1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett.
A. The following members were present:

B. Also present was Lisa A. Wright, Historic Preservation Officer.
2. Approval of minutes from previous meetings. Motion was made by Pike
Burkhart, seconded by Paul Denney, to approve minutes from May 9,2007.
Motion carried 5-0.
3. Consideration of and action on the following Certificate of Appropriateness:
C. 3 South Plaza - Mrs. Douglas Solomon by Steven Asay - Steven Asay
and Matt Coyle represented Mrs. Solomon. Steven Asay wants to place
a door to load equipment and remove trash from building were there is
brick now. Door will be a flat door, not a six panel door, it will be
painted the color of the brick. Motion was made to approve the COA by
Paul Denney, seconded by Pike Burkhart. Motion carried 5-0.
B. 130 Bonham Street/39 w: Houston Street - Daniel Atnip - Lisa Wright
went over application with Commissioners in Daniel Atnip's absence.
Commissioners had several questions regarding look of awning. Paul
Denney stated he could use R on roof and disguise. Motion was made
to table by Ann Rogers, seconded by Pike Burkhart. Motion carried 5-0.
6. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article III of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
IISubstandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:
A. 317 4th Street S.W.
B. 415 4th Street S.W.
C. 441 1st Street N.E.
D. 714 1st Street N.E.

Paul Denney would like to pull 415 4th Street S.W. Motion made was made by
Pike Burkhart, seconded by Ann Rogers, to send all structures except 4B to
the Building and Standards Commission for demolition since they cannot be
rehabilitated nor do they have significant historical value. Motion carried 5-0.
Paul Denney asked what the status of ownership is on 415 4th Street S.W.
Arvin Starrett asked if the house was noteworthy as a landmark. Paul Denney
stated it is on the level with the Pine Bluff houses. Lisa Wright advised she
would give the owners a 90 day notice.
4. Consideration of and action on awarding the following facade grant:
A. 111 Lamar Avenue - David and Judy Daniel - Motion was made to
approve by Paul Denney, seconded by Pike Burkhart. Motion carried
5-0.
5. Consideration of and action on recommending approval of the following
request for tax exemption:
A. 111 Lamar Avenue - David and Judy Daniel - Motion was made to
approve by Pike Burkhart, seconded by Ann Rogers. Motion carried 5-
o.
Motion was made to recess at 2:30 p.m. for 10 minutes by Pike Burkhart,
seconded by Ann Rogers. Motion carried 5-0.
Reconvene at 2:31 p.m.
3. 136 Bonham Street - Bill E. Kirby - Mr. Kirby stated that the transom windows
are cracked and no framing exists. There is a solid wall behind the windows.
He wants to Masonite over transoms and over windows. He will also replace
two broken plate glass windows. He is not proposing a canopy right now, just
wants to Masonite over transoms to the top of the large plate glass windows.
Arvin Starrett asked Mr. Kirby if it was okay to table this item and get together
with him and Paul and call the State, and Mr. Kirby said that was okay. Motion
was made to table by Paul Denney, seconded by Sharron Nabors. Motion
carried 5-0.

2. Consideration of and action on the following Certificate of Appropriateness:
Motion was made by Brian Wear, seconded by Susan Scholz to remove item
from table. Motion carried 8-0.
A. 136 Bonham Street - Bill E. Kirby - Bill Kirby stated that they decided to
go with a hardiplank and paint it a gray above the canopy. It will be
painted the green that's on building diluted by half. Arvin Starrett stated
the surface-mounted mullions at the seams are to preserve the window
look. Motion was made to approve COA by Ann Rogers, seconded by
Susan Scholz. Motion carried 8-0.
Item B was skipped because no one was present, yet, to speak on behalf of
the application.
C. 115 Clarksville Street - Reep's Fine Furniture by Charles Brazile - Chuck
Brazile stated that he wanted to install a canopy along the length of the
building. He planned to put T -111 in 4 X 8 sheets under the canopy. He
stated that he needed a lightweight material because the canopy is 87
feet long. Arvin Starrett asked the Commission if they were familiar
with T111, and only he and Paul Denney were; therefore, since Mr.
Brazile did not bring a sample, Chairman Starrett said he was not
comfortable asking the Commission to approve a material they were
unfamiliar with. He stated that this canopy would be standard by which
future canopies were constructed, and it was far too important to get
this right. He recommended that the Commission table the item until
a special meeting could be held at which Mr. Brazile could bring the
material. Motion to table this item was made by Brian Wear, seconded
by Susan Scholz. Motion carried 8-0.
B. 130 Bonham Street/39 If'v. Houston Street - Daniel Atnip - No one was
present on this item, so it was left on the table.

2. Consideration of and action on the following Certificate of Appropriateness:
A. 115 Clarksville Street - Reep's Fine Furniture by Charles Brazile
Motion was made to remove item from table by Susan Scholz,
seconded by Pike Burkhart. Motion carried 7-0.
Chuck Brazile advised the Commission that the bead board under the
canopy will run north and south. They will prime and paint it white to
match the canopy, and the metal facing on the canopy will hide the
gutter. The new door will be maple, painted black. There will be maple
veneer on the windows, with aluminum frames painted black. With
regard to lighting, there will be light showing through the show
windows, and there will be four can lights recessed into the entry
ceiling, with a bead board ceiling inset. The flooring in the inset will
probably be brushed concrete. August 8 is the estimated completion
date. Mr. Brazile asked if he could remove the old electrical service, as
well. Mr. Brazile was advised that metal window frames in the new
inset would be inappropriate and asked if he would be willing to make
wooden frames. He advised he would. Motion was made to approve
COA by Paul Denney, seconded by Susan Scholz. Motion carried 7-0.
B. 1110 Church Street - Crossroads Properties by Ben M. Vaughan -
Motion made to recuse Pike Burkhart by Susan Scholz, seconded by
Brian Wear. Motion carried 6-0.
Ben Vaughan stated that they want to take off the old additions that
were used as apartments. Motion to approve COA was made by Brian
Wear, seconded by Paul Denney. Motion carried 6-0.
Motion was made to return Pike Burkhart by Susan Scholz, seconded
by Brian Wear. Motion carried 6-0.
3. Discussion of and possible action on recommending to the City Council the
acceptance of a donation of property located at 955 Pine Bluff in order to
ensure appropriate in-fill in the Pine Bluff National Register Historic District.
Lisa A. Wright advised the Commissioners that the property had previously
been an old house in the Pine Bluff National Register District that has burned
to the ground through arson. She stated that, if the Commission wished to
recommend acceptance of the property, it would be for the purposes of
insuring appropriate infill in this dying Historic District. Motion was made to
recommend acceptance ofthe donation by Pike Burkhart, seconded by Susan
Scholz. Motion carried 7-0.
4. Request items for future agendas. Arvin Starrett requested that the
Commission undertake a preliminary discussion of declaring the Pine Bluff
Historic District.

Wear, seconded by Ann Rogers, to approve the minutes of the June 18, 2007,
June 25, 2007, July 2, 2007, and July 11, 2007 meetings.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 1110 Church Street - Ben M. Vaughan, Agent for Owner - Mr Vaughan
stated that this is a continuation of a project already started. They will
remove the entire roof and replace with shake-look shingles. They
have not selected a color, but want something with a reddish, rusty
look to match original roof. Motion was made by Brian Wear, seconded
by Sharron Nabors, to approve the COA. Motion carried 5-0.
