SPECIAL MEETING
OF THE CITY COUNCIL, CITY OF PARIS
July 17,2007
The City Council ofthe City of Paris met for a special meeting at 5:00 P. M. Tuesday,
July 17, 2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Jesse James Freelen
Council Members: Will Biard; Mary Ann Fisher; Stephen
Brown; Don Wilson; and Bill Strathern,
Mayor Pro Tern
City Staff: Ernie Clark, Interim City Manager; Kent
McIlyar, City Attorney; and Janice Ellis,
City Clerk
Absent: Council Member: Kevin Gray
1. Mayor Freelen called the meeting to order at 5:05 p.m.
2. Convene in Executive Session pursuant to Sections 551.074 and 551.071 of the Texas
Government Code to:
A. Discuss and deliberate candidates for the position of City Manager.
B. Receive legal advice pertaining to the City Manager Search and Executive Search
Agreement with PACE.
Mayor Freelen convened Council into Executive Session at 5:05 p.m.
3. Reconvene in Open Session to take possible action regarding those matters discussed in the
Executive Session.
Mayor Freelen reconvened Council into open session at 7:08 p.m. and announced there was
no action to be taken at that time.
4. Possible future work session discussion items.
A. Resolution committing the community to Floodplain Management.
B. Ordinance providing that the Code of Ordinances be amended by adopting a new
Chapter 13 of said Code, adopting the Model Flood Damage Prevention Ordinance
from the Federal Emergency Management Agency (FEMA).

C. Ordinance adopting the 2003 International Building Codes.
D. Ordinance adopting a new Section 5-600 to Zoning Ordinance No. 1710 to regulate
outside storage in all zoning classifications.
E. Ordinance amending Zoning Ordinance No. 1710 by revising Section 10, providing
for standards for parking in the City of Paris.
F. Renaming a street in the City of Paris to honor Veterans.
G. City of Paris as trustee on tax foreclosed property.
H. Public Opinion Survey.
I. Set date for training for Open Meetings Act and Public Information Act.
J. Vision, mission, goals, and objectives for the City of Paris.
K. Consolidation ofthe City's two pay plans.
L. Policies and procedures for City Council Meetings.
M. Cox Field Airport Management Contract.
N. Demolishing Casa Bonita Apartments
O. Centralized Purchasing Manager
Mayor Freelen stated he would like to move item I forward and schedule a date and time for
the training. Council scheduled the Open Meetings Act and Public Information Act training for
Tuesday, August 7, 2007 at 5:00 p.m.
Council scheduled the next work session for Tuesday, July 24,2007 at 5:00 p.m. Council
Member Strathern suggested they discuss items Hand J at the next work session. Council Member
Biard said he would like to discuss items A and B at the next work session.
5. Adjournment.
There being no further business, Council Member Fisher made a Motion to adjourn and
Council Member Brown seconded the Motion. Motion carried, 6 ayes - 0 nays. The meeting was
adjourned at 7:22 p.m.
