RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AWARDING THE BID FOR THE PURCHASE OF FOUR (4)
BATTERY POWERED HYDRAULIC LIFT AMBULANCE STRETCHERS
FOR CITY'S EMERGENCY MEDICAL SERVICES DEPARTMENT;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore on the 25th day of
September, 2006, in Ordinance No. 2006-_ authorize the City staff to advertise for bids for
four (4) battery powered hydraulic lift ambulance stretchers for the City's Emergency Medical
Services Department, which bids were received until 3:00 o'clock p.m., Tuesday, March 20,
2007; and,
WHEREAS, the best bid for the stretchers was made by the Stryker Corporation, 3800
East Centre Ave., Portage Michigan 49002, and it should be awarded the bid for such stretchers
and optional equipment;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That the bid of the Stryker Corporation, for furnishing four (4) Stryker Model
6500 Power-Pro Stretchers with Dual Wheel Locks and Equipment Hooks in the amount of
$39,976.00, is hereby accepted as the lowest responsible bid which provides the best value to
the City (see Bid Tabulation attached hereto as Exhibit A), and the contract is hereby awarded
to Stryker Corporation for these goods in the amount stated herein.
Section 5. That this resolution shall be effective from and after the date of passage.

Sir:
Advertisements for the furnishing and delivery of four (4) battery powered hydraulic lift
ambulance stretchers were published on March 04 and 11,2007. Bid specifications
were available for pick up at City Hall.
Four (4) sets of bid specifications were mailed out. Sealed bids were received from
three (3) vendors. Bids were publicly opened on March 20th, 2007 at 3:00 PM.
Recommendation:
It is recommended that Stryker Corporation, 3800 East Centre Ave, Portage MI 49002
be awarded the bid to furnish and deliver four (4) Stryker Power-Pro Model 6500
Ambulance Stretchers. The Model 6500 is equipped with a battery charger and two (2)
batteries as standard equipment. Optional equipment to be included is the Dual Wheel
Lock and Equipment Hook.

Acct# 01-1002-54-00 has $38,000 budgeted for this purchase. It is my request to
overspend this account by $1,976. It is my intention to offset this additional expense

budget. These stretchers are necessary and vital to our risk management strategies.

LEGAL NOTICE
The City of Paris will receive sealed bids at the office of the City Manager, P.O. Box 9037, Paris,
Texas 75461-9037, for the furnishing and delivery of four (4) battery powered hydraulic lift
ambulance stretchers and all specified components. The contract may be awarded either to the
lowest responsible bidder or to the bidder who provides goods or services at the best value for
the City of Paris. In determining best value for the City, importance shall be placed on price,
provision of the exact equipment specified, warranty and maintenance, and some importance
being placed on a reasonable delivery date.
Bids will be received until 3 :00 p.m., Tuesday, March 20, 2007 at which time bids will be
opened, tabulated, and referred to the City Council for consideration at the Council meeting to be
held Monday, March 26,2007, starting at 6:00 PM.
Specifications and bid forms may be obtained in the office of the City Manager, 135 S.E. 1 st
Street, Paris, Texas.
Each bid shall be accompanied by full literature which fully describes the equipment, complete
information for warranty and maintenance.
Those submitting bids are notified of city exemption from otherwise applicable sales and excise
taxes.
The City of Paris reserves the right to reject any or all bids and to award totally or separately as
may be advantageous to the City.

NOTICE TO BIDDERS

Sealed bids shall be addressed to the Honorable Mayor and City Council, c/o Office of the City
Manager, P.O. Box 9037, Paris, Texas 75461-9037.
No bid shall be received later than 3:00 P.M., Tuesday, March 20,2007, at which time bids
received shall be publicly opened, tabulated and announced.
Bids will then be referred to the Mayor and City Council for consideration during the regular
council session on Monday, March 26,2007 starting at 6:00 P.M.
All bidders are requested to use the attached form in submitting their total quotes. If explanation
or additional room is needed, please use company letterhead and attach to our form. NO
EXCEPTIONS. Managers are urged to attach a business card to their bid form or fill out the
requested company information.
The contract may be awarded either to the lowest responsible bidder or to the bidder who
provides goods or services at the best value for the City of Paris. In determining best value for

Payment shall be made in full within fifteen (15) days after the stretcher is received and approved
and invoices for same have been furnished.

These stretchers have been continuously maintained by EMSAR. These stretchers are
available for inspection at the Paris EMS Transfer Station, 2460 Lamar Avenue, Paris, Texas
