On August 6, 2007, the Planning and Zoning Commission reviewed the site plan of the
above-subject property and recommended approval thereof subject to several recommendations.
Since that date, the applicant has submitted a revised site plan incorporating all recommendations;
therefore, we recommend approval of the site plan as presented.

SUBJECT: Site Plan for Larry and Denise Dority Office Suites

We have reviewed the site plan ofthe above-subject property and have found the following
issues that must be addressed:
1. The location of the dumpster pads is a concern because, depending on the size of the
dumpster, the truck will not have adequate access without blocking a City street.
2. Indicate the width of the street rights-of-way on the site plan.
3. One protected tree is being removed; therefore, one tree will need to be planted. We
recommend a 10 gallon, 6 foot tree.
4. The site plan states that the property is not located in a flood plain; however, the
Flood Insurance Rate Maps show the that the property is located in a 100 year flood
plain; therefore, the site plan will need to be amended to correct this. Despite this,
the finished floor elevation of the structures is above the required level.
5. Section 10-104 of Zoning Ordinance No. 1710 requires a minimum 10' x 25' off-
street loading area for all retail, commercial, and industrial structures. There is no
loading zone indicated on the site plan.
6. Indicate the size and location of any proposed ground or pole signs, if known.
With the exceptions listed above, the site plan contains all of the minimum required elements
to satisfy the City of Paris site plan requirements.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, APPROVING THE SITE PLAN FOR A PLANNED
DEVELOPMENT DISTRICT - RETAIL SHOPPING CENTER (PD-a),
PREVIOUSLY ESTABLISHED BY THE ADOPTION OF ZONING
ORDINANCE NO. 96-039, FOR LOTS 5, 6 AND 7, BLOCK 8, SPRINGLAKE
ADDITION, MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on July 15, 1996, the City Council of the City of Paris, Texas,
Ordinance No. 96-039, establishing a Planned Development District-Retail Shopping
Center (PD-a) on Lots 5, 6 and 7, Block 8, Springlake Addition, as described in the
aforesaid ordinance; and,
WHEREAS, the City Council desires to approve the site plan for said
Planned Development District as shown on Exhibit A, attached hereto;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are
hereby in all things approved.
Section 2. That the site plan, including the drainage plan, for Lots 5, 6 and
7, Block 8, Springlake Addition, located at 200 North Collegiate Drive, attached
hereto as Exhibit A, be and the same is hereby, approved.
Section 3. All provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances ofthe City of Paris not in conflict with the provisions ofthis ordinance shall
remain in full force and effect.
Section 4. The repeal of any ordinance or part of ordinances affected by the
enactment ofthis ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 5. It is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity
or partial invalidity of any section, clause, or provisions of this ordinance shall not affect
the validity of any other portion of this ordinance.
Section 6. Any person violating any ofthe provisions ofthis ordinance shall
be guilty of a Misdemeanor and, upon conviction, shall be fined in any sum not to
exceed $2000.00, and each and every day's continuance of any violation of the above-
enumerated sections shall constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective from and after its
passage and publication as required by law.
