1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A. The following members were present:
Arvin Starrett, Chairman
Sharon Nabors
Susan Scholz, Secretary
Ann Rogers
Paul Denney, Vice-Chairman
Pike Burkhart
Alternate: Brian Wear
The following members were absent:
Nancy Partridge
Alternate: Vanessa Preston
B. Also present was Bethany Golden, Main Street Manager, and Kent
Mcllyar, City Attorney.
2. Approval of minutes from previous meetings. The Commission skipped the
minutes and went directly to agenda item 3-A.
3. Consideration of and action on the following Certificates of Appropriateness:
A. 824 S. Main Street. Mariano Sanchez · This item was tabled at the
January 29, 2007, special meeting of the Historic Preservation
Commission. Motion was made to remove this item from table by Ann
Rogers, seconded by Brian Wear. Motion carried 7-0.
Arvin Starrett declared the public hearing open for the proposed COA
for 824 S. Main Street. The following spoke in favor of the application:
Mr. Sanchez stated that the house is no longer for sale so he wants to
continue with the roof replacement.

Sybil Colson owns property directly behind Mr. Sanchez. She spoke in
favor of Mr. Sanchez's application. She has a metal roof and other
houses have metals roves in the historic district. She stated that it
would not hurt the value of the property and he should be allowed to
have the roof.
Karen Lodes, 840 S. Main Street, wants something done. Plastic has
been on the roof for two years and she is tired of plastic and debris
flying about the yard.
Arvin Starrett asked if anyone was present to speak in opposition of the
application for a metal roof. Susan Scholz read a letter from
"Concerned Citizens of the Church Street Historic District" opposing
the metal roof.
With no other opposition, the public hearing was closed at 12:05 p.m.
Arvin Starrett reminded HPC members that they are here to make a
decision on the appropriateness of the roof only. Mr. Starrett stated
that the metal roof was not appropriate and did not meet HPC
standards and guidelines previously set down. A motion was made to
deny the COA by Pike Burkhart, seconded by Susan Scholz. Motion
carried 7-0.
B. 1031 S. Church Street- Warren ToddMiller-Chairman Starrett declared
the public hearing open. Mr. Miller stated he wants to demolish garage.
He stated that the structure is in danger of falling in. No other people
requested to speak. .
Mr. Starrett stated he had seen the structure and believed it be a
dangerous structure. A motion was made to approve the COA by Ann
Rogers, seconded by Susan Scholz. Motion carried 7-0. .
4. Receipt of report from the Historic Preservation Officer. Due to the absence
of the HPO because of illness, there was no report.
5. Request items for future agendas. None
6. The meeting adjourned at 12:15 p.m.
