dependability of the entire project. There are six main

The core application that makes computer aided dispatch,
automated vehicle locator, and police records management possible is
the CIS CAD Interface. This application consists of the data
processing module, the mobile data conversion module, the data entry
interface and the Texas TLETS interface. This software, provided by
CIS Inc. was chosen for not only its records management system, but
for its seamless alignment with our enhanced 911 system and
automated vehicle locating system, which automatically selects which
unit is closest to the call.

· Computer Information Systems Inc. (CIS) was founded in 1985 by Maxine
and Art Y efsky and was incorporated in Illinois in 1987. CIS' sole owner is
its president and CEO, Art Yefsky.

Mobile Systems proposed for the Paris Police
Department and all emergency services. It will
automatically provide the Texas TIBRS or UCR
reports as well. It has the capacity for virtually
unlimited growth. CIS delivers and maintains its

The server operating system, for which the CIS software will run
under is Microsoft Windows Server 2003 R2. This robust operating
system is the industry standard for controlling software applications and
security. This is the standard server operating system chosen by the City
of Paris. And with our Enterprise Agreement with Microsoft and Software
Assurance programs, future upgrades and support are included at no
additional costs.

Other software such as Crystal Reports, Citrix, and Symantec Enterprise
AV will serve as support applications to enhance the database efficiency. Our
Acronis Enterprise backup solution will "mirror image" the servers at night via
fiber optics to the 3500 Gigabyte SAN Server. Field laptops will be using the
CSI Mobile interface and GPS technology under Microsoft Windows XP

The initial concept of the CAD / Records / Mobile System was to interface with
existing EMS and fire department software. EMS software is up to date and meets
the needs of the EMS department. The Fire Reports software currently in use by
the fire department was found lacking in meeting the needs of the fire department,
now or in the future. A decision was made to move the fire department to the
more widely used and significantly better Firehouse Software. The Firehouse
software application, while not part of the CAD interface, has mobile accessible
applications that provide the Fire dept with field accessible data that is now only
available in print, or not at all. Modules such as occupancy contacts, building
information, required water hydrant flow, technical information/alerts (preplans),
inspections, chemicals, onsite materials, associated hydrants, and hazardous
materials are integrated into the user interface. Dispatch data from the CIS CAD
can be downloaded in real-time, as well as AVL and GPS location data.

The hardware design is composed of three parts: The servers to
hold and process the data, the wireless infrastructure "medium" to distribute
it, and the field base laptops to receive and send the relevant information.
This Client-Server based topology provides the highest reliability of data
security and redundant backup available.
The core of the CAD data center, located at the Police Department, is
four Dell Poweredge 2950 Servers. These powerful servers offer dual quad-
core processors (8 CPU's) each, and 4 or 8 Gb of RAM. With redundant
power supplies and RAID 10 hard drive configurations, they are the most
reliable servers on the market. These servers will be on 24 hour battery
backup for maximum availability.

Hardware Design cont
The data will be backed up to an EMC Storage Area Network
(SAN) via fiber optic cable at speeds up to 4Gps - on-site initially, but
eventually moving off site to a secure location. These rack mounted
servers will be in a temperature controlled data center, and secured
by hardware and software locks. The data stored and processed on
these servers will be sent via 128-bit AES Encryption plus user
authentication to the field components by a high-speed proprietary
wireless network.

The next component is the field based units; generally computer laptops,
but may also be palm based devices, as well as cameras. These laptops will be
mounted inside the patrol units, ambulances and fire engines. Mounted directly
to the floor or dash by special mounting hardware, the laptops will be hard-wired
into the vehicles electrical system and power protected by vehicle "charge-
guards" to prevent overcharging and draining of the vehicles battery. This
laptop will provide the dispatch "interface" to the same server that the actual
dispatchers are using - therefore call information such as address, scene security
issues, suspect information, patient condition and assessment, and hydrant
locations, will now be sent directly to the units, and NOT over the voice radio.
This provides for improved privacy for crime victims or HIPPA protected medical
patients, as well as more reliable information for first responders and emergency
personnel for their security. This alone will greatly increase the efficiency of
dispatching emergency calls.

Wireless Solutions Examined
The wireless (mobile data) infrastructure is an integral part of the
project. No amount of hardware and software data can be useful if it doesn't
get to the emergency workers that need it. Many topologies and mediums
were considered. These include Cellular Air Cards, UHF Data Radio, Fire-Tide
Mesh, Motorola Canopy Mesh, and GE MDS 900 Mercury Network. Staff made
site visits at San Marcus, Wiley, Mt. Pleasant, and talked with many other cities
regarding their current wireless mobile network infrastructure.

will be connected to the cities network backbone via buried Fiber
Optic Cable or Motorola Wireless Backhauls, using the 4.9 GHz
Emergency Services band. All data will be encrypted at 128-bit AES
and authenticated both by user authentication and MAC address
authentication. This is NOT a citywide wireless internet service, but
rather a secured mobile data network for emergency services.

This is a map of the expected coverage at -85dbi of the mobile data
infrastructure using the Mercury 900 Wireless Bridge Radios. While this area
will have the highest rate of connectivity, the actual coverage will extend to a
larger area, but at a slower data rate.

With multiple vehicles and multiple personnel - constantly in
motion while driving - getting the data to follow - seamlessly _
this is where the magic begins. The Netmotion Wireless Interface
application is designed specifically to talk to the data radios and
access points directly, acting as a "data buffer" to the laptop. As
one unit moves from the east side of town to the west, the data
stream from one access point is "handed off" to the next access
point without any loss of connection or information. This is what
make all of the other applications come together at one point of
delivery - the person who needs it!

Conclusion
This project obviously entails a large investment of time, money and
resources. The staff recommendation on CIS software, FireHouse Software, other
required software, hardware design and MDS mobile infrastructure is made due to
our belief that this is a long term solution with best practices and will provide other
city services the ability to join the mobile network to increase their effectiveness.
We have adopted that perspective in planning this project, looking toward the
future instead of what will just get us by for today.
The returns on the investment are expected to make all emergency
services more efficient and effective in these areas:
Faster and more complete information sharing for officers to solve crimes
More efficient dispatching of emergency service units to calls for service
Ending redundant data input
More effective use of personnel
Dispatchers become more efficient and effective
More Information available for dispatchers and responding units

Our initial estimates of $440,000 were for the CAD Only software, a single
hardware server and UHF radio mobile infrastructure. In the process of examining
all of our needs we found the fire department software needed replacing, the
mobile data solution did not have the speed or capabilities we needed, and that the
software would need hardware that was more capable of handling the demands.
In being diligent in asking for what we consider a "one-time" request, we
wanted long term service, expansion ability without having to re-engineer the
system, covering all of the bases, with no surprises and no built-in obsolescence.
