2007-066 RES-Accepting a grant award from the Texas Historical Commission, certified local government division, for a certified local government (CLG) Grant in the amount of $15,000 for Phase III of the updated Historic Resource Survey fo the City of PariRESOLUTION N0. 2007-066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ACCEPTING A GRANT AWARD FROM THE TEXAS HISTORICAL COMMISSION, CERTIFIED LOCAL GOVERNMENT DIVISION, FOR A CERTIFIED LOCAL GOVERNMENT (CLG) GRANT IN THE AMOUNT OF $15,000 FOR PHASE III OF THE UPDATED HISTORIC RESOURCE SURVEY OF THE CITY OF PARIS AS IT RELATES TO INDUSTRIAL PROPERTIES; ACCEPTING THE PROPOSAL OF ARCHITEXAS FOR COMPLETION OF SAID PHASE III SURVEY AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris Historic Preservation Commission has previously recommended to the City Council of the City of Paris that grant applications be submitted to the Texas Historical Commission seeking grant assistance to perform an updated survey of historic resources within the city of Paris; and, WHEREAS, the Texas Historical Commission did heretofore, on June 1, 2004, award to the City of Paris a Certified Local Government (CLG) Grant in the amount of $5,700.00 to fund Phase I of the updated historic resource survey as it relates to commercial properties, with a $3,800.00 cash match which was provided by the Lennox Foundation, and, as of September 30, 2005, ARCHITEXAS has completed said Phase I; and, WHEREAS, the Texas Historical Commission did heretofore, on February 15, 2005, award the City of Paris a Certified Local Government (CLG) Grant in the amount of $7,500.00 to fund Phase II of the updated historic resource survey as it relates to residential properties, with a $5,000.00 cash match, and, as of September 30, 2006, ARCHITEXAS has completed said Phase II; and, WHEREAS, the Texas Historical Commission has awarded the City of Paris a Certified Local Government (CLG) Grant in the amount of $15,000.00 to fund Phase III of the updated historic resource survey as it relates to industrial properties, with a $6,000.00 cash match, and it is deemed appropriate that the City of Paris accept such award and continue to complete the update to the survey of historic resources in Paris; and, WHEREAS, it is further deemed appropriate that the Mayor be authorized to execute the professional services agreement with ARCHITEXAS for a Phase III Survey of the updated historic resource survey, under the terms and conditions and in the form shown in Exhibit A, attached hereto; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City of Paris hereby accepts the grant award from the Texas Historical Commission, Certified Local Government Division, for a Certified Local Government (CLG) Grant in the amount of $15,000.00 to fund Phase III of the updated historic resource survey as it relates to industrial properties, with $9,000.00 to be provided by grant and $6,000.00 to be provided by cash match. Section 3. That the Mayor, City Manager, Director of Community Development, and the Finance Director be authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary for acceptance and implementation of said grant and to proceed with the use of said funds upon receipt thereof for the purposes stated herein and in accordance with the grant conditions. Section 4. That the Director of Community Development be, and she is hereby, appointed as Project Director and is hereby authorized and directed to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of "Phase III of the Update to the Historic Resource Survey." Section 6. That the Mayor be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a professional services agreement with ARCHITEXAS, upon such terms and conditions and in the form shown in Exhibit A, attached hereto. Based on our past discussions, previously-conducted surveys, and a preliminary tour of sites, we believe we have an understanding of the scope involved. Paris' historic industrial areas developed with relation to various rail. lines. We plan to spend one day conducting a windshield survey of Paris to locate all industrial areas to be included in the survey and to meet briefly with city representatives. The three primary areas we have identified thus far for the industrial survey center on the city's two depots, Union to the west and Texas & Pacific to the south, and the old Swift Poultry and Gulf Refrning complex at N, plain and Santa Fe. If you believe there are additional areas of interest, please let us know and we will adjust this proposal. Scope and Deliverables Architexas will provide an historic resource survey of the three above-mentioned areas as well as any other areas identified with the windshield survey. The survey documentation will be consistent with survey forms previously submitted for the Commercial, Church Street and Pine Bluff Surveys and will include representative digital photography of the primary exterior facade(s) of each building and of the surrounding context. Survey data will be entered into the database previously developed for Paris survey projects. The City will be provided with two hard copies of the printed survey forms and the electronic data on compact disk. A letter summarizing our findings, and making recommendations for historic designations in these industrial areas will accompany the final survey materials. Schedule Architexas proposed to complete this project within 60 days of being given anotice-to-proceed. Fee Architexas proposes to complete the scope-of--work for slump-sum fee of $6,000.00 including reimbursable expenses.
