DESCRIPTION:
1. Public hearing on the proposed application for funding through the Texas Department
of Economic Development Main Street Program for sidewalk and other improvements
in the Downtown area.

2. Consider a resolution approving an application for funding through the Texas
Department of Economic Development Main Street Program for sidewalk and other
improvements in the Downtown area and authorizing the execution of any and all
documents necessary for acceptance and implementation of said grant upon notice
thereof.
BACKGROUND INFORMATION:
On March 13, 2006, the City Council authorized an application to the Texas Department
of Transportation for a Statewide Transportation Enhancement Program (STEP) grant
for improvements in the Downtown area in the amount of $1,000,000.00, with
$800,000.00 to be provided by grant and $200,000.00 to be provided by matching funds.
The Texas Department of Transportation has notified all Texas cities that funding for
STEP grants is no longer available; however, the Texas Department of Economic
Development, through the Texas Capital Fund (TCF) Main Street Improvements
. Program, provides funding for Main Street improvements. The Community Development
Department is seeking Council approval to again undertake a project to improve the
safety and efficiency of movement of pedestrians, especially handicapped pedestrians
in need of better accessibility in the Downtown area.
The proposed application will be in the amount of $200,000.00, with $150,000.00 to be
provided by grant and $50,000.00 to be provided by the City in the form of cash and in.
kind services.

The Texas Capital Fund Main Street Improvements
Program is designed to foster and stimulate economic
development in the downtown area by providing financial
assistance to non-entitlement cities for public
infrastructure improvements. This program aids in the
elimination of slum or blighted areas.
Use of Proceeds:
Awards may be provided for construction of the following public infrastructure in the
downtown designated main street area:

handicapped
Building rehabilitation, machinery & equipment acquisition and working capital are
not eligible uses of proceeds.
Eligibility
Projects must meet the national objective of aiding in the elimination of slum or blighted
areas. Only a city designated as an official Texas Main Street City by the Texas
Historical Commission may submit an application for proposed improvements. The
improvements must directly support the revitalization of the city's designated main street
area.
Terms
Minimum awards are $50,000
Maximum awards are $150,000
Matching funds must be provided.
Process
Deadline for application submission for the 2007 program year is Sept 11th. Contact
TDA for details. Applications are submitted annually to Texas Historical Commission for
scoring and ranking, and then forwarded to TDA for further review, processing and
award. Awards are made on a competitive basis.

RESOLUTION NO. 2006-043
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, CERTIFYING FUNDING AND SUPPORT FOR THE
STATEWIDE TRANSPORT A TION ENHANCEMENT PROGRAM
NOMINATION FORM 2006 WITH THE TEXAS DEPARTMENT OF
TRANSPORT A TION FOR THE APPLICATION TO RECEIVE FUNDING
FOR SIDEWALK AND OTHER IMPROVEMENTS IN THE DOWNTOWN
AREA; AUTHORIZING THE EXECUTION OF ANY AND ALL
DOCUMENTS NECESSARY FOR ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Department of Transportation provides funding for Statewide
Transportation Enhancement Program grants, and the City of Paris wishes to undertake a project to
improve the safety and efficiency of movement of pedestrians; and,
WHEREAS, the recently completed Phases I and II of the ~t:t~~~~~p~ Project, which'
improved sidewalks in the Downtown area, is a viable and important asset to the city, its citizens,
and local businesses, and the extension of the project to include additional sidewalks in the
Downtown area will accomplish the intentions of the City; and,
WHEREAS, the City Council of the City of Paris is desirous of processing an application
for the Statewide Transportation Enhancement Program grant for Phase III of the S~~~.I~ Project,
in the amount of$1 ,000,000.00, being approximately 80% of the estimated cost of the transportation
enhancement project, with $200,000.00 to be provided in the form local in-kind funds; NOW,
THEREFORE, .
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS: -
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the filing of an application to the Texas Department of Transportation for
a Statewide Transportation Enhancement Program grant for improvements to sidewalks and other
amenities in the Downtown area, entitled "~I~~~p~ Project - Phase III," in the amount of
$1,000,000.00, being approximately 80% of the estimated cost of the transportation enhancement
project, with $200,000.00 in matching funding provided by the City of Paris, and including one
hundred percent (100%) of the total of all cost overruns not funded under the grant.
Section 3. That the City of Paris does hereby commit to the project's development,
implementation, construction, maintenance, management, and financing.

Section 4. That the City Manager be, and he is hereby, appointed as the Authorized Official
of said project and is authorized and directed to e~ecute, on behalf of the City of Paris, an application
for said grant.
Section 5. That the Director of Community Development be, and she is hereby, appointed
as Project Director and is hereby authorized and directed to execute and deliver, on behalf ofthe City
of Paris, all reports, communications, assurances, and documents necessary for the completion of
said project.
Section 6. That the Director of Finance be, and he is hereby, authorized and directed to serve
as the Financial Officer for said project and to receive and distribute funds for improvements to
sidewalks and other amenities in the Downtown area.
Section 7. That the Mayor, City Manager, Director of Community Development, and the
Finance Director be authorized and directed to execute, on behalf of the City of Paris, any and all
documents necessary for acceptance and implementation of said grant upon notice of award thereof
by the Texas Department of Transportation, under the terms and conditions and in the forms
approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the
purposes stated herein and in accordance with the grant conditions.
Section 8. That this resolution shall be effective from and after its date of passage.

DOWNTOWN AREA; AUTHORIZING THE EXECUTION OF ANY AND

IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF;

Streetscape Project, in the amount of $200,000.00, with $150,000.00 to be provided by grant and
$50,000.00 to be provided by the City in the form of cash and in-kind services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:

measure, the City understands that it will be eligible to receive as many Texas Capital Fund awards
per program year as it has eligible projects.
Section 9. That this resolution shall be effective from and after its date of passage.
