The City Council ofthe City of Paris met for a special meeting and work session at 3:3 0
P. M. Monday, July 2,2007, at the Old City Council Chamber, 2nd Floor, 135 S.E. 1st Street,
Paris, Texas.

1. Mayor Freelen called the meeting to order.
2. Convene in Executive Session pursuant to Sections 551.074 and 551.071 ofthe Texas
Government Code to:
A. Interview candidates for the position of City Manager and continue discussion
of potential City Manager candidates.
B. Receive legal advice pertaining to the City Manager Search and Executive
Search Agreement with PACE.
Mayor Freelen convened Council into Executive Session at 3:39 p.m.
3. Reconvene in Open Session to take possible action regarding those matters discussed
in the Executive Session.
Mayor Freelen reconvened Council into open session at 6:22 p.m.
4. Recess.
Council took a recess.

9. Discussion of IT Department.
Council moved to item 9. Kent Klinkerman and Russell Thrasher gave a presentation
regarding the CAD System.
2. Discussion of Public Opinion Survey.
Council moved to item 2. Council discussed appearance of the City and animal control.
7. Discussion of Code Enforcement Procedures.
Council moved to item 7. Council discussed the possibility of a Code Enforcement Task
Force.
12. Discussion of Board and Commission appointments.
Council moved to item 12. Council discussed how to proceed with nominations for the
PEDC Board. Mayor Freelen asked Council Members to bring to him at the next meeting, a
list of names to be considered for Board appointments to the PEDC.
l3H. Discussion of revising the Sign Ordinance.
Council moved to item l3H. Council discussed reviewing the ordinance as it relates to
all signs. Council Member Wilson suggested that all sign companies be notified should a
moratorium be put in place.
Council did not reach all of the items listed on the Agenda (see Exhibit A).
14. Adjournment.
Council Member Biard made a Motion to adjourn and Council Member Brown
seconded the Motion. Motion carried, 7 ayes - 0 nays. The meeting was adjourned at 7:40 p.m.

providing for standards for parking in the City of Paris.
F. Renaming a street in the City of Paris to honor Veterans.
G. City of Paris as trustee tax sale property.
H. Discussion of revising the Sign Ordinance.
