04-B Traffic Commission Mtg Min 6-5-07 Minutes Traffic Commission City of Paris The Traffic Commission met on Tuesday, June 5th, 2007, at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Ed Seidle 2. George Kimbrough 3. Jordon Harper 4. George Fisher 5. Jon McFadden 6. Tom Calabria 7. Ray Banks The city staff was represented by Assistant Chief of Police Bob Hundley. The meeting was called to order at 5: 15 by Acting Chairman Ed Seidle. Mr. Seidle asked the commission members to review the submitted minutes of the February 5, 2007 meeting. Mr. Kimbrough made a motion to approve the minutes which was seconded by Mr. Banks. The motion carried 6-0. Mr. McFadden pointed out an error in which Mr. Harper had been referred to as Mr. Jordon. Mr. Seidle then moved to item #2 for the commission to make nominations for Chairman. Mr. Kimbrough nominated Mr. Seidle for chairman. This nomination was seconded by Mr. Harper. Mr. Banks made a motion for nominations to cease and Mr. Seidle to be elected by acclamation, seconded by Mr. Fisher. Chairman Seidle then moved to item #4, a request for ordinance regulating a traffic signal that was being installed at the corner of NE 20th Street and Pine Bluff Street. All traffic signals in Paris are presently installed and maintained by the Texas Department of Public Transportation. State law is already in place for traffic control signals, but after discussing the signal installation with the city attorney, there was a need identified for city ordinance for the signal. Mr. Banks made a motion to adopt a city ordinance for the signal location which was seconded by Mr. Kimbrough and passed 7-0. Mr. Calabria had arrived at the meeting by the time this vote was taken. Item 5 involved commission requested information regarding the Pine Mill Rd and Loop 286 overpass plans and progress. An aerial view digital map was presented to the commission for their inspection. Item 6 involved information regarding the Municipal Maintenance Agreement with TxDOT concerning any ~ .or" requests for traffic related issues involving TxDOT roadways within the City of Paris. Chairman Seidle moved to Item 7 regarding the speed zone on NW 7th Street between Campbell Street and Center Street. Information was provided to the Commission about two 20 MPH signs, one close to the Campbell Street intersection and one close to the Center Street Intersection. There had been a citizen complaint regarding the speed zone since the Casa Bonita I Park Place apartment complex was no longer in operation. A check with the city clerk could not find an ordinance regulating a 20 MPH zone in this location. The commission was asked to consider raising the speed zone back to 30 MPH from Campbell to Henderson and keeping the 20 MPH zone from Henderson to Center, adjacent to William's Park. There was discussion regarding residents that face onto 7th Street in this are to be contacted about the proposed change and the possibility of construction vehicles involved in the demolition of the apartment complex. A motion was made to table by Mr. Harper, seconded by Mr. McFadden and passed on a vote of 7-0. Item #8 was a discussion item on traffic commission meeting date and time. Since the commission had failed to reach a quorum for two consecutive meetings, an opportunity was provided for any input of changing to a different meeting date and time. All commission members stated they were fine with the meeting date and time as is, no action taken. Item #9 brought concerns of 'cruising' violations, loud music violations, and blind corners. Since all of these concerns are already covered by ordinance, no action was taken, but enforcement action is to be requested from the police department.
