ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING THE SITE PLAN FOR A PLANNED DEVELOPMENT DISTRICT -RETAIL
SHOPPING CENTER (PD-a), PREVIOUSL YEST ABLISHED BY THE ADOPTION OF ZONING
ORDINANCE NO. 93-041, FOR LOT 7, CITY BLOCK318, LOCATED IN THE 3000 BLOCK OF
LOOP 286 NE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, on September 13, 1993, the City Council of the City of Paris, Texas, enacted
Ordinance No. 93-041, establishing a Planned Development District-Retail Shopping Center (PD-a)
on Lot 7, City Block 318, located in the 3000 Block of Loop 286 NE, as described in the aforesaid
ordinance (the "Property"); and,
WHEREAS, the City Council has been presented with a revised site plan for the Property as
shown on Exhibit A, attached hereto;
WHEREAS, the revised site plan has been reviewed by City staff and found to be in
compliance with zoning and development requirements for the City of Paris, Texas;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That the Revised Site Plan for Lot 7, City Block 318, located in the 3000 Block of
Loop 286 NE, attached hereto as Exhibit A, be and the same is hereby, approved.
Section 3. All provisions of the ordinances of the City of Paris, Texas in conflict with the
provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of
Paris not in conflict with the provisions of this ordinance shall remain in full force and effect.
Section 4. The repeal of any ordinance or part of ordinances affected by the enactment of this
ordinance shall not be construed as abandoning any action now pending under or by virtue of such
ordinance or as discontinuing, abating, modifying, or altering any penalty accruing or to accrue, or as
affecting any rights of the municipality under any section or provisions of any ordinance at the time of
passage of this ordinance.
Section 5. It is the intention of the City Council of the City of Paris that this ordinance, and every
provision hereof, shall be considered severable, and the invalidity or partial invalidity of any section,
clause, or provisions of this ordinance shall not affect the validity of any other portion of this ordinance.
Section 6. Any person violating any of the provisions of this ordinance shall be guilty of a
Misdemeanor and, upon conviction, shall be fined in any sum not to exceed $2,000.00, and each and
every day's continuance of any violation of the above-enumerated sections shall constitute and be
deemed a separate offense.
Section 7. That this ordinance shall become effective on July 1,2007.

OF PARIS, PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY
THE ZONING MAP OF SAID CITY; ESTABLISHING A PLANNED DEVELOPMENT
- RETAIL DISTRICT (Pd-a) ON LOT 7, CITY BLOCK 318, ON PROPERTY
BELONGING TO JAMES W. YANCEY, SO AS TO INCLUDE THEREIN TERRITORY
FORMERLY DESIGNATED AS AN AGRICULTURAL DISTRICT (A)j AND
DESIGNATING THE BOUNDARIES OF THE PLANNED DEVELOPHENT _ RETAIL
DISTRICT (Pd-a) SO ESTABLISHED, AND APPROVING SITE PLAN FOR SAME.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS:
Section 1. That the boundaries heretofore established by
the Zoning Map and Ordinance No. 1710 of the City of Paris,
Paris, Texas, be, and the same are hereby changed, and that a
PLANNED DEVELOPMENT - RETAIL DISTRICT (Pd-a), be, and the same is
hereby established on LOT 7, CITY BLOCK 318, on property
belonging to JAMES W. YANCEY, so as to include in such PLANNED
DEVELOPMENT - RETAIL DISTRICT (Pd-a) the hereinafter described
property, which was formerly and is presently designated as an
AGRICULTURAL DISTRICT (A), and that the boundaries of said
PLANNED DEVELOPMENT - RETAIL DISTRICT (Pd-a), be, and the same
are hereby established as follows:
Situated within the corporate limits of the City
of Par is, County of Lamar, and State of Texas, and
being all that certain tract of land situated in the
City of Parjs, Lamar County, Texas, a part of the
Joseph Leach Survey, Abstract No. 524 and being part of
a 25 acre tract of land conveyed to Bruce Ray by deed
recorded in Volume 260, Page 84 of the Lamar County
Deed Record~and being further described as follows:
BEGINNING at an iron pin found for corner in the
North Line of Loop Highway 286 the Southeast corner of
a 1.497 acre tract of land conveyed to Ross Ward by
deed recorded in Volume 246, Page 283 of the Lamar
County Real Rroperty Records;
THENCE North 10 41' East, a distance of 393.64
feet to an iron pin found for corner, the Northeas t
corner of said 1.497 acre tract, in the South Line of
Center Street;
THENCE South 890 30' 15" East a distance of 205.9
feet to an iron pin set for corner;
THENCE South ro 43' 30" West, a distance of 453.33
feet to an iron pin for corner in the Nor th line of
Loop Highway 286;
THENCE North 730 13' 30" West with said North line
a distance of 212.86 feet to the place of beginning and
containing 2.00 acres of land.
Section 2. That the Director of Community Development of
the City of Paris, be, and he is hereby directed to change the
Zoning Hap of the City of Paris in accordance with the provisions
of Ordinance No. 1710 and the land use map accompanying the same,
and in accordance with the provisions of this ordinance.
Section 3. The site plan of the property herein re-zoned,
which is attached hereto as Exhibit A, is approved.
Section 4. All ordinances and parts of ordinances in
conflict herewith are hereby expressly repealed.
Section 5. This

I have reviewed the site plan of the above-subject property and have found the following
issues that must be addressed:
1. Parking lot:
a. Show the location of the off-street loading space. The space must be a
minimum of 10 feet by 25 feet:
2. Show the location of proposed exterior lighting, including heights of poles and size
and number of fixtures.
3. Show the location and elevation of the 100 year flood plain, if applicable.
4. Show a surface drainage plan.
