As a retired Chief of Police I fully understand the significance of selecting executive level personnel for an organization. My standards for excellence are very high and I use these same standards in recruiting and recommending executive level personnel. The introduction of a new city manager brings a new chapter in the life of the organization. What will history say? Will there be a legacy of success and a future that is bright? Well, it all depends on the person selected. I would expect your city manager to possess the highest of professional and ethical standards. This person should be a visionary, a person of action, proactive, understands management by walking around, understands the difference between management and leadership, and fully understands government funding requirements. I have done some research and it appears that the City of Paris has had some very divisive issues in the recent past. "Paris doesn't have a very good name around the state," Clark said. "News travels fast, especially in the electronic age." I have experience in the issues that divide municipalities. The City of Aransas Pass, where I reside, has had a recall election, one side against the other, very ugly politics. Politics of this nature that can cause such hurt and damage require a very special person that can facilitate renewed integrity, ethics, and a healing process. Large search firms charge high fees "Estimates from one manager search consulting group estimate costs at 33 percent of a first year manager's salary plus travel costs, a bill that could reach upwards of $40,000." The advantage I have over many firms is that I have been in involved in municipal government for thirty (30) years. I have worked with many city managers and have an understanding what qualities they should possess and what should be required of a person with such great responsibility. Page 1 of3 To accomplish this requires a selection process that intimately understands and assesses these qualities. The Keller Consulting Group has experience in selecting personnel that possess these qualities. For the selection process to be successful there must be a close working relationship with the client. This relationship must be grounded on open communication that ensures that there is a complete understanding of what the client is looking for. Once this dialogue has been established the selection process can proceed through the following phases: 1. Review current job description and make suggestions for changes. If no job description exists, assist client in creating a job description that encompasses the criteria established by client. 2. Establish a deadline for submission of resumes. 3. Advertising of position for City Manager. The ad will give the basic requirements, the deadline for submission of resumes, and contact information for the consultant. The candidates will have no contact with the client. They will communicate directly with the consultant thus eliminating any open records issues. a. Texas Municipal League (TML) magazine b. Texas City Managers Association (TCMA) c. Local and regional newspapers d. Any other applicable statewide resources. e. If the client would like to include a national search then the following would be utilized in conjunction with the above: i. National job related publications. ii. Any national associations iii. International City Managers Association (ICMA) 4. Once the deadline for submission of resumes has passed, the consultant will review and assess the resumes submitted, and provide feedback to City of Paris designated point of contact. The resumes will be reviewed to ensure that the candidates meet the minimum requirements as established by the client. 5. Make recommendation to the City of Paris as to what candidates should be invited to a formal interview. 6. Coordinate with the selected candidates and the client the date of interview and travel arrangements. 7. Assist in the creation of interview questions. 8. Facilitate the formal interview process with the client and candidates. 9. The Keller Consulting Group strongly recommends using an Assessment Center as the testing instrument.
