05-B Historic Pres Com Min 11-13-06 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS. TEXAS MONDAY. NOVEMBER 13. 2006 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Arvin Starrett, Chairman Ann Rogers Paul Denney Pike Burkhart Nancy Partridge Susan Scholz (arrived at 4:10) Alternate: Brian Wear The following members were absent: Sharon Nabors Alternate: Vanessa Preston B. Also present was Lisa Wright, Historic Preservation Officer, and Beth Golden, Main Street Coordinator. 2. Approval of minutes from previous meetings. (September 25, 2006; October 11, 2006; October 12, 2006) Motion to approve the minutes as presented was made by Pike Burkhart, seconded by Brian Wear. Motion carried 6-0. 3. Consideration of and action on the following Certificates of Appropriateness: A. 107 E. Kaufman - City of Paris. Todd Varner presented the City's application to the Commission. Motion was made to approve the COA by Paul Denney, seconded by Nancy Partridge. Motion carried 6-0. Chairman Arvin Starrett moved to Item 3-C next. C. 136 Clarksville Street. Lyn Campbell- Arvin Starrett stated that the design guideline lays out specific fonts that can be used in signage, and the font in this sign does not meet the requirements of the guidelines, nor does the sign qualify as a logo, which would exempt it from the font requirement. Motion to deny the COA was made by Pike Burkhart, seconded by Brian Wear. Motion carried 6-0. Susan Scholz arrived at 4: 1 0 P.M. The Commission moved back to Item 3-8. Motion was made to recuse Arvin Starrett and Paul Denney by Brian Wear, seconded by Pike Burkhart. Motion carried 5-0. B. 322 Lamar Avenue - First United Methodist Church - Paul Denney presented information regarding the COA. He stated that there are two playgrounds that need canopies over them to keep the sun out. The color of the canopies will match the building so that they will appear to disappear. Motion was made to approve the COA by Brian Wear, seconded by Ann Rogers. Motion carried 5-0. Motion was made for Arvin Starrett and Paul Denney to return to the meeting by Pike Burkhart, seconded by Brian Wear. Motion carried 5-0. D. 504 Lamar Avenue - Jerry and Eva Tacuyan - Motion was made to approve the COA by Paul Denney, seconded by Nancy Partridge. Motion carried 7-0. The Commission moved to item 6-A to accommodate Mr. Tacuyan. 6. Consideration of and action on recommending approval of the following requests for tax exemption: A. 504 Lamar Avenue - Jerry and Eva Tacuyan - Motion was made to approve the tax exemption by Pike Burkhart, seconded by Nancy Partridge. Motion carried 7-0. The Commission moved back to Item 3-E. 3. Consideration of and action on the following Certificates of Appropriateness: E. 929 S. Main Street - Sybil K. Colson and Philip M. Wells - Ms. Colson advised the Commission that they are proposing a 30" x 48" sign to be placed at the front of the property. Motion was made to approve the COA by Paul Denney, seconded by Susan Scholz. Motion carried 7-0. 4. Consideration of and action on awarding the following facade grant: A. 3 S. Plaza - Matthew Coyle - Motion was made to approve the facade grant by Brian Wear, seconded by Susan Scholz. Motion carried 7-0. ----- CONSENT AGENDA ----- 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled IISubstandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 25 31st Street S.E. B. 1000 30th Street N. ~ C. 1130 30th Street N. ~ D. 1900 block ~ Campbell E. Lot across from 1070 30th Street N. ~ F. 2690 ~ Campbell Motion was made by Brian Wear, seconded by Susan Scholz for the structures in 5-A thru 5-F to be referred to the Building and Standards Commission since the structures do not have historic significance. Motion carried 6-0. ----- END CONSENT AGENDA ----- 7. Presentation by Sue Ann Pemberton, Main Street Architects, of the draft of the revised Design Guidelines for the Commercial and Residential Districts. Sue Ann Pemberton, Preservation Architect from San Antonio, stated that the guidelines have been modified and expanded from the draft provided to them. There have been several additional photos and diagrams added. The descriptions throughout were also too broad-they will be need to revised to be specific to Church Street. The exception to that will be in the glossary-by expanding the glossary and using examples all around Paris means there will be less updates required to the glossary when additional districts are added. The terminology will be the same no matter what district it is in. The glossary for the commercial district is expanded to about 23 pages. Sue Ann will take photos of various roofs to identify those that are appropriate and those that are not Arvin Starrett would like for Lisa to send Sue Ann Pemberton specific rules adopted by the Commission to make sure they get into the draft. Sue Ann state she can have another good quality draft by the end of the year. Arvin Starrett recommended a one agenda item meeting to consider each item item in the guidelines line-by-line.
