to be painted in a non-masonry color. Motion was made to approve the COA by Pike Burkhart, seconded by Susan Scholz. Motion carried 7-0. K. 210 1st Street S.E. - Jeff and Katie Neilson - Katie Neilson, 3745 Woodland, stated that they are wanting to turn attention away from that side of the building. They are proposing to place plain faced painted metal doors, the same color as the trim on the windows, on the north and west side of the building to keep it simple. One the east side, they would like more attractive doors. The one existing east side door and the new double doors will be paneled and stained. The garage door will resemble the double doors in style and color. Ms. Neilson presented the proposed hardware. Mrs. Neilson presented a photo of proposed lighting fixtures and said that they will be placed on either side of the entry doors, either side of garage doors, either side of the patio doors, and one on the west side by the door. The Commission was of the consensus that the light fixtures are stylized craftsman and not historic. The original presentation was original craftsman style and is more appropriate. Mrs. Neilson also proposed a patio and fence. At this point, they are not sure whether they want a 6' wood fence or and S' fence with a brick base. Chairman Starrett said the proposed material, Trex, is not disallowed because it looks like wood; however, he stated that he is reluctant to grant the fence if they are unsure about using brick. Paul Denney said brick underpinning will help with security. Motion was made by Brian Wear, seconded by Susan Scholz, to approve the COA, excluding the fence and with the condition that the light fixtures be those that were previously approved. Motion carried 7-0. L. 926 Church Street - James McClesky - Ms. Wright advised the Commission that Mr. McClesky is converting an open carport to an enclosed garage to match the same style as the rest of the exterior. Motion was made to approve the COA by Paul Denney, seconded by Susan Scholz. Motion carried 7-0. 4. Consideration of and action on awarding the following facade grants: A. Southwest corner ofW. Kaufman and 2nd Street S. W. (Old Liberty Bank Drive- Through) - Richard Hunt - Motion was made to approve the grant by Brian Wear, seconded by Susan Scholz. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article /1/ of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 762 6th Street S.E. B. 605 10th Street S.E. C. 3050 W. Campbell D. 1421 W. Kaufman E. 67 11th Street N.W. F. 12111th Street N.W. G. 101 24th Street N.W. H. 134 1st Street S.W. (Repair Only) r I. 26 2nd Street N.E. (Repair Only) Motion was made by Paul Denney, seconded by Brian Wear, that all of the structures be referred to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value, with the specific exception that two of the structures are being presented for board up only. Motion carried 7-0. _____ END CONSENT AGENDA ----- 6. Request items for future agendas. Pike Burkhart asked if the City could adopt some kind of demolition by neglect ordinance. Ms. Wright advised that the staff if reviewing the International Property Maintenance Code to see if this will work. 7. Receipt of report from the Historic Preservation Officer. Lisa Wright presented to the Board handouts on the report. She also advised that the City had just learned it was successful in the Brown lawsuit. She stated that the most important aspect of this win was that the Federal Court found the City's ordinance Constitutional and that the Board was within its rights to enforce it as it did. 8.
