1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A. The following members were present:

Alternates: Vanessa Preston

B. Also present was Lisa Wright, Historic Preservation Officer, and
Bethany Golden, Main Street Manager.
2. Approval of minutes from previous meetings. Motion made by Susan Scholz,
seconded by Nancy Partridge, to approve the minutes for November 13, 2006,
and November 30, 2006. Motion carried 5-0.
3. Consideration of and action on the following Certificates of Appropriateness:
A. 2 Clarksville - Becki Norment - Becki Norment stated that she is trying
to make the property look like it did originally. She will paint or stain
cypress wood, and, if painted, it will be the same color as Always
Welcome, and, if stained, she will use Mahogany. Motion was made to
approve the COA by Ann Rogers, seconded by Susan Scholz. Motion
carried 5-0.
B. 824 S. Main Street - Mariano Sanchez - This is Mr. Sanchez's second
request to finish the house with 5V crimp metal roof. Lisa Wright
referred the Commission to a time line she had included in the packet

and stated that, in February of 2006, Mr. Sanchez agreed to install an
appropriate roofing material on the front of the house and then replace
the metal roofwithin three years. However, this work was never started
and the house has remained open to the elements and is now damaged.
Mr. Sanchez stated that a bid from roofers to put shingles on was
$11,800.00 for the entire house. Ann Rogers questioned if City staff
ever granted a permit for the roof, and Lisa Wright advised that City
staff did not issue a permit and actually stopped work once Mr.
Sanchez was seen working without one.
Chairman Starrett stated that this is a charming cape cod house, and
he is aware that Mr. Sanchez has a potential purchaser who wants
composition roof. If this mQtal goes on, it will be there a long time.
Becky Norment asked if she could speak on the item. She stated that
she lives in the district, and she knows the City sent out letters to all
property owners telling them what steps they needed to take before
making a change to the exterior of their property. If Mr. Sanchez's
request is approved, the Commission will be setting a precedent
whereby any owner in the district can simply go out and do anything
they want without asking and then plead economic hardship in order
to get to leave it that way. She wants the district protected. She stated
that, If Mr. Sanchez is not staying in the district, she doesn't want him
to be able to put metal on the roof because it will stay there forever.
Chairman Starrett asked the HPO what her recommendation was. She
advised the Commission that the City is a member of the National
Alliance of Preservation Commissions and, as such, is a member of a
Listserv that cities use to exchange ideas. She stated that,
coincidentally, roofing materials have been a very hot topic on the
listserv, and every city responding to the topic is extremely strict on
roofing materials because of the significant impact roofing has on the
overall character ofthe structure. She asked Mr. Sanchez if he thought
he would know the outcome of the potential sell within thirty days, and
he stated he thought he would.
Motion was made by Ann Rogers, seconded by Susan Scholz, to table
the item for the Wednesday meeting in February in order to give Mr.
Sanchez time to work with the potential purchaser. Motion carried 5-0.
C. 902 S. Main Street - Edwayne Samis and Tiny Free/en - Motion was
made to approve COA by Susan Scholz, seconded by Sharon Nabors.
Motion carried 5-0.

4. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article III of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:

Motion was made by Susan Scholz, seconded by Ann Rogers, to send all
except (K), 410 Fitzhugh, to the Building and Standards Commission for
demolition since they cannot be rehabilitated nor do they have significant
historical value. Motion carried 5-0.
Motion was made by Susan Scholz, seconded by Ann Rogers, to send (K) to
BSC for repair only. Motion carried 5-0.
5. Request items for future agendas. None.
6. Receipt of report from the Historic Preservation Officer. The HPO handed out
a report.
7. The meeting adjourned at 12:50 p.m.
