REGULAR MEETING
OF THE CITY COUNCIL, CITY OF PARIS
May 21,2007
The City Council of the City of Paris met for a regular session at 6:00 P. M. Monday, May
21,2007, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas.
Present: Mayor: Jesse James Freelen
Council Members: Will Biard; Mary Ann Fisher; Don Wilson;
Stephen Brown; and Bill Strathern, Mayor
Pro-Tern.
City Staff: Ernie Clark, Interim City Manager; Kent
McIlyar, City Attorney; and Janice Ellis, City
Clerk
Absent: Council Member: Kevin Gray
1. Mayor Manning called the meeting to order.
Ernie Clark gave the invocation.
2. Pledge of Allegiance.
Council Member Fendley led the pledge.
Mayor Manning stated Council needed to move forward items 10 and 11. Council Member
Wilson made a Motion to bring items 10 and 11 forward and Council Member Fisher seconded the
Motion. Motion carried - 5 ayes, 0 nays.
Council Member Fendley asked to be recused from item 11, because of a conflict. A
Motion to recuse Council Member Fendley was made by Council Member Fisher and seconded
by Council Member Freelen. Motion carried, 4 ayes - 0 nays.
Mayor Manning moved to items 10 and 11.
CONSENT AGENDA
Mayor Manning inquired if there were any items that Council Members wanted to pull from
the Consent Agenda for discussion. There were none.
Council Member Wilson made a Motion to approve the Consent Agenda and Council
Member Fisher seconded the Motion. The Council voted four (4) for and none (0) opposed to

approve and adopt the Consent Agenda, Items 10, 11 and llA as follows:
10. Approval of minutes from previous City Council meetings. (5/14/07)
11. Receipt of reports and/or minutes from committee, boards, and commissions:
A. Historic Preservation Commission. (3/14/07; 3/26/07; 4/2/07; 4/23/07)
Council Member Freelen made a Motion to return Council Member Fendley to the meeting
and Council Member Wilson seconded the Motion. Motion carried, 4 ayes - 0 nays.
Mayor Manning moved to item 3.
3. Canvass the returns of the Regular Municipal Election held on May 12, 2007.
Kent McIlyar canvassed the returns of the Regular Municipal Election held on May
12, 2007, as set out in Exhibit "A" attached hereto.
4. RESOLUTION NO. 2007 -054: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PARIS, PARIS, TEXAS, CANVASSING THE RETURNS FOR THE MAY 12,2007,
GENERAL ELECTION FOR COUNCIL DISTRICT(S) 4, 5 AND 7; DECLARING THE
WINNER IN SAID ELECTION; DECLARING THE TERMS OF OFFICE FOR THE
AFORESAID CANDIDATES; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
A Motion to approve this item was made by Council Member Fendley and seconded
by Council Member Fisher. Motion carried, 5 ayes - 0 nays.
5. Canvass the returns of the Special City-Wide Election held on May 12, 2007.
Kent McIlyar canvassed the returns ofthe Special City-Wide Election held on May 12, 2007,
and announced that all seventy Charter Amendments passed, as set out in Exhibit "B" attached
hereto.
6. RESOLUTION NO. 2007-055: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS, CANVASSING THE RETURNS FROM THE MAY 12, 2007
CITY-WIDE SPECIAL ELECTION ON THE PROPOSED AMENDMENTS TO THE
CHARTER OF THE CITY OF PARIS; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
A Motion to approve this item was made by Council Member Freelen and seconded
by Council Member Wilson. Motion carried, 5 ayes - 0 nays.

7. The Oath of Office was administered to newly elected Council Members, Stephen
Brown, Will Biard and Bill Strathem, by Municipal Judge Thomas Hunt III.
8. Recognize outgoing Mayor Richard Manning, former Mayor Curtis Fendley, and
Council Member Ray for their service.
Mayor Pro-Tern Fisher presented plaques to Mayor Manning and former Mayor
Fendley for their service on the City Council. Council Member Ray who was absent, will
be delivered a plaque for his service to the City.
9. Election by City Council of Mayor and Mayor Pro Tempore to serve the City of Paris
for the next year.
Mayor Pro- Tern Fisher opened the floor for nomination of mayor. Council Member
Brown made a motion to nominate Council Member Freelen as mayor and Council Member
Biard seconded the Motion. Mayor Pro-Tern Fisher asked if there were any other
nominations. There were none. Motion carried - 6 ayes, 0 nays.
Mayor Freelen opened the floor for nomination of mayor pro-tern. Council Member
Fisher made a motion to nominate Council Member Strathem as mayor pro-tern and Council
Member seconded the Motion. Mayor Freelen asked if there were any other nominations.
There were none. Motion carried - 6 ayes, 0 nays.
Mayor Freelen moved to item 12.
12. Public hearing to consider the petition ofCingu1ar Wireless, c/o Crafton Communications,
for a variance of Zoning Ordinance No. 1710, Section 28-104, to place a wireless
communication facility (WFq in an area designated by the City as a historically significant
area or district. Specifically, the petitioner seeks a variance in order to attach a wireless array
to an existing penthouse structure located on top of 104 Bonham Street, the First National
Bank Building, beings Lots 7 and 8, City Block 8.
Mayor Freelen opened the public hearing and asked for anyone speaking in favor or against
this item to do so. With no one speaking, Mayor Freelen closed the public hearing.
13. Consideration of and action on a petition for a variance of Zoning Ordinance No. 1710,
Section 28-104 to place a wireless communication facility (WCF) in an area designated by
the City as a historically significant area or district, being the existing penthouse structure

located on top of the First National Bank Building, beings Lots 7 and 8, City Block 8, located
at 104 Bonham Street.
Council Member Wilson inquired about the location of the antenaes and asked for
photographs reflecting same. David Prejean, representative for Crafton Communications, 1901
Royal Lane, Suite 104, Dallas, Texas, told Council the antenaes would mount on the side of the
building and would be painted the same color of the building. Council Member Biard asked if
photographs were available depicting what it would look like. Mr. Prejean provided photographs
to Council.
A Motion to approve this item was made by Council Member Fisher and seconded by
Council Member Wilson. Motion carried, 6 ayes - 0 nays.
14. Consideration of and action on the following resolutions.
A. RESOLUTION NO. 2007-056: A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PARIS, TEXAS, AWARDING A CONTRACT WITH G&K
SERVICES FOR FURNISHING AND SERVICING EMPLOYEE UNIFORMS FOR
VARIOUS CITY DEPARTMENTS; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.
Council Member Wilson asked for an explanation of this item. Shawn Napier explained the
rates would remain the same as the previous three years. He further explained this was made
possible, because the company was a member of Buy Board. Shawn stated the last year the City
contracted with Aramark was 2004, and the total invoice for that year was $71,000.00. In 2005, the
City spent $38,900.00 with G&K for uniforms. Council Member Biard asked Kent McIlyar ifhe
had reviewed the contract and ifhe was comfortable with it. Kent answered in the affirmative. Kent
informed Council that G&K had initially asked for a three year guaranteed contract and he informed
them that the City was subject to City Council approval of its budget. After negotiations, the
contract was drafted as a one year contract with two one year renewables.
A Motion to approve this item was made by Council Member Fisher and seconded by
Council Member Brown. Motion carried, 6 ayes - 0 nays.
15. Citizens Forum.
Marva Joe, 161O-17th N.E. - expressed thanks to the citizens of Paris for passing all seventy
amendments to the Charter. In addition, she wanted to know the process offorming a diverse task
force.
16. Consideration of and approval of the Monthly Financial Report.

Council Member Biard made a Motion to approve to the Monthly Financial Report and
Council Member Fisher seconded the Motion. Motion carried, 6 ayes - 0 nays.
Ernie Clark scheduled a special meeting for June 4, 2007, to include an executive session to
meet with the PACE Group.
17. Adjournment.
There being no further business, Council Member Fisher made a Motion to adjourn and
Council Member Biard seconded the Motion. The meeting was adjourned at 6:35 o'clock p.m.
