RESOLUTION NO. 2006-156
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING LEADERSHIP LAMAR
COUNTY CLASS TO UNDERTAKE AN IMPROVEMENT PROJECT TO
LEON WILLIAMS PARK; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris has received a request by a Leadership
Lamar County class to take on an improvement project at Leon Williams Park in Paris, Texas which
will include a walking trail and a pavilion; and,
WHEREAS, Leon Williams Park is bounded on the south by West Henderson Street, on the
east by 7th Street NW, and on the north by Park Street; and,
WHEREAS, it is deemed to be in the best interest of the citizens of the City of Paris to
encourage and approve this Leadership Lamar County class to pursue said improvement project at
Leon Williams Park, and the same should be authorized; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the request of the Leadership Lamar County class to make certain
improvements to Leon Williams Park which will include a walking trail and pavilion be, and it is
hereby approved and authorized.
Section 3. That this resolution shall be effective from and after its date of passage.

"Lighted walking track and large pavilion at Leon Williams Park"
This year's Leadership Lamar County class is very excited to have selected as our class project
the "lighted walking track and large pavilion at Leon Williams Park". The project consists of the
design and construction of a beautiful aesthetically pleasing walking track through the natural
tree filled landscape in the unutilized section of the park and along its parameter. Also, the
project will consist of the construction of a larger pavilion in the park, allowing for larger events
and greater utilization.
. As one of the largest parks in the city, a walking track through the park will bring out the
underutilized and underrepresented beauty of the woody back area as well as connect it to the
frequently utilized front portion.
. A walking track will encourage more walking and physical activity for the elderly in that
area of town, an area in which many do not have vehicles or other luxuries that many of us
enjoy daily.
. A larger pavilion more appropriate for the large size of Leon Williams Park and the events
that can be held there, will allow it to be more utilized for community events, family
reunions, church picnics, etc.
. This project, taking place at one of our public parks, is something that the entire city can
enjoy and take advantage of, and it undoubtedly makes the area a better place.
This walking track and pavilion at Leon Williams Park has a great significance for both the
members of LLC, the city, and more specifically, for this area of the city. Leon Williams Park
has, in the past, been associated with the "not so good" side of town. However, within the past
couple of years, with the help of key players, the area has changed dramatically and the park is
now on its way to representing a great success story. Our intervention of placing a walking track
and large pavilion at the park will all but complete the transformation of the park and its success
story and return it to a true community park, proudly drawing the attendance of many in the
community!
Our plan for the park extends beyond the walking track and the large pavilion. Our vision
exceeds our sight as we are excited about the future possibilities of placing a second set of
bathroom facilities closer to the baseball field and the entrance of the future walking track. We
would also love to place lighting in key areas around the track and pavilion, decreasing
mischievous activity in the park, as well as obtain more tables and benches for the existing small
pavilion. We have a great vision for the upgrade ofthis park and this area of the city, but any
and everything that we do as LLC will depend on the support and funding that we are able to
attain from individuals, industries, grants, and the city. We are looking at all avenues to
accomplish what we believe to be a very meaningful project that will positively affect our city
and county. Our level of success and what we are able to accomplish will be directly related to
the extent and level of support by our community. We appreciate, in advance, your support in
our efforts to help make a difference in our community.
