A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
P ARIS, PARIS, TEXAS, FORMALIZING THE CHARGES OF THE
CITY COUNCIL OF THE CITY OF PARIS WITH REGARD TO ITS
EVALUATION AND SUBSEQUENT SUSPENSION AND
TERMINATION OF CITY MANAGER TONY WILLIAMS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Paris, Texas, conducted an
evaluation of City Manager Tony Williams on November 27,2006; and
WHEREAS, following said evaluation, on December 11, 2006, the City Council,
based upon said evaluation and other verbal charges of the City Council, determined that as a
result of said evaluation process, the City Manager should be suspended from his duties as
City Manager, thereby immediately relieving him of all duties, responsibilities, and
obligations as City Manager, said suspension to be with pay, and formally terminated as a
City employee of the City of Paris, effective December 31, 2006; and
WHEREAS, City Manager Tony Williams requested written charges and a public
hearing during the December 11, 2006 City Council meeting; and
WHEREAS, the City Council desires to formalize its charges with regard to said
evaluation, subsequent suspension, and termination of the City Manager;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, PARIS, TEXAS:
Section 1. That the statements set out in the preamble to this Resolution are hereby
in all things approved.
Section 2. That the formal evaluation package for City Manager Tony Williams,
including all individual evaluation sheets and a performance evaluation overview of same, as
said forms were presented by individual City Council member and tabulated during the
course of the City Council's regular meeting of November 27, 2006, and as the same are
attached hereto and for all purposes incorporated herein as Exhibit A, shall be and is hereby
in all things approved.
Section 3. That based on said evaluation forms, and the opinions and observations of
a majority of the City Council, as reflected in its vote implementing said suspension and
termination, the City Council finds and determines the following charges for terminating the
City Manager, Tony Williams:
A. That the average evaluation rating of 2.4 for the City Manager, of all Council
members combined, in the category "Council Relationships" falls in the rating
of "below average" performance and thereby constitutes an unacceptable
performance rating.
B. That the City Council had counseled the City Manager through prior
evaluations to improve his communications with City Council members, but
that the City Manager did not do so, and also stated that he could not work
with the newly-elected City Council.
C. That the City Council of the City of Paris has lost confidence in the ability of
the City Manager of the City of Paris, Tony Williams, to provide the level of
leadership necessary to achieve the desired goals and objectives of the City
Council, and that the Council's actions should be construed as a vote of "no
confidence" in Mr. Williams.
Section 4. That following adoption of this Resolution, a copy of same shall be
forwarded to City Manager Tony Williams.
Section 5. That this resolution shall be effective from and after its date of passage.
