07-B Building & Standards Commission Min 12-18-06 MINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION MONDAY, DECEMBER 18, 2006 4:00 P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00 P.M. Roll was called. A. The following members were present: Chad Brown Harrell Tippitt Lucius Joe, Jr. David Nabors Vicki Ballard Scott Scholz Mary Crumpler Zach Saffle, Alternate Chris Brown, Alternate B. The following members were absent: Brad Archer Stephen Brown, Alternate In the absence of Brad Archer, the Chairman appointed Mary Crumpler as Acting Secretary for the meeting. 2. Approval of Minutes of previous meeting: A motion was made by David Nabors, seconded by Harrell Tippett, to approve the meeting minutes for September 18, 2006. The motion carried 10-0. 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures": M. 2003 W. Campbell; Lot 5-A, City Block 237 - Peggy Franco requested time to repairtheproperty. Motion was made by David Nabors, seconded by Harrell Tippett, to allow 90 days to repair or demolish. Motion carried unanimously. F. 101 24th Street N.W.; Lot 8, Block 3, Wortham & Carlton Addition - Kelly Collins requested time to make repairs. He advised that he is selling the house effective January 1. Motion was made by Chad Brown, seconded by Lucius Joe, to allow 14 days to secure the property. If the property is not secured, the City may secure, with a $1,000 per day civil penalty. Motion carried unanimously. I. 25 31st Street S.E.; Lot 1, City Block 285 - Ben Faber advised that he has contracted with Aaron Raper to make repairs. Motion was made by David Nabors, seconded by Chad Brown, to allow 90 days to repair or demolish. If the repairs are not made within 90 days, the City will demolish, with a $1,000 per day civil penalty. Motion carried unanimously. A. 762 6th Street S.E.; Lot 6, City Block 145 Motion was made by Chad Brown, seconded by Mary Crumpler, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. B. 605 and 60910th Street S.E.; North Part of Lot 14 and Lot 15, City Block 113-A - Motion was made by Chad Brown, seconded by Harrell Tippett, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried 9-0 (David Nabors abstained due to personal knowledge of the property owners). C. 3050 W. Campbell; Lot 1, City Block 326 - Motion was made by David Nabors, seconded by Mary Crumpler, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. D. 67 11th Street N.W.; Lots 3 and 4, City Block 47 - Motion was made by Lucius Joe, seconded by Harrell Tippett, to allow 60 days to demolish. If the property is not demolished within 60 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. E. 12111th Street N.W.; Lot 2, City Block 47 - Motion was made by David Nabors, seconded by Mary Crumpler, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. G. 134 1st Street S. W.; Lot 4, City Block 5 (For Repair Only) - Motion was made by David Nabors, seconded by Mary Crumpler, to allow 30 days to repair. If the property is not repaired within 30 days, the City may make necessary repairs, with a $1,000 per day civil penalty. Motion carried unanimously. H. 26 2nd Street N.E.; Part of City Block 18, Original Donation (For Repair Only) - Motion was made by Chad Brown, seconded by David Nabors, to allow 30 days to repair. If the property is not repaired within 30 days, the City may make necessary repairs, with a $1,000 per day civil penalty. Motion carried unanimously. J. 1000 30th Street N.W.; Lot 4, City Block 325 - Motion was made by Mary Crumpler, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. K. 1130 30th Street N.W.; Lot 6, City Block 325 - Motion was made by David Nabors, seconded by Chad Brown, to allow 30 days to demolish. Ifthe property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. L. Lot across from 1070 30th StreetN.W.; Lot 4, City Block 326 - Motion was made by Mary Crumpler, seconded by David Nabors, to allow 30 days to demolish. Ifthe property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. 4. Status report related to properties on which the Commission has previously issued orders. The report was included in the packet. 5. Meeting adjourned at 4:50 P.M.
