Midcontinent Express Pipeline LLC (MEP), a joint venture between Kinder Morgan Energy
Partners, L.P. and Energy Transfer Partners, L.P., proposes to construct and operate a new 500-
mile natural gas pipeline system extending from the southeast comer of Oklahoma, across
northeast Texas, northern Louisiana and Mississippi, and into Alabama (see attached map). The
pipeline will link clean-burning natural gas supplies from Texas, Oklahoma and Arkansas with
customers along the route as well as to markets in the Midwest, Northeast and Southeast
through interconnections with existing pipeline systems.
MEP will provide a number of benefits, including:
. Economic stimulus, providing commerce for local businesses and creating jobs during
the permitting, construction and operation phases;
. Revenues for each county and parish from local property taxes paid by MEP;
. More secure energy supplies through greater access to environmentally friendly,
domestic natural gas; and
. Potentially more stable energy prices through better connections between natural gas
supply areas and markets, and a buffer for hurricane disruptions of coastal and offshore
supplies.
The pipeline will parallel existing pipeline or electric transmission right-of-ways where
possible to minimize disruption to the environment, communities and landowners. MEP is
committed to building and operating the pipeline in a safe and environmentally sensitive
manner, working closely with the landowners and communities along its route.
To prevent confusion, we would like to emphasize that the Midcontinent Express Pipeline is a
distinct project from other pipelines that are proposed along various sections of our anticipated
route, including the Gulf Crossing pipeline in Oklahoma, Texas and Louisiana; and Gulf
South's East Texas to Mississippi Expansion and its Southeast Expansion in Mississippi and
Alabama. These projects have different owners and serve different customers. In accordance
with Federal Energy Regulatory Commission guidelines, and to reduce the impact to the
environment, the MEP project is expected to follow similar routes to parallel existing corridors
where possible.

As an interstate natural gas transmISSIOn system, MEP will apply to the Federal Energy
Regulatory Commission (FERC) for a Certificate of Public Convenience and Necessity
authorizing construction and operation. Before submitting a certificate application to the FERC,
MEP will soon request the FERC Office of Energy Projects (OEP) to begin the National
Environmental Policy Act (NEPA) Pre-filing Review Process, designed to identify and address
local and environmental issues early in the development process. We hope you will take an
active part in the process and invite your input and questions. Our goal is to lay the foundation
for a long-term mutually beneficial relationship that will grow during planning and construction
and continue into decades of operation.
The attached fact sheet provides additional information on the project. More information on the

http://www.midcontinentexpress.com. which we will update regularly to report on our progress,
answer questions and address issues and concerns as they arise.
MEP representatives will begin contacting landowners for survey permission during January
and will be able to provide landowners with specific information about the survey process.
Additionally, MEP will host a series of open house meetings in communities along the pipeline
route this spring so community members can learn more about the project and ask questions
about routing, agricultural restoration, construction, environmental protection and safety. Our
goal is to have MEP delivering natural gas by early 2009.

MIDCONTINENT EXPRESS PIPELINE
The Midcontinent Express Pipeline (MEP) is a proposed SOO-mile natural gas
pipeline system that will extend from Oklahoma to Alabama.
. MEP will help meet future energy needs by adding to the nation's energy infrastructure
and limiting future hurricane-related natural gas service interruptions in the
marketplace.
. The project is a joint venture between Kinder Morgan Energy Partners, L.P. and Energy
Transfer Partners, L.P. Both companies have many years of experience designing,
building, owning and safely operating natural gas pipelines and facilities.
. The pipeline will have an initial capacity of 1.4 to 1.5 billion cubic feet per day-
enough natural gas to power more than 20,000 homes for a year.
. MEP will start near Bennington in southeast Oklahoma, travel across northeast Texas,
northern Louisiana and Mississippi, and end near Butler, Alabama.
MEP will be designed, built and operated in a safe and environmentally friendly
manner.
. MEP is committed to meeting or exceeding all safety guidelines during construction and
operation, including:
o Using high-quality steel and non-destructively testing all welds
o Testing the pipeline before operation using water at high pressure
o Installing automated mainline valves designed to close in an emergency
o Overseeing operations 24-7, 365 days a year
o Inspecting the line regularly both electronically and visually
o Protecting the line against corrosion
o Working closely with local emergency responders to plan for and practice
response techniques in the unlikely event of an incident
o Educating our neighbors along the pipeline about its operation through a
comprehensive public awareness program.
. MEP is committed to building and operating the pipeline to minimize environmental
impact by following strict federal, state and local guidelines.
. The project will parallel existing pipeline and transmission line corridors where possible
to minimize disruption to the land and to landowners.
. Once construction is complete, the pipeline will be buried underground and the land
above it restored to its original contour.
. Pipelines are by far the safest means of transporting natural gas according to the u.s.
Department of Transportation.
. Clean-burning natural gas is non-toxic, primarily comprised of methane. Lighter than
air, it dissipates quickly into the atmosphere.
MEP will provide economic benefits to the communities along its route.
. MEP will pay property taxes to local communities for the pipeline and related facilities.
. The project will bring jobs during permitting, construction and operation.
. Once construction begins, local businesses, including restaurants, hotels/motels and
retail stores, will see increased business.
. Providing a reliable energy source can spur local economic development.
