5. Presentation by Don Wall regarding the Northeast Texas Regional Mobility
Council (NETMOB) establishment of the new Regional Mobility Authority (RMA);
possible discussion and action regarding recommendation and/or nomination
of a new member to the Committee.
6. Convene in Executive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive advice of legal
counsel pertaining to pending or possible litigation and to receive advice of
legal counsel pursuant to the duty of an attorney to his client under the Texas
Disciplinary Rules of Professional Conduct ofthe State Bar of Texas, regarding
the following matters:
A. Status of the non-conforming use located at 2211 and 2255 N. Main
Street, further described as Lots 23 and 24, City Block 251.
7. Reconvene in Open Session to take possible action or to give further direction
to City Staff regarding those matters discussed in the Executive Session.
8. Public Hearing to consider the petition of Jane Williams for a change in zoning
from a Light Industrial District (LI) to a Heavy Industrial District (HI) with a
specific Use Permit (41) Wrecking or Salvage ,Yard on Lots 23 and 24, City Block
251 being numbers 2211 and 2255 N. Main Street.
THIS ITEM WAS TABLED AT THE MAY 14, 2007, REGULAR MEETING. SHOULD
THE CITY COUNCIL WISH TO CONSIDER THIS MATTER TODAY, A MOTION TO
BRING THIS ITEM FROM THE TABLE IS REQUIRED.
9. Consideration of and action on the following ordinances:
A. Consideration of and action on an ordinance amending Zoning
Ordinance No. 1710, changing the zoning from a Light Industrial District
(LI) to a Heavy Industrial District (HI) with a Specific Use Permit (41)
Wrecking or Salvage Yard on Lots 23 and 24, City Block 251, being
numbers 2211 and 2255 North Main Street.
B. Providing that the Code of Ordinances, City of Paris, be amended by
revising Subsection (b) of Section 34-22 of said Code to establish water
rates for residential, commercial, and industr'ial, customers that are
based upon the cost to serve each class and to ; delete subsection @;
revising subsection (a) of Section 34-23 to establish sewer service rates
for city water customers, amending Section 34-28 to revise the
requirements for deposits for residential water, sewer, and garbage
service.

C. Revising Section 31-65 (b) of the Code of Ordinances of the City of Paris
and revising the Traffic Control Map to increase the speed limit from 20
M.P.H. to 30 M.P.H. on 7th Street NW from the north curb line curb line of
the intersection of 7th Street NW and W. Campbell Street to the South
curb line ofthe intersection of 7th Street NW and West Henderson Street.
D. Revising Section 31-65 (b) of the Code of Ordinances of the City of Paris
and revising the Traffic Control Map to remove the existing Loading Zone
and to add a two (2) hour Parking Designation in the 100 Block of South
Main Street on the east side of the roadway.
10. Consideration of and action on the following resolutions:
A. Accepting and approving the Love Civic Center, and Chamber of
Commerce of Lamar County, budgets for the fiscal year October 1, 2007,
to September 30, 2008.
B. Accepting and approving the Paris Economic Development Corporation
budget for the fiscal year October 1, 2007, to September 30, 2008.
C. Accepting and approving the Paris Visitors and Convention Council,
Chamber of Commerce of Lamar County, budgets for the fiscal year
October 1, 2007, to September 30, 2008.
D. Authorizing the City Manager and/or his designee to give notice of
termination to J. B. Richey, President of J. R. Aviation of the Agreement
for Airport Management dated December 13, 2004.
E. Appointing members to the Main Street Advisory Board.
F. Appointing member to the Airport Advisory Board to fill an unexpired

G. Appointing members to the Ark- Tex Council of Governments. (3 - 5/31/07)

(Citizens desiring to appear under this item must limit their presentation to two
(2) minutes in duration. Under the Open Meetings Law, because advance notice
of the subject matter of each presentation was not received in time to appear
on the agenda, City Council is limited in its response to referring the matter to
a future agenda, to an existing policy, or to a staff person with specific factual
