HISTORIC PRESERVATION COMMISSION
Annual Report to the Paris City Council
January 1, 2006 to December 31, 2006
L Summary of Major Activities
The following is a brief summary of the major activities that have occurred during the
reporting period:
1. A warding the Annual Preservationist A ward to the Lamar County Historical Society
for their work in establishing the Lamar County Historical Society Museum
2. Participation in the Visionaries in Preservation Program (established by the Texas
Historical Commission (THC) to empower communities to shape their future historic
preservation efforts and community-wide growth through visioning and planning and
to provide training and assistance tailored to achieve those goals) define priorities in
our community for sustained growth and development
A. Application for and receipt of a Visionaries Grant to supplement the Design
Guidelines for the Downtown Historic District
B. Receipt of a Lennox Foundation Grant to provide the City's match in the
Visionaries Grant
C. Contracting with Main Street Architects to revise the Design Standards for
the commercial and residential historic districts
3. Approval of several major Certificates of Appropriateness:
A. Construction of a new building for the Salvation Army in the Downtown
Historic District
B. Renovation of the old Gulf Station for a new Downtown restaurant
C. Rehabilitation and renovation of the historic Pin Oaks Apartments on S. Main
Street
D. Major renovations to the building at the comer ofS. Main and Kaufman (on-
going)
E. Rehabilitation and renovation of the building at 124 N. Main Street (across
from the Lamar County Courthouse) for new Downtown living and a music
hall
F. Renovation of the building at 115 S. Main Street (old Norment & Castleberry
Insurance Building) for a new Downtown merchant
G. Renovation of the structure at 36 & 40 E. Kaufman (McDonald Building) for
new Downtown living (on-going)
H. Rehabilitation of the building at III Lamar Avenue (old Swaim Printing
Building) for new Downtown living and a new Downtown merchant (on-
going)
1. Rehabilitation of the building at 3 S. Plaza (Solomon Building) for new
Downtown loft living and a new Downtown merchant (on-going)
1. Rehabilitation of the building at 504 Lamar A venue (Miramar Apartments)
for new Downtown living and a new Downtown merchant (on-going)
4. Application for and receipt of an Anice Read Fund Grant to install lighting for the
historic Culbertson Fountain in Downtown Paris
A. Installation of moonlighting in the trees paid for by funds raised at a Main
Street event
5. Negotiation of a contract with ArchiTexas for performance of an update to the City's
Industrial Historic Resources Survey to be paid for from a CLG Grant through the
Texas Historical Commission
6. Nomination to the 2007 Most Endangered Landmark List of the historic Grand
Theater in Downtown Paris
A. Initial work commenced to form committees to work toward restoration and
preservation of The Grand Theater and for an application for a Brownfield
Grant to mitigate environmental hazards in the building
I/. Certificates of Appropriateness
During the reporting period, the Historic Preservation Commission conducted twenty-two
(22) meetings and considered seventy (70) Applications for Certificates of Appropriateness.
Attached is a summary of all Certificates of Appropriateness considered during the reporting
period.
The Commission also awarded twelve (12) facade grants and approved three (3) tax
exemptions for renovations to the exteriors of historic properties.
I/L Recent designation of Local Landmarks or Districts
During calendar year 2006, the City of Paris did not designate any individual structures as
local landmarks; however, the Commission has just recently completed an update to the
City's Residential Historic Resources Survey, and the Commission anticipates making
nominations to the National Register from that list.
IV, Public Participation
A. Estimated number of inquiries and the general nature thereof
The City of Paris Historic Preservation Officer receives a minimum of two to five
inquiries per week related to application of the historic preservation ordinance and
the boundaries ofthe historic districts. Many inquiries are from prospective property
purchasers to learn about incentives available in the historic districts.
B. Workshops
No workshops have been held during the reporting period; however, upon completion
of the update to the Design Standards for the commercial and residential historic
districts (estimated by end of January 2007), the Commission will have a workshop
to review the standards and provide additional Commissioner training thereon.
C. Newspaper articles
The Paris News has reported extensively upon the major activities undertaken by the
Historic Preservation Commission, including several articles regarding the extension
ofthe Downtown Historic District to include property purchased by CVS Pharmacy,
along with several related articles concerning the company's numerous applications
for Certificates of Appropriateness for construction of a new building. The
newspaper has especially followed the recent nomination of the historic Grand
Theater to the 2007 Most Endangered Landmark List.

The City of Paris is a member of the National Trust for Historic Preservation and the
National Alliance of Preservation Commissions.
