DESCRIPTION:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS, AUTHORIZING AND APPROVING THE EXECUTION OF A
COMMUNITY PARTNER MEMORANDUM OF AGREEMENT WITH FEMA
(FEDERAL EMERGENCY MANAGEMENT AGENCY) IN ORDER TO UPDATE
OUR CURRENT FLOOD INSURANCE RATE MAPS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING
AN EFFECTIVE DATE.
BACKGROUND INFORMATION:
FEMA has started a map modernization initiative and has selected Lamar County
for a digital flood insurance study update. The process will take approximately 18-
months. We will be supplying FEMA with any information that we currently have to
assist them in the process. This update will be free to the City of Paris. Our
current maps are dated December 15, 1983.

Subject: FEMA Flood Map Update - Scoping and Data Collection for Lamar County
Dear Shawn Napier:
As part of their Map Modernization initiative, FEMA has selected Lamar County for a Digital Flood
Insurance Study (FIS) update. The Scoping Meeting for Lamar County will be held at the Paris Public
Library located at 326 S. Main Street in Paris, Texas on Friday, May 11, 2007 from 9:30 a.m. to
12:00 p.m.
A representative of the Federal Emergency Management Agency Region 6 office (FEMA) will conduct the
Scoping Meeting along with members of the Regional Management Center (RMC), the selected IDIO
study contractor for this effort. The purpose of the Scoping Meeting is to:
· Inform the communities of the nature and the intent of the Flood Insurance Restudy process,
· Solicit community input and discuss the flood-prone areas within the communities that need
to be included as a part of this restudy,
· Discuss any potential obstacles that might impact the study effort and determine potential
solutions,
· Establish points of contact between FEMA, the communities, Halff Associates (IDIO) and
other stakeholders,
· Discuss the availability of any flood hazard information which includes historical data
regarding past flooding that could be used or incorporated into this restudy effort. This could
include studies performed by the community, State, or Federal agencies or local developers,
· Discuss any proposed developments in the floodplain and plans to alleviate potefltial
flooding,
· Discuss the availability of any digital topographic mapping data and obtaining specific
information regarding the limits of coverage, the format and the data sources,
· Discuss the availability of any field-surveyed cross-sections along any of the flooding
sources,
· Establish communication protocols and management objectives for the entire project.

The updated Flood Insurance Rate Maps (FIRMs) will be in a county-wide inclusive format, and will be
produced in a digital format, known as a DFIRM. The DFIRM will also include an extensive GIS database,
and the digital floodplain boundaries will be able to be overlaid on your existing base map of the county or
aerial photographs to allow you to make quicker and easier flood map determinations.
It is very important that a representative of your community attend the Scoping Meeting (elected officials
as well as floodplain manager, planning, engineering, building department, or GIS staff). It is also
important that information regarding the time and place of the Scoping Meeting be disseminated so that
anyone that could provide engineering, topographic and mapping data and is interestp.din the study
results can attend.
We are also assembling a Project Team, which is the set of community contacts that will be given regular
updates during the DFIRM project. To participate in the Project Team, we have enclosed a Memorandum
of Agreement between your community and FEMA, which documents that yourcommunity will coordinate
with FEMA during the DFIRM project. Please have this agreement executed and send it to us at the
address below or bring it with you to the Scoping Meeting. Please also provide us a copy of your
community floodplain management ordinance.
To prepare for the Scoping Meeting, we would like for your community to identify flooding sources, or
other flood mapping issues that might require restudy or review prior to the meeting. Please note that
when identifying flooding sources, it is helpful to have the flooding sources prioritized along with the
approximate number of stream miles involved, number of road crossings involved, and any information
regarding sediment issues. It would also very beneficial to provide a brief narrative describing the reason
for the restudy need. This information will help facilitate the meeting and assist us in finalizing the scope
of work. This information may also be sent to us at the address below or e-mailed to Halff Associates, Inc.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AUTHORIZING AND APPROVING THE EXECUTION OF A

WHEREAS, the City Council has been made aware of the need to update the Current
Flood Insurance Rate Maps for the City of Paris; and,
WHEREAS, the Federal Emergency Management Agency (FEMA) has started a Map
Modernization Initiative and has selected Lamar County for a digital flood insurance study
update; and,
WHEREAS, the process will take approximately 18 months and the City of Paris will
be supplying FEMA with any information that we currently have to assist them; and,
WHEREAS, in order to participate in updating the Current Flood Insurance Rate Maps
it is necessary for the City of Paris to enter into a Community Partner Memorandum of
Agreement with FEMA at no cost to the City of Paris; and,
WHEREAS, the form of agreement for such map modernization initiative attached
hereto and Exhibit A should in all things be approved, and the Interim City Manager should be
authorized to execute the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That the City Council of the City of Paris does hereby approve the Map
Modernization Initiative by FEMA for a Digital Flood Insurance Study (PIS) update in Lamar
County in accordance with the Community Partner Memorandum of Agreement hereto as
Exhibit A.
Section 3. That the Interim City Manager of the City of Paris be, and he is hereby
authorized and directed to execute on behalf ofthe City of Paris the agreement with FEMA in
the form shown in Exhibit A attached hereto.

Community Partner Memorandum of Agreement
AGREEMENT is made on June 11, 2007 {Insert Date}, by these parties:
The City of Paris, Texas {Insert community partner name(s)} and the Federal
Emergency Management Agency (FEMA).
BECAUSE the National Flood Insurance Program (NFIP), established by the National Flood
Insurance Act of 1968, has several purposes, the most significant being:
· To better indemnify individuals from losses through the availability of flood insurance;
· To reduce future flood damages through community floodplain management regulations;
and
· To reduce costs for disaster assistance and flood control.
BECA USE a critical component of this program is the identification and mapping of the nation's
floodplains to create a broad-based awareness of the flood hazard and to provide the data
necessary for community floodplain management programs and to actuarially rate flood
msurance;
BECAUSE FEMA administers the NFIP and is authorized by S1360 of the National Flood
Insurance Act of 1968, as amended (42 U.S.c. 4101), to establish and update flood-risk zone
data in floodplain areas.
BECAUSE, in the identification of flood-prone areas, FEMA is authorized to consult with,
receive information from, and enter into agreements or other arrangements with the head of any
State, regional, or local agency in order to identify these flood-prone areas; -
BECAUSE FEMA encourages strong Federal, State, regional, and local partnerships for the
purposes of reducing flood losses and disaster assistance; and FEMA and its State, regional, and
local partners have determjned that it is advantageous to encourage and formalize greater
cooperation in the flood hazard identification and mapping processes;
BECAUSE the City of Paris {Insert community partner name(s)}
participates in the NFIP, and Ernest R. Clark, City Manager {Insert name of community
representative}, has been deemed by FEMA to be in good standing in the NFIP; and
BECAUSE the City of Paris {Insert community partner name(s)} has
expressed a desire to cooperate with FEMA in the flood hazard identification process and has
worked with FEMA to identify and prioritize The City of Paris I {Insert

develop a scope of study to produce an updated digital flood map.
