7. Citizens Forum.
(Citizens desiring to appear under this item must limit their presentation to
two (2) minutes in duration. Underthe Open Meetings law, because advance
notice of the subject matter of each presentation was not received in time to
appear on the agenda, City Council is limited in its response to referring the
matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City and individual personnel
appeals are not appropriate for Citizens Forum).
8. Consideration of and action on the following ordinances:
A. Revising Section 31-65 (b) of the Code of Ordinances of the City of
Paris and revising the Traffic Control Map to provide for stop signs at
the following locations:
Stop 44th St. SWat Bonham Street (US 82), stopping north-bound traffic.
Stop 11th St. NW at West Henderson, stopping north- and south-bound
traffic.
9. Consideration of and action on the following resolutions:
A. Ordering the regular municipal election for the City of Paris to be held
the 12th day of May, 2007, by the qualified voters of Districts 4,5, and
7 of the City of Paris.
B. Approving the exemption for the City's election precinct from the
bilingual requirement of the Texas Election Code.
C. Authorizing the granting of an easement to SBC/A T& T for upgrading
their current telecommunications facilities.
D. Approving and authorizing the execution of Addendum No. Three to the
lease between Archers for Christ and the City of Paris providing for the
addition of area 8-A of the Official Hunting Map for lake Crook to said
lease.
E. Amending the Official Hunting Map for lake Crook by adding Area 8-A
to the existing Archers for Christ Lease.

F. Accepting Grant Award for a Justice Assistance Grant Program (JAG)
grant for a Lamar County Felony Crimes Unit.
10. Discussion and possible action regarding additional funding for MIS Fiber
Project.
11. Discussion of Monthly Financial Report.
12. Recognition of the Certificate of Achievement for Excellence in Financial
Reporting awarded to the City of Paris and the Award of Financial Reporting
Achievement presented to W. E. Anderson, Director of Finance by the
Government Finance Officers Association of the United States and Canada.

A. Report by City Engineer regarding TxDOT plans to widen Hwy 271
South from Loop 286 to County Road 15400.
B. Report by City Engineer regarding Regional Mobile Authority.
C. Report by Director of Finance regarding ongoing attorney fees.
D. Report by Police Chief regarding update on CAD System at the Police
Department.
14. Convene in Executive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive advice of legal
counsel pertaining to pending or possible litigation and to receive advice of
legal counsel pursuant to the duty of an attorney to his client under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas,
regarding the following matters:
A. Billy C. Brown v. City of Paris, Historical Preservation Commission
and Thomas Haynes, Cause No. 4)04CV81, U.S. District Court-
Eastern District, Sherman Division.
15. Reconvene in Open Session to authorize further action on the part of the
City Attorney regarding those matters discussed in the Executive Session.
16. Consider and approve future events for City Council and/or City Staff
pursuant to Resolution No. 2004-081.
