A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, ADDING TWO ALTERNATE MEMBER POSITIONS TO THE
AIRPORT ADVISORY BOARD FOR A TOTAL MEMBERSHIP OF SEVEN
(7) MEMBERS AND TWO (2) ALTERNATES AND APPOINTING BILLY
COPELAND AS AN ALTERNATE MEMBER; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, on January 12, 1970, the City Council of the City of Paris passed Resolution
No. 1354, establishing an Airport Advisory Board to act in an advisory capacity to the City Council
in relation to the Municipal Airport and its operation and facilities, which Board originally consisted
of seven members; and,
WHEREAS, the City Council finds that it is in the best interest of the City of Paris and its
citizens to add two (2) alternate members to the Airport Advisory Board so that the Board shall now
consist of a chairman, six (6) regular members and two (2) alternate members and that the members
serve staggered two (2) year terms; and,
WHEREAS, it has been recommended that Billy Copeland be appointed to serve in one of
the new alternate positions to the Airport Advisory Board for a term beginning immediately and
expiring December 31, 2009 and should be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That two (2) alternate positions shall be created for the Airport Advisory Board
to serve in the absence of regular members the Airport Advisory Board, revising the membership of
the Board to consist of a chairman, six (6) regular members, and two (2) alternate members, each
to serve a term of two (2) years.
Section 3. That the terms of office shall be for two (2) years with one alternate position term
beginning immediately and expiring December 31, 2009, and the second alternate position term
beginning January 1,2008 and expiring December 31,2010.
Section 4. That Billy Copeland be, and he is hereby, appointed to serve as one of the new
alternate members to the Airport Advisory Board for a term beginning immediately and ending
December 31, 2009.

Seven members; serves two year staggered terms; Mayor recommends and Council
appoints; meets third Thursday of every month.
Acts in an advisory capacity to the City Council in relation to the Municipal Airport, its operation
and facilities; makes recommendations on changes and additions to the facilities at Cox Field,
changes to lease terms for hangar rental, and use of the land at Cox Field.

Lamar County Humane Association; a practicing veterinarian; a livestock commission
merchant; and three additional members, all of which either reside within or do
business within the corporate limits of the City of Paris; President and Chairman of the
Board of the Lamar County Humane Association serve during their tenure of office;
veterinarian and merchant serve until successor is appointed; members serve two
year terms; Mayor recommends, Council appoints.)
Acts in an advisory capacity to City Council on matters related to Animal Shelter.
