MINUTES OF THE REGULAR MEETING
OF THE
BUILDING AND STANDARDS COMMISSION
MONDAY, FEBRUARY 19, 2007
4:00 O'CLOCK P.M.
1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00
P.M.
Roll was called.
A. The following members were present:
Chad Brown
Lucius Joe, Jr.
David Nabors

Stephen Brown, Alternate
B. The following members were absent:
Brad Archer
Mary Crumpler
Harrell Tippitt
Chris Brown, Alternate
Zach Saffle, Alternate
Scott Scholz, Alternate
In the absence of Brad Archer, the Chainnan appointed Lucius Joe, Jr. as Acting Secretary
for the meeting. The Chainnan also stated that alternates would be acting in a voting
capacity for the purpose of the meeting.
2. Approval of Minutes of previous meeting:
A motion was made by David Nabors, seconded by Stephen Brown, to approve the meeting
minutes for December 18, 2006. The motion carried 5-0.
3. Public Hearing to consider presentations by City of Paris Code Inspeetors and owner( s)
and/or lien holder(s) ofthe below properties who have been given notice of a violation
of Article III of Chapter 7 of the Code ofOrdinances of the City of Paris, Paris, Texas,
entitled "Substandard and Dangerous Buildings and Structures":
C. 525 8'b Street S.E.; Lot I, City Block ll3 . John Bell stated that this property,
located across from Heritage Nursing Home, is under contract for sale to them and
will be used for parking. He requested a zoning change at next P & Z meeting in
l'"- '.
March. Lucius Joe stated he had no trouble with time and asked if building was
secured. John Bell stated he needs 90 days, and the building will be taken down
regardless of P & Z outcome, he also stated that the building will be secured this
week. Motion was made by David Nabors, seconded by Vicki Ballard, to allow 10
days to secure the property and 90 days to repair or demolish. If the repairs are not
made within the 90 days, the City will demolish, with a $1,000 per day civil penalty.
Motion carried unanimously.
D. 106 12tb Street N.E.; Lot 2, City Block 32-E - Michael King, Petty, Texas, owner
of the property, stated that he has potential buyer for the lot who will demolish the
house. He stated that one window is open and the doors are locked and 90 days will
give him time to sell, repair, or demolish. Motion was made by David Nabors,
seconded by Lucius Joe, to allow 7 days to secure the property and 30 days to repair
or demolish. If the property is not secured, the City may secure, with a $1,000 per
day civil penalty. Motion carried unanimously.
H. 810 12tb Street S.E.; Lot 2, City Block 113-B - Ken Meeske, 93 CR 34750 stated
building should be down by March 31 or 45 days. Motion was made by Chad
Brown, seconded by David Nabors to allow 45 days to demolish. If the property is
not demolished within 45 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
J. 395 29tb Street N.E.; Springlake Addition, Lot Pt of 1, Block 4 _ Benton Moss,
Blossom, Texas stated he had boarded up windows and closed door. Mr. Moss stated
he needed 60 to 90 day to repair. Motion was made by Chad Brown, seconded by
David Nabors, to allow 90 days to repair. Motion carried unanimously.
R. 1400 Block of W. Washington; Lot 11, City Block 154-A _ Monte Moore, 250
Sugar Hill Rd., stated metal barn will be torn down. The barn to be town down is in
low area and it is stilI wet, so 30 days might be tight to get it demolish. Second barn
is structurally sound will patch and repair. Motion made by Chad Brown, seconded
by Lucius Joe to allow 90 days to repair. Motion carried unanimously.
A. 64511 th Street N.W.; Lot 27 & -12' of28, City Block 84 - Motion was made by
David Nabors, seconded by Lucius Joe to allow 30 days to demolish. If the property
is not demolished within 30 days, the City may demolish, with a $1 ,000 per day civil
penalty. Motion carried unanimously.
B. 714 Cedar Street; Gibbons Park Addition, Lot 5, Block 6 - Motion was made by
David Nabors, seconded Chad Brown to allow 30 days to demolish. If the property
is not demolished within 30 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
E. 1358 E. Price Street; Lot 11, City Block 33-A - Motion was made by Lucius Joe,
seconded by David Nabors, to allow 30 days to demolish. If the property is not

demolished within 30 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
F. 1076 8th Street N.E.; Fitzhugh Addition, Lot W 75' of 8, Block 2 _ Motion was
made by Chad Brown, seconded by Stephen Brown, to allow 30 days to demolish.
If the property is not demolished within 30 days, the City may demolish, with a
$1,000 per day civil penalty. Motion carried unanimously.
G. 505 Fitzhugh Street; Lot 8 City Block 8 - Motion was made by David Nabors,
seconded by Chad Brown, to allow 30 days to demolish. If the property is not
demolished within 30 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
I. 345 29th Street N.E.; Springlake Addition, Lot 1, Block 5 - Motion was made by
Stephen Brown, seconded by Lucius Joe, to allow 30 days to demolish. If the
property is not demolished within 30 days, the City may demolish, with a $ I ,000 per
day civil penalty. Motion carried unanimously.
K. 410 Fitzhugh Street; Lot 5, City Block 66-A - Motion was made by David Nabors,
seconded by Lucius Joe, to allow 30 days to repair. If the property is not repaired
within 30 days, the City may make necessary repairs, with a $1,000 per day civil
penalty. Motion carried unanimously.
L. 946 Graham Street; Lot 8, City Block 51-C - Motion was made by Lucius Joe,
seconded by Chad Brown, to allow 30 days to demolish. If the property is not
demolished within 30 days, the City may demolish, with a $ I ,000 per day civil
penalty. Motion carried unanimously.
M. 1031 9th Street N.W.; E S Conner Addition, Lot 34, Block 1 _ Motion was made
by Chad Brown, seconded by Lucius Joe to allow 30 days to demolish. If the
property is not demolished within 30 days, the City may demolish, with a $1,000 per
day civil penalty. Motion carried unanimously.
N. 67413th Street N.W.; Lot 16, City Block 84 - Motion was made by David Nabors,
seconded by Lucius Joe to allow 30 days to demolish. If the property is not
demolished within 30 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
o. 3220 Lamar Avenue; Lot 2, City Block 289 - Motion was made by Chad Brown,
seconded by David Nabors to allow 90 days to demolish. If the property is not
demolished within 90 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
P. 2925 Lamar Avenue; Lot 7, City Block 286 - Motion was made by Lucius Joe,
seconded by David Nabors to allow 60 days to demolish. If the property is not
demolished within 60 days, the City may demolish, with a $1,000 per day civil
penalty. Motion carried unanimously.
Q. 35110th Street N.E.; Lot 8, City Block 67-A - Motion was made by Stephen Brown,
seconded by Lucius Joe to allow 30 days to demolish. If the property is not
demolished in 30 days, the City may demolish, with a $1,000 per day civil penalty.
Motion carried unanimously.
4. Status report related to properties on which the Commission has previously issued
orders. Lisa Wright advised that there have been demolitions within the past week, and she
will update the report.
