03 City Council Spec Mtg 6-26-07 SPECIAL WORK SESSION OF THE CITY COUNCIL, CITY OF PARIS June 26, 2007 The City Council of the City of Paris met for a special work session at 5:00 P. M. Tuesday, June 26, 2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Jesse James Free1en Council Members: Will Biard; Mary Ann Fisher; Kevin Gray; Stephen Brown; Don Wilson; and Bill Strathern, Mayor Pro Tern City Staff: Ernie Clark, Interim City Manager; Kent Me Ilyar, City Attorney; and Janice Ellis, City Clerk Absent: 1. Mayor Free1en called the meeting to order. 2. R.W. Beck presentation of Water & Sewer Rate Study. Jack Stowe, representative for R.W. Beck, gave a power point presentation ofthe Water and Rate Study. He answered questions from Council with regard to cost of service, revenue, loss of water, increase of rates, decrease of water deposits and service charges. The recommendations included an increase of a minimum of 4% in retail water and wastewater rates. Council Member Strathern left the meeting at 6:00 p.m. and returned at 6:01 p.m. 3. Discussion on new water/sewer rates for the City of Paris. Council Member Biard requested additional information reflecting the amounts if the 4% recommendation was increased by 1 % increments. Jack Stowe told Council he would provide additional information. Council Member Wilson stated he would like to see the water deposits reduced to $125.00 and that anyone having service for ten years be able to transfer that deposit, should they move to a different location. He further stated that an increase of the deposit should not apply to a person who had service for ten years. Ernie Clark informed Council he would place an item on the July 9th Agenda for action on the water/sewer rates. 4. Discussion of and direction on 2007-2008 Budget. Ernie Clark asked for direction on the budget. Council Member Strathern said he would like for Council to come up with goals and objectives. He also said he would like to consider Special Work Session June 26, 2007 Page 2 items such as water/sewer lines and cleaning up the city. 7. Presentation regarding Code Enforcement. Council moved to item 7. Ernie Clark said staff was looking at the possibility of writing tickets for code violations. Council Member Wilson said he thought it would be a good ideal for the Mayor to appoint a committee to address code enforcement and violators. Council Member Biard said he would like to look at budgeting money to take down the Casa Bonita Apartments. Council Member Wilson mentioned centralized purchasing and an LT. Department. Council Member Brown asked about seeking a HUD grant to tear down Casa Bonita. 8H. Public Opinion Survey. Council moved to item 8H. Bill Strathern said the survey completed by citizens indicated the east side of Paris responded and the west side did not. He said he would like for Council to set a goal in getting as many people from all sides of town involved in cleaning up the town. Ernie Clark suggested another work session be scheduled for July 2nd at 3:30 p.m., following interviews of possible city manager candidates. 6. Discussion of Board and Commission appointments. Council moved to item 6. Mayor Freelen said he wanted to change past procedures, wherein the Mayor recommended the appointments and the Council approved the appointments. He stated that he wanted the entire Council to be involved with recommendations. Ernie Clark suggested citizens interested in serving on the boards or commissions, submit an application to the City for Council's review. He further suggested Council set guidelines for the members. Council Member Fisher left the meeting at 7:20 p.m. 5. Discussion of possible sale ofthe old police and courts building located at 811 Bonham. Council moved to item 5. Ernie Clark explained they would need to hire an appraiser prior to moving forward. It was a consensus to place an action item on the July 9th Agenda regarding this item. Council did not reach all of the items listed on the Agenda (see Exhibit A). It was a Special Work Session June 26, 2007 Page 3 consensus of the Council to have another work session on July 2, 2007, following city manager candidate interviews at 3:30 p.m. 9. Adjournment. Council Member Biard made a Motion to adjourn and Council Member Brown seconded the Motion. Motion carried, 7 ayes - 0 nays.
