RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPOINTMENT MEMBERS TO THE BOARD OF
DIRECTORS OF THE ARK- TEX COUNCIL OF GOVERNMENTS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on September 8, 1969, the City Council of the City of Paris did heretofore,
by Resolution No. 1330, join the Ark-Tex Council of Governments; and,
WHEREAS, in accordance with the Bylaws of the Ark - T ex Council of Governments, its
Board of Directors shall be composed of members elected or appointed by its membership; and,
WHEREAS, the City Council is entitled to appoint three of its members to serve on the
Board of Directors of the Ark-Tex Council of Governments, as provided in said Bylaws; and,
WHEREAS, the terms of office of Mary Ann Fisher, and Jesse James Freelen, as
members of the Board of Directors of the Ark - T ex Council of Governments, expired on May 31,
2007; and,
WHEREAS, there exists another vacancy in the City's representation on the Board of
Directors of the Ark- Tex Council of Governments due to Richard Manning no longer being a
member of the City Council, and it is necessary to appoint his successor; and,
WHEREAS, the Mayor of the City of Paris does hereby recommend the (re )appointment
of[NAME(S)] [and the appointment of [NAME(S)]] for (a) term(s) of one (I) year, beginning June
1,2007, and ending May 31,2008, or for as long as (he/she/they) (is/are) (a) member(s) of the City
Council, or until (his/her/their) successor(s) (is/are) duly appointed; and,
WHEREAS, the Mayor does also hereby recommend the appointment by the Board of
Directors of the Ark - T ex Council of Governments of to serve as a member of the
Executive Committee of the Ark - T ex Council of Governments;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS.
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the City Council has received and reviewed the recommendations of the
Mayor for the Ark- Tex Council of Governments and hereby approves and appoints the following
persons to serve on the Ark- Tex Council of Governments.
Section 3. That [NAME(S)] be, and (he/she/they) (is/are) hereby, (re )appointed, [and
that [NAME(S)] be, and (he/she/they) (is/are) appointed] to serve as (a) member(s) ofthe Board of
Directors of the Ark-Tex Council of Governments for (a) term(s) of one (1) year, beginning June I,
2007, and ending May 31, 2008, or for as long as (he/she/they) (is/are) (a) member(s) of the City
Council, or until (his/her/their) successor(s) (is/are) duly appointed; and,
Section 4. That r 1 be, and (he/she) is hereby, recommended for
appointment by the Board of Directors of the Ark- Tex Council of Governments to the Executive
Committee of the Ark-Tex Council of Governments.
Section 5.
That this resolution shall be effective from and after its date of passage.

ARK- TEX COUNCIL OF GOVERNMENTS
Appointed for one (1) year, or until disqualified to serve and successor is appointed;
Mayor recommends & Council appoints according to ATCOG By-Laws; City Council
can recommend to the Board of Directors of Ark-Tex a person for appointment to the
Executive Committee.
Adopts an annual budget, fixes the dues for member governmental units, and reviews, approves, and
adopts all policy documents. The Executive Committee is responsible for the implementation of policies
established by the Board. The Executive Committee is also empowered to conduct the affairs of the Board
of Directors between quarterly meetings of the Board.

BAND COMMISSION
Five members, one a representative of the Visitors and Convention Council of the
Lamar County Chamber of Commerce; one an active member of the Band; and three
members to be appointed at-large; two year staggered terms; Mayor nominates and
Council appoints; meets quarterly as called.
The Band Commission shall have full power and control over the organization, discipline, membership,
and duties of the members of the Municipal Band and the Leaders or Instructors thereof, and may regulate
same by such rules or bylaws as they may deem it necessary to pass; pro17ided, that no rule or bylaw or
amendment of same shall be in force or effect until the same has been submitted to and approved by the
