RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPROVING AN APPLICATION FORAN AUTOMOBILE THEFT
PREVENTION GRANT; AUTHORIZING THE EXECUTION OF ANY AND
ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing a grant
application for the Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft
Task Force" project beginning September 1,2007, and ending August 31, 2008, in the amount of
$103,326.00, with $61,402.00 to be provided by the City of Paris in the form of cash and $20,100.00
in the form of in-kind services for continuation of our existing Auto Theft Task Force; and,
WHEREAS, said grant application also includes a supplement program to fund the Auto
Theft Prevention Authority (A TP A) for investigating burglaries of motor vehicles in the amount of
$198,262.00 with no match or in-kind services from the City of Paris; and,
WHEREAS, the City Council desires to authorize the Mayor, City Manager, Police Chief,
and other appropriate City staff to accept and implement said grant (if same is received) without
further action of City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That an application to the Texas Automobile Theft Prevention Authority for an
Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project
beginning September 1,2007, and ending August 31, 2008, in the amount of $103,326.00, being
approximately 56% of the estimated cost of the Automobile Theft Prevention Program, with
$61,402.00 to be provided by the City of Paris in the form of cash and $20,100.00 in the form of in-
kind services, and the new program of$198,262.00 with no match or in-kind services from the City
of Paris, be, and the same is hereby, in all things approved.

Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official
of said project and is authorized and directed to execute, on behalf of the City of Paris, an application
for said grant.
Section 4. That the Police Chief be, and he is hereby, appointed as Project Director and is
hereby authorized to execute and deliver, on behalf of the City of Paris , all reports, communications,
assurances, and documents necessary for the completion of said project.
Section s. That the Director of Finance be, and he is hereby, authorized and directed to serve
as the Financial Officer for said project and to receive and distribute funds for purposes of the
Automobile Theft Prevention Program.
Section 6. That the Mayor, City Manager, Police Chief, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and all
documents necessary for acceptance and implementation of said grant upon notice of award thereof
by the Texas Automobile Theft Prevention Authority, under the terms and conditions and in the
forms approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for
the purposes stated herein and in accordance with the grant conditions.
Section 7. That this resolution shall be effective from and after its date of passage.

The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ATPA, in
September 1994. The Task Force assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins,
Titus, Grayson, Hunt, and Bowie Counties and Southeastern Oklahoma. We cover approximately 8,000
square miles with a population of about 500,000. The main goal each year is to reduce the auto theft rate
in our area and to educate law enforcement personnel and the public in northeast Texas. We accomplish
these goals by inspecting salvage yards, automobile dealers, and repair shops to deter commercial theft
and by working hand in hand with the Texas Department of Public Safety MVTS and all agencies in our
area. Our two investigators use 100% of their time to combat auto theft and other related crimes, and we
work closely with the Tax Assessors in all cooperating counties to help prevent auto theft, title fraud, and
other document fraud. The Task Force also gathers intelligence about theft rings by holding intelligence
meetings with local agencies. The Task Force sergeant will meet at least monthly with the Chief of Police
and the County Attorney to evaluate the program.

DETECTIVE SERGEANT
The Detective Sergeant will be in charge of the day-to-day operations of the Auto Theft Task Force
and shall be subject to the supervision of the Chief of Police, Paris, Texas, and be subject to such orders
as the Chief of Police may prescribe, not inconsistent with the laws of the State of Texas or the mandates
of the Texas Auto Theft Prevention Authority.
He shall devote his full time to his official duties unless granted leave by the Chief of Police. His
responsibilities shall be:
1} Supervise the Task Force in all its operations.
2} Keep the proper records and be responsible for the maintenance of all reports to the State
of Texas and Chief of Police.
3} Work with every responsible, legitimate group or agency in a cooperative effort to prevent
auto theft by educating the public and officers.
4} Work diligently and relentlessly in the investigation of and pursuit of all crimes involving the
theft of automobiles.
5} Enforce all laws relating to the theft of automobiles.
6) Assist in the prosecution of all those charged with the crime of auto theft or other related
crimes.

The travel policy for the City of Paris, which will be the policy for the Auto Theft Prevention Task Force, is
as follows:

We sent two (2) officers to ATPA Administration Workshop in Dallas. The estimated cost of that trip was

Prevention Authority. Estimated expenses are $2,000.00.
We plan to attend and, if necessary, present our grant application to the Texas Automobile Theft
Prevention Authority Board at the appropriate meeting. Estimated expenses are $900.00.
We plan to send two Investigators to the ATPA Annual Conference. Estimated expenses are $1,600.00.

REQUIRED NARRATIVE: Briefly describe the basis for arriving at the cost of each line item AND THE
USE OF EACH ITEM.
(A) Two (2) vehicles will be purchased at a value of $21,000.00 each, at a total cost of $42,000.00.
(B) Monthly gasoline costs are estimated to be $833 for both vehicles, or $10,000 annually.
(C) Insurance and liability fees for two (2) vehicles are estimated to be $1,200 annually.
(D) The two officers assigned to the Task Force will receive $750.00 each annually for clothing
allowances, or $1,500.00 annually.
(E) Office supplies include ink pens, typewriter ribbons, correction tape, note pads, letterheads, business
cards, computer paper, etc. The annual cost of these items is estimated to be $500 annually.
(F) The Mobile phone charges are estimated to be $100 per month, or $1,200 annually.
(G) Postage is estimated to be $50 per year.
(H) Film developing for two (2) rolls per week is estimated to cost $500 annually.
(I) Telephone expenses (in-house) at the Police Department are estimated to be $1,700.
(J) Office expenses and utilities are estimated to be $333 per month, or $4,000 annually.

PROGRAM NARRATIVE

I. To be considered for funding, a proposed grant project:
1. Must address a problem that is clearly identified, is measurable and is supported by relevant
statistical evidence;
2. Must minimize duplication or overlapping of existing programs;
3. Must have a design wherein the activities and goals are realistic and attainable;
4. Preferably should, but is not required to, be innovative in its concepti design/operation; (a project is
considered innovative if it provides a new and different strategy or approach that prevents, deters,
intervenes, or stops a criminal act from occurring);
5. Must have a cost structure which is realistic when compared to its goals;
6. Must cooperate and coordinate its activities with other appropriate agencies/projects;
7. Must in~lude measures to assure that it demonstrates cross-cultural awareness in all project activities
and in its staffing and training; and
8. Must include a proposed evaluation design that provides relevant data to measure the effectiveness
of the project and a plan for performing such evaluation.
II. Accordingly, the Program Narrative must present the information by which the eligibility and merit
of the project can be assessed. Applications will be scored and ranked numerically, for funding
consideration, according to the congruence of the project with the criteria stated above. At a
minimum, the five sections of the Program Narrative must include the following information:
1. PROBLEM STATEMENT & HISTORICAL INFORMATION: (Please limit information to 2 pgs)
· Provide an assessment of the auto theft problem in the areas of coverage and what efforts have been
undertaken to address it.
a. Describe and document trends of the problem and the need that makes this grant necessary.

b. Identify the target population and the geographic target area.
c. Describe existing activities that address the problem.
d. Describe the extent to which this project will duplicate or overlap existing activities, and why that (if
any) is necessary.

PROGRAM NARRATIVE
1. Problem Statement and Historical Information (See Instructions on page 17)
The City of Paris received a grant from the ATPA thirteen years ago to form the Northeast Texas Auto Theft Task Force. Our
program began covering only Lamar and the surrounding counties, but now we have a coverage area which includes twelve
counties in northeast Texas, covering 8,000 squares miles with a population of approximately 500,000. When requested, we also
assist in Bowie, Hunt, Grayson, and Camp Counties. There are approximately 500,000 vehicles registered in our coverage area.
The populations of Delta and Fannin Counties continue to grow due to the exodus of people from the Dallas-Ft. Worth Metroplex,
and Hopkins Country has reported that they, too, have seen a slight increase in their population. We do not have current census
figures; however, the Delta County Tax Assessor has advised that she has seen an increase of apprOXimately 3%, and the Fannin
County Tax Assessor has seen an increase of about 10% on top of the 40-60% increase recorded last year. There is an overall
population increase in our coverage area of about 5%, which translates to an increase in the number of vehicles registered by
approximately 25,000.
The Task Force consists of one sergeant and one investigator who each spend 100% of their time investigating auto theft and
other related crimes. About two years ago, we initiated an inspection program in Fannin County whereby individuals bring their
vehicles to the Tax-Assessor's office on Thursday mornings. Based upon recent UCR statistics, Paris and Lamar County have
had approximately 59 auto thefts from 2006 to the present. This represents a decrease of 125 from this same period in 2006,
which is a 47% decrease. We believe the inspection program coupled with more education for both officers and the public is a
key to this decrease. Coordinating investigations with DPS, all agencies within our area, agencies in the Dallas-Ft. Worth area,
NICB, East Texas ATTF, North Texas ATTF, OSBI, FBI, TxDOT Titles & Registrations, all Tax Assessors, US Postal Service, ATF,
and all County and District attorneys has also attributed greatly to this decline in thefts.
We had scheduled two patrol officers' training classes for the September-October time periOd with the East Texas Police
Academy; however, the Academy canceled the classes. We did, however, present one class in August 2006 at which 18 students
attended. Although we did not charge for the schools, we have had difficulty gaining attendance from the smaller agencies
because of both the lack of officers necessary to cover those in attendance and the overtime for officers covering for the
attendees. We have also assisted the DPS with classes for the Texarkana P.O. Police Academy.
COVERAGE AREA: Delta, Fannin, Franklin, Hopkins, Lamar, Red River, Titus
ASSISTANCE TO COUNTIES: Bowie, Camp, Grayson, Hunt, and Morris
There were about 564 auto thefts this year in our area. Although there was a decrease in some counties, there was an increase in
others. The Texas DPS MVTS and our two Task Force officers are the only full-time auto theft investigators in the northeast
Texas area; therefore, the coordination of efforts with all agencies is essential.
As stated earlier, we had scheduled three classes with the East Texas Police Academy; however, two were canceled and we have
not been able to schedule additional classes at this time.
The Northeast Texas Auto Theft Task Force is the only ATPA grant program in northeast Texas.
Historical Information
The Northeast Texas Auto Theft Task force has two officers from the Paris Police Department assigned to the grant program. The
Sergeant and Investigator spend 100% of their time investigating auto thefts and other auto related crimes. The program is in the
thirteenth year and assists with such crimes in twelve counties.

The Northeast Texas Auto Theft Task Force will work diligently to reduce the burglary of motor vehicles rate in our twelve county
area by assigning two officers requested herein who will utilize 100% of their time to reduce the BMV rate by five percent (5%).
There were approximately 1,800 BMVs in our coverage area last yea, resulting in a total loss was $762,000, which is an average of
$423.00 per BMV. This does figure not include the damage repair cost on all cases. The officers assigned to this program will
coordinate all efforts with the necessary agencies when investigating a case, using covert and overt operations to accomplish
program goals. Bait cars will possibly be used in some investigations.
The Northeast Texas ATTF has past experience working BMVs. The Paris P.O. was having approximately 40 BMVs per night, and
we coordinated our efforts with investigators from the Lamar County S.O., resulting in the arrest of thirteen suspects and
clearing numerous cases, including vehicle thefts. There were five officers working twenty-four hours a day for several days to
accomplish this. In checking the daily police reports from Paris, we found that, until these suspects were released on bond,
there was not a single BMV in the identified area.
Through the program proposed herein, our goal is to reduce the BMV rate using the following methods:
· Obtain and develop information on BMVs
· Identify and arrest offenders
· Interview offenders and witnesses
· Present cases to D.A. and assist with prosecution
· Check with agencies for daily BMV reports
· Determine problem areas by coordinating efforts with all divisions
· Communicate with Pawn Details to determine possible leads to offenders
· Use covert and overt operations
· Educate the public and officers on ways to prevent BMVs
The Northeast Texas ATTF would use public presentations to civic groups, officers, and media to make the public aware of ways
in which they could help prevent BMVs.
The goals of the Northeast Texas A TTF are:
· Reduce BMV by 5% in our coverage area
· Present public awareness programs in our area
· Educate law enforcement of ways to prevent BMVs
· Have weekly meetings with necessary Divisions to determine problem areas

All agencies in our coverage area have contact numbers for the Task Force officers. This way, our officers are able to be in
contact with the agencies either day or night, as needed. The investigators and patrol officers of the agencies utilize our officers
to assist in everyway necessary, twenty-four hours a day. In fact, all divisions of State, Local, N.I.C.B., F.B.I., or out of state
agencies know they can call us whenever needed. The wonderful working relationship we have with these people is the main
reason we area able operate as effectively as we do, because we could not operate without the assistance of the D.P.S. Motor
Vehicle Theft Service Sergeants assigned to our area.
Our officers are also trained in cultural-diversity classes as mandated by law.
The Northeast Texas ATTF spends 100% of its time investigating auto thefts or related crimes. Our Task Force scheduled three
officer training classes this year for our area, and we assisted in two classes at the Texarkana Police Academy. We also had a
public awareness booth at the county fair, car show, and National Night Out.
Functions of Sianificant Personnel Involved
The Sergeant is responsible for the daily operation of the Task Force, administrative records, salvage inspections, dealer
inspections, TxDOT 68A inspections, and investigation of cases assigned to the Task Force. Public awareness and training is
coordinated through the Sergeant.
The Investigator assigned to the Task Force is responsible for the cases assigned to him, salvage inspections, dealer
inspections, TxDOT 68A inspections, and assists in public awareness.

3. Functions of the Proposed Project (See Instructions on page 18)
The Northeast Texas Auto Theft Task Force has a coverage area of twelve counties that cover 8,000 square miles, which is most
of northeast Texas. The Task Force officers handle all auto thefts and related crimes, whether covert or overt. The Task Force
performs salvage yard inspections, inspections of car dealers, repair shops, and scrap metal yards. In fact, a new problem that
has arisen recently is vehicles being stolen and sold to scrap yards, not salvage yards, and it has been a chore regulating these
businesses and training them about what has to be documented. However, by doing this, it has helped to prevent some thefts of
older vehicles and other related crimes such as parts thefts. We also perform all TxDOT 68A inspections. These inspections
help in preventing auto theft and other related crimes. The sergeant keeps daily assignment records that include type of case,
property involved, disposition of case, what is recovered, the value of recovery, and the type of arrest that is made. All
inspections are documented. We use these records to complete quarterly reports. The sergeant meets at least weekly with the
Paris Police Chief and the Lamar County Sheriff, and he meets at least monthly with the Sheriff's of Delta, Fannin, Franklin,
Hopkins, and Red River Counties. He meets with the Prosecutors when necessary.
Our goal is always to reduce auto theft in our area.

4. Proposed Evaluation Design (See Instructions on page 18)
The Task Force sergeant will meet monthly with the Chiefs of Police, Sheriffs, and Prosecutors in the coverage area in an effort
to provide ongoing evaluation of the program. The statistical data used for the evaluation is as follows:
1) Number of auto theft cases
2) Number of auto theft related cases
3) Number of auto theft cases presented to and accepted by the prosecutor of each county
4) Number of seizure cases
5) Number of vehicles, parts, or other property that is recovered
6) Number of salvage yards, car dealers, and repair shops inspected
7) Number of vehicles inspected
8) Number of training classes presented to officers
9) Number of agencies assisted
10) Number of public awareness presentations
The Task Force members meet weekly with the Criminal Investigation Divisions of agencies in our coverage area. The targeted
areas for investigations are determined at these meetings.

2. A grantee and subgrantee must comply with Texas Government Code, Chapter 573, by
ensuring that no officer, employee, or member of the applicant's governing body or of the
applicant's contractor shall vote or confirm the employment of any persons related within the
second degree of affinity or the third degree of consanguinity to any member of the
governing body or to any other officer or employee authorized to employ or supervise such
person. This prohibition shall not prohibit the employment of a person who shall have been
continuously employed for a period of two years, or such period stipulated by local law, prior
to the election or appointment of the officer, employee, or governing body member related to

8. When incorporated into a grant award or contract, these standards assurances contained in
the application package become terms or conditions for receipt of grant funds. Administering
state agencies and local subrecipients shall maintain an appropriate contact administration
system to insure that all terms, conditions, and specifications are met. (See Section _.36
for additional guidance on contract provisions.)
9. A grantee and subgrantee must comply with the Texas Family Code, Section '261.1 01 which
requires reporting of all suspected cases of child abuse to local law enforcement authorities
and to the Texas Department of Child Protective and Regulatory Services. Grantees and
subgrantees shall also ensure that all program personnel are properly trained and aware of
this requirement.
10. Grantees andsubgrantees will comply with all federal statutes relating to nondiscrimination.
These include but are not limited to: (a) Title VI of the Civil Rights Act of 1964 (P.L. 88-352)
which prohibits discrimination on the basis of race, color or national origin; (b) Title IX of the
Education Amendments of 1972, as amended (20 U.S.C. ~~ 1681-1683, and 1685-1686), which
prohibits discrimination on the basis of sex; (c) Section 504 of the Rehabilitation Act of 1973,

provisions of the Federal Fair Labor Standards Act and the Intergovernmental Personnel Act

Environmental Protections Agency's (EPA) list of Violating Facilities and that it will notify the
